The Circular takes effect from July 21, 2025.

According to this circular, the Ministry of Health requires medical examination and treatment facilities licensed to operate as hospitals to deploy electronic medical records no later than September 30, 2025.
Other medical examination and treatment facilities with inpatients, day care and outpatients must implement electronic medical records, to be completed no later than December 31, 2026.
Information technology requirements for implementing electronic medical records include: Having information technology infrastructure of medical examination and treatment facilities, including at least workstations; network connection infrastructure; servers; data storage solutions or devices (including backup storage); having information security devices and solutions and other related devices.
There are information technology applications in medical examination and treatment management to deploy electronic medical records; meeting technical standards on information technology applications in state agencies according to regulations of law on information technology. Ready to restore information, data and the ability to retrieve on electronic medical records when necessary for reference, comparison, exploitation, use in treatment, inspection, scientific research and medical management.
In Dong Nai , up to now, only Long Khanh Regional General Hospital has deployed electronic medical records. Other hospitals including Dong Nai General Hospital, Thong Nhat General Hospital, Dong Nai Children's Hospital, and Cam My District Medical Center are urgently preparing the necessary conditions to be able to deploy electronic medical records in the near future.
Specialist Doctor II Ngo Duc Tuan, Director of Dong Nai General Hospital, said that the hospital is making efforts to deploy electronic medical records before September 30, 2025, following the direction of the Ministry of Health. Thereby, it contributes to promoting digital transformation in healthcare, better serving the management, examination and treatment of patients. At the same time, it reduces the time and effort of recording medical records on paper for the nursing team, increasing the time for nurses to take care of patients...
