Need solutions to effectively exploit public land funds

Dong Nai currently owns a large public land fund, spread across 11 districts and cities. However, most of the public land fund has not been exploited effectively, making this resource unable to be promoted for the socio-economic development of each locality and the whole province.

This reality requires more drastic and synchronous solutions in the management and exploitation of public land funds.

A lot of land but not fully exploited potential

For many years, the province has paid attention to public land funds and directed the review for management and exploitation, contributing to socio -economic development. Based on local statistics, in 2018, the Provincial People's Committee issued a decision approving a plan with more than 29,000 public land plots, an area of ​​more than 13,000 hectares managed and used by the People's Committees at the commune level and 149 public land plots, an area of ​​more than 746 hectares managed by the Provincial Land Fund Development Center.

Recently, the Department of Agriculture and Environment has made a preliminary inventory of the public land fund in the whole province. Accordingly, the land fund managed by the People's Committee at the commune level is more than 20.6 thousand plots and the Provincial Land Fund Development Center manages 202 land plots.

Public land funds are considered a “lever” for socio-economic development. Effective exploitation of this land fund not only helps increase budget revenue, but also promotes the formation of technical infrastructure works, real estate projects and attracts investment in many other fields.

According to the plan approved in 2018, the center was assigned to manage 149 land plots to carry out the following tasks: reviewing land use potential, preparing land auction documents and developing short-term land lease plans. Since then, some land plots have been successfully auctioned and temporarily leased, while some central areas have been assigned additional management. Currently, the center manages 202 plots, with an area of ​​over 2.1 thousand hectares.

The Provincial Land Fund Development Center is coordinating with departments, branches and localities to handle the problems of nearly 100 land plots that have not been handed over in the field; along with that, completing the documents to submit to the Provincial People's Committee the policy and starting price for short-term land lease for land plots that are not eligible for auction to limit the situation of abandonment and waste.

At the district level, many localities are in the process of completing the legal procedures for public lands to serve management and exploitation purposes, but progress is slow.

Vice Chairman of Nhon Trach District People's Committee Ho Quoc Tan shared that previously, the district had nearly 600 public land plots. After several reviews, the locality removed some land plots due to project transfer or duplicate statistics and added some missing statistics. Legally, the district has basically completed the demarcation and extraction of land records, with only more than 80 land plots having incomplete records because the previous determination of the boundary between public land and private land was unclear.

In Trang Bom district, Vice Chairman of the District People's Committee Le Manh Hung said that the district has measured and registered for red books for almost all plots, with only more than 30 plots remaining that have not been completely measured and nearly 40 plots with disputes related to forest land.

According to Ms. Dao Thi Thanh Hoai, Head of the Planning and Minerals Division, Department of Agriculture and Environment, no locality has yet completed the tasks assigned by the province related to public land. Regarding the tasks of surveying, mapping, and marking boundaries, more than 800 plots of land of 7/11 district-level units have not been completed; regarding the declaration and registration of red books, more than 3,000 plots of land have not been implemented, and no district-level unit has completed them. Other tasks such as handling leased, borrowed, disputed, and encroached land; and making plans for the use of recovered land areas to be handed over to localities have also not been completed.

Need to exploit effectively

Failure to complete the tasks assigned by the province has led to ineffective management and exploitation of public land according to the plan approved by the province.

One of the main reasons for this situation is the slow process of land declaration, measurement, boundary determination, certification and dispute resolution. The public land database between commune, district and functional agencies is also not synchronized and unified, causing difficulties in making land use plans.

Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hoang commented that the province has a large public land fund, but its management and exploitation still face many limitations, failing to create a driving force for socio-economic development. This not only causes difficulties in management, but also leads to waste of public resources.

Faced with this situation, the Provincial People's Committee requested localities to urgently finalize the data on public land in the area, clarify the legal status of each land plot and the remaining tasks to send to the Department of Agriculture and Environment for synthesis and reporting to the Provincial People's Committee.

After the new commune-level administrative units come into operation (from July 1), the Department of Agriculture and Environment requires a re-count of all public land funds to propose to the Provincial People's Committee to adjust the decision approving the plan for management and exploitation of public land funds in the province to suit the reality.

At the same time, the Provincial Land Fund Development Center will review all land areas assigned to it for management to make adjustments if necessary. In July 2025, the center will advise the Provincial People's Committee to issue new regulations on procedures for short-term land lease, and at the same time, compile and submit a list of land areas eligible for lease to quickly put into operation.
