At the working session with General Secretary To Lam, leaders of the three provinces of Ben Tre, Tra Vinh, and Vinh Long proposed that the Politburo and the Secretariat consider allowing the merging of communes and provinces at the same time.

On the morning of June 3rd, General Secretary To Lam led a Central Committee delegation to work with the Standing Committee of the Ben Tre Provincial Party Committee and the Standing Committees of the Tra Vinh and Vinh Long Provincial Party Committees.

Attending the working session were members of the Politburo and the Central Party Secretariat: Mr. Le Minh Hung (Head of the Central Organization Department), Mr. Nguyen Duy Ngoc (Chairman of the Central Inspection Committee), Mr. Do Van Chien (Chairman of the Central Committee of the Vietnam Fatherland Front), Mr. Nguyen Xuan Thang (Director of the Ho Chi Minh National Political Academy, Chairman of the Central Theoretical Council); Mr. Le Hoai Trung (Chief of the Central Party Office); Deputy Prime Minister Le Thanh Long… along with leaders of central departments, ministries, and agencies.

The working session revolved around the implementation of resolutions and conclusions of the Central Committee; organizational restructuring; political and social stability; national defense and security; economic growth; social welfare, poverty reduction; and recommendations and proposals from localities.

Ben Tre, Tra Vinh and Vinh Long maintain high growth

Representing the three localities, Mr. Ngo Chi Cuong, Member of the Central Committee of the Party and Secretary of the Tra Vinh Provincial Party Committee, reported that in the past period, the Party committees and governments of the three provinces have been very proactive in organizing the implementation of resolutions, conclusions, and directives of the Central Committee, thereby enhancing leadership capacity, promoting democracy, and consolidating the people's trust.

Three localities have seriously implemented the plan for restructuring and streamlining the organizational apparatus in accordance with the Central Committee's guidelines, ensuring that after mergers, the units operate smoothly and stably. Regarding the implementation of Directive 45-CT/TW dated April 14, 2025, the provinces have focused on developing personnel plans for newly established commune and ward Party committees for the 2025-2030 term, preparing key personnel and the Inspection Committees at all levels.

According to Ms. Ho Thi Hoang Yen, Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council of Ben Tre province, in the first six months of 2025, Ben Tre province achieved a GRDP growth rate of 7.18%, exceeding the set growth target. Budget revenue reached over 3,987 billion VND, an increase of 10.67% compared to the same period last year, exceeding 62% of the annual budget estimate. Ben Tre completed the goal of building new rural areas one year ahead of schedule compared to the Resolution of the 11th Provincial Party Congress (2020-2025). To date, 126 out of 132 communes have met the new rural area standards (95.45%), with 52 communes achieving advanced new rural area status and 23 communes achieving model new rural area status. Efforts to eliminate temporary and dilapidated houses have been intensified, with 9,213 houses supported for new construction or repair, totaling over 473 billion VND, mainly from social contributions.

Specifically, in response to the Prime Minister's call, the province aims to complete support for 1,947 disadvantaged households by June 30th, including building 1,357 new houses and repairing 590 houses.

Meanwhile, Tra Vinh province has just been recognized by the Prime Minister as having completed the task of building new rural areas in 2024. GRDP in the first quarter of 2025 reached 8.75%. The province has built 218 new houses and renovated nearly 1,000 houses for people, with a total capital of over 43 billion VND.

Vinh Long province is focusing on digital transformation, developing science and technology, and promoting the private economy in accordance with Resolution 68-NQ/TW. GRDP for the first six months of the year is estimated at 8.16%; total budget revenue for the first five months reached 3,455 billion VND, exceeding 50% of the annual budget forecast.

Proposal to merge communes and provinces at the same time to avoid "new communes and old provinces"

During the meeting, the leaders of the three provinces requested the Central Government to consider and provide further support on issues related to organizational structure, transportation infrastructure, climate change, and the promotion of science and technology development. They also requested the Politburo and the Secretariat to consider allowing the merger of communes and provinces simultaneously, proposing a date of July 1st or no later than July 15th, to avoid the situation where communes have new names but remain part of the old province during the transition period.

Head of the Central Organizing Committee Le Minh Hung highly appreciated the proactive spirit and solidarity of the three localities in implementing the reorganization of the administrative apparatus. He emphasized that the Politburo and the Secretariat are closely monitoring the progress and will consider giving approval to localities that have made full preparations in terms of infrastructure and personnel.

Regarding the arrangement of headquarters after the merger, he suggested that the Standing Committee of Vinh Long province (after the merger) study solutions to maintain operations at multiple locations and apply information technology to facilitate management and avoid disruption for officials and citizens.

General Secretary To Lam, along with members of the Central Working Group, highly appreciated the initial results achieved by the three provinces, and noted that the localities need to focus on preparing well for the Party Congresses at all levels according to Directive 45-CT/TW; and developing Congress documents in conjunction with the implementation of Resolution 57-NQ/TW on breakthroughs in national science development, innovation, and digital transformation.

The opinions and suggestions from the localities were noted by the working group led by General Secretary To Lam for further study and inclusion in the process of finalizing the development plan in the coming period.
