On November 29, 2006, the National Assembly promulgated the Law on Gender Equality, which stipulates the principles of gender equality in all areas of social and family life, measures to ensure gender equality, and responsibilities of agencies, organizations, families, and individuals in implementing gender equality. The Law clearly states that the goal of gender equality is to eliminate gender discrimination, create equal opportunities for men and women in socio-economic development and human resource development, move towards genuine gender equality between men and women, and establish and strengthen cooperative and supportive relationships between men and women in all areas of social and family life. At the same time, it is determined that the State's policy on gender equality is: Ensuring gender equality in all areas of politics, economics, culture, society, and family; supporting and creating conditions for men and women to develop their abilities, have equal opportunities to participate in the development process and enjoy the fruits of development; Protect and support mothers during pregnancy, childbirth and child rearing; apply appropriate measures to eliminate backward customs and practices that hinder the implementation of gender equality goals...
In Quang Ninh in recent years, Party committees and authorities at all levels have always focused on strengthening leadership and direction in implementing gender equality and women's advancement. In particular, promoting the dissemination of Party directives and resolutions, State policies and laws on gender equality and women's advancement; concretizing gender equality goals into socio-economic development plans. Departments, branches, agencies, localities, the Fatherland Front and socio-political organizations at all levels... have seriously implemented inter-sectoral coordination regulations, mobilizing synchronous participation to implement gender equality and prevent and respond to gender-based violence. Many community-based models have been established and maintained effective operations in educating knowledge and skills to protect and prevent violence and abuse for women and children; actively supporting and helping vulnerable groups overcome difficulties, rise up and develop themselves.
Project 8 on "Implementing gender equality and solving urgent issues for women and children" chaired by the Women's Union is one of 10 component projects of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2025 period. In Quang Ninh, with the active and responsible participation of the Women's Union at all levels from the provincial to the grassroots level, the contents of Project 8 have really come quickly into life. In particular, it contributes to raising awareness, changing gender stereotypes; promoting the proactive role of women themselves, combined with the participation of all levels, sectors and people in caring for and protecting the legitimate rights and interests of women and children. Unions at all levels have promoted propaganda, improving knowledge about gender and laws on gender equality for members and women through meetings, club activities, etc.
Good work right from the propaganda and mobilization work has helped the contents of Project 8 quickly enter life, achieving some outstanding results in many localities in the province. The models and activities have been coordinated and received attention and support from all levels, sectors and local authorities, and have had a great influence. Especially the models of consulting, sharing and legal aid, so that women and girls can confidently express and share their thoughts and receive timely attention and useful support. Thereby creating conditions for women and children to live, enjoy and develop in a safe and healthy environment; contributing to the effective implementation of the goal of gender equality, eliminating discrimination, creating equal opportunities for men and women in socio-economic development and family life.
Gender equality in the political field is also a very important content. In fact, in recent years, Quang Ninh has paid attention to planning female cadres. Having equal opportunities with men in work, the female cadres of the province have increasingly matured and developed in both quantity and quality, making many important contributions to the construction and development of the province. In the last 3 terms, Quang Ninh has had female cadres participating in the key leadership apparatus of the Provincial Party Committee, People's Council, Provincial People's Committee, and Provincial National Assembly Delegation. From 2021 to present, the proportion of female cadres participating in leadership and management at agencies under the Provincial People's Committee has also increased. Specifically, 100% of key agencies at the provincial government now have female leaders. Key agencies at the district government have female leaders accounting for 15.38%; District People's Councils have female leaders accounting for 46.15%; At the commune level, female leaders account for 45.76%. The rate of female leaders in the Vietnam Fatherland Front and socio-political organizations at all levels also reaches nearly 84%.
Eliminating prejudices and achieving gender equality is a difficult task, requiring persistent, continuous and synchronous implementation, but it is an indispensable and important requirement of a developed, civilized and progressive society. Therefore, in the coming time, it is necessary to continue promoting communication work to raise awareness of gender equality to all classes of people; especially building and implementing communication activities and gender equality models suitable for ethnic minorities, remote areas, border areas and islands. In that process, it is necessary to promote the responsibility of Party committees and authorities at all levels, promote the role of heads of agencies and localities in implementing gender equality goals; strictly implement inspection, examination and handling of violations of the law on gender equality.
