On the morning of June 3, General Secretary To Lam led a Central working delegation to work with the Standing Committee of Ben Tre Provincial Party Committee and the Standing Committees of Tra Vinh and Vinh Long Provincial Party Committees.
Attending the meeting were members of the Politburo and the Central Party Secretariat: Mr. Le Minh Hung (Head of the Central Organization Committee), Mr. Nguyen Duy Ngoc (Chairman of the Central Inspection Committee), Mr. Do Van Chien (Chairman of the Central Committee of the Vietnam Fatherland Front), Mr. Nguyen Xuan Thang (Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council); Mr. Le Hoai Trung (Chief of the Central Party Office); Deputy Prime Minister Le Thanh Long... and leaders of central departments, ministries and branches.

The working session revolved around the implementation of resolutions and conclusions of the Central Committee; organizational arrangement; stabilizing the socio-political situation; national defense and security; economic growth; social security, poverty reduction and recommendations and proposals from localities.
Ben Tre, Tra Vinh and Vinh Long maintain high growth
Representing the three localities, Mr. Ngo Chi Cuong, member of the Party Central Committee, Secretary of the Tra Vinh Provincial Party Committee, reported that in the past time, the Party committees and authorities of the three provinces have been very proactive in organizing the implementation of the resolutions, conclusions and directives of the Central Committee, thereby improving leadership capacity, promoting democracy and consolidating people's trust.

The three localities have seriously implemented the Project on streamlining and streamlining the organizational apparatus in accordance with the Central's direction so that after the merger, the units can operate smoothly and stably. Regarding the implementation of Directive 45-CT/TW dated April 14, 2025, the provinces have focused on developing personnel plans for newly established commune and ward Party committees for the 2025-2030 term, preparing key personnel and Inspection Committees at all levels.
Secretary of the Provincial Party Committee, Chairwoman of the People's Council of Ben Tre province Ho Thi Hoang Yen, said that in the first 6 months of 2025, Ben Tre province achieved GRDP of 7.18%, exceeding the growth scenario. Budget revenue reached more than 3,987 billion VND, up 10.67% over the same period, reaching more than 62% of the annual estimate. Ben Tre completed the goal of building new rural areas (NTM) one year ahead of the Resolution of the 11th Provincial Party Congress (2020-2025). To date, 126/132 communes have met NTM standards (95.45%), with 52 advanced NTM communes and 23 model NTM communes. The work of eliminating temporary and dilapidated houses has been promoted with 9,213 houses supported to be newly built or repaired, with a total cost of more than 473 billion VND, mainly from socialization.
In response to the Prime Minister's call, the province strives to complete support for 1,947 households in difficult circumstances by June 30, including building 1,357 new houses and repairing 590 houses.
Meanwhile, Tra Vinh province has just been recognized by the Prime Minister as having completed the task of building a new rural area in 2024. GRDP in the first quarter of 2025 reached 8.75%. The province has built 218 new houses and repaired nearly 1,000 houses for people, with a total capital of more than 43 billion VND.
Vinh Long province focuses on digital transformation, science and technology development, and promoting the private economy according to Resolution 68-NQ/TW. GRDP in the first 6 months of the year is estimated at 8.16%; total budget revenue in the first 5 months reached 3,455 billion VND, equal to more than 50% of the year's estimate.
Proposal to merge communes and provinces at the same time to avoid "new commune, old province"
At the meeting, the leaders of the three provinces proposed that the Central Committee consider and provide additional support for issues related to organizational structure, transport infrastructure, climate change and promoting the development of science and technology. At the same time, they proposed that the Politburo and the Secretariat consider allowing the merging of communes and provinces at the same time, proposed from July 1 or no later than July 15, to avoid the situation where communes have new names but still belong to the old provinces during the transition period.

Head of the Central Organizing Committee Le Minh Hung highly appreciated the proactive and united spirit of the three localities in implementing the organizational restructuring. He emphasized that the Politburo and the Secretariat always closely monitor the progress and will consider policies for localities that have fully prepared in terms of facilities and personnel.
Regarding the arrangement of headquarters after the merger, he suggested that the Standing Committee of Vinh Long province (after the merger) study solutions to maintain working at many headquarters, apply information technology to facilitate operations, and avoid causing disruption to officials and people.
General Secretary To Lam and members of the Central working delegation highly appreciated the initial results achieved by the three provinces, and at the same time noted that localities need to focus on preparing well for Party Congresses at all levels according to Directive 45-CT/TW; develop Congress documents associated with implementing Resolution 57-NQ/TW on breakthroughs in scientific development, innovation and national digital transformation.
The opinions and recommendations of the locality were noted by the working delegation led by General Secretary To Lam for further research and supplementation in the process of perfecting the development plan in the coming time.
