Localities ready for the day new commune-level administrative units come into operation

(PLVN) - From July 1, new commune-level administrative units under the two-level government model will officially come into operation. Up to this point, many localities across the country have completed preparations, ready in terms of facilities, personnel and organizational structure to ensure a smooth and stable transition, best serving the people and businesses.

In Ha Nam , with high political determination, careful preparation, synchronization and responsibility from the Party Committee, government to cadres and civil servants at all levels, the whole province has been completing the final stages to ensure the merger is carried out effectively, on schedule and stabilizes the situation at the grassroots level.

According to Resolution No. 50/NQ-HDND dated April 28, 2025 of the People's Council of Ha Nam province on the arrangement of provincial and commune-level administrative units, the whole province will form 33 new commune-level administrative units. Up to this point, 98 communes, wards and towns subject to adjustment have been urgently performing the following tasks: reviewing records, digitizing data, inventorying public assets, arranging the organizational apparatus, and implementing the regime for retired officials and civil servants according to regulations.

In Binh Luc district - one of the localities with large-scale mergers, from 15 commune and town-level administrative units now reduced to 5, the working atmosphere in the localities is extremely urgent and responsible. In Dong Du commune - the locality merged with Binh Nghia and Trang An communes to form the new Binh Luc commune, civil servants are still working tirelessly even outside of office hours, including Saturdays and Sundays to complete the cataloging, numbering of records, digitizing data and handing over facilities.

Secretary of Dong Du Commune Party Committee, Mr. Tran Van Tam said: “We have developed a specific plan in accordance with the direction of superiors, and at the same time proactively propagated and mobilized cadres to implement the leave regime according to Decree 178/2024/ND-CP. The highest goal is to ensure that the merger takes place smoothly, stably and without affecting the people.”

Similarly, Mr. Nguyen Trung Tuan - Chairman of Binh My Town People's Committee shared: "People's needs at this time are very high, many people want to complete the procedures before the merger. Therefore, the town's staff always work with the spirit of 'no work, no time', creating the most favorable conditions for the people".

Not only in Binh Luc, many other localities such as Ly Nhan, Duy Tien, Kim Bang, Thanh Liem... are also speeding up the preparation progress with a proactive and methodical spirit. In Ly Nhan district, 6 communes in the merger area including Chinh Ly, Van Ly, Hop Ly, Duc Ly, Cong Ly, Nguyen Ly have been inspected and urged to make progress. The report shows that the communes have seriously carried out the handover of finance, land, public assets, and at the same time organized the digitization of documents and records to serve the new apparatus.

Chairman of Ly Nhan District People's Committee - Mr. Nguyen Duc Nhuong highly appreciated the efforts of the localities, and at the same time requested to pay special attention to the contents that are still slow, to avoid losses. "We request specialized departments to provide strict guidance step by step; communes must carefully review asset and financial records, ensure transparency, and avoid future problems," he emphasized.

Along with completing procedures, localities have also developed plans to arrange and assign personnel after the merger in a streamlined and efficient manner. The evaluation of cadres and civil servants is carried out publicly and transparently, based on the capacity, qualities, work efficiency and long-term development orientation of the new unit. Regarding the office, any convenient location will be chosen as the new administrative center, the old headquarters will be utilized for public services such as cultural houses, schools, medical facilities , public administrative centers, etc.

Mr. Le Quy Ba - Deputy Head of the Organizing Committee of Binh Luc District Party Committee affirmed: "The merger is not only a change in administrative boundaries, but also an important step in improving the efficiency of state management, streamlining the apparatus and serving the people better. We carry out each step according to a specific plan, focusing on consensus and stability as the goal."

The reorganization of commune-level administrative units in Ha Nam is being carried out in accordance with the set roadmap and plan. This is not only a requirement to reorganize the political system to be streamlined and operate effectively and efficiently, but also an important premise for sustainable socio-economic development in the new period.

From July 1, 2025, the new administrative units will officially operate. With serious preparation, high sense of responsibility and consensus from the Party Committee, government to the staff and people, Ha Nam is completely ready for a new development path - more stable, modern and effective.

Meanwhile, in Quang Ninh province , from June 15, 54 wards, communes and special zones in Quang Ninh province officially entered the pilot phase of the two-level local government model. This is a strategic step, of special significance, to thoroughly prepare for the official implementation of the new model from July 1, 2025, according to the Central Government's roadmap.

This is one of the first localities in the country to pilot the new model before the prescribed time, demonstrating the initiative and high political determination in implementing the major policy of streamlining the administrative apparatus to be more efficient and effective. The pilot phase lasts until June 30, which is an important opportunity for localities to comprehensively inspect operations, detect shortcomings and problems and promptly overcome them, avoiding being passive when the official conversion is made.

During the past time, the province has urgently completed preparations from facilities, equipment to rearranging personnel and working procedures. In particular, the province has focused on organizing in-depth training for key cadres at commune, ward and special zone levels, fully equipping them with knowledge and skills to manage and handle situations arising in practice.

Speaking at the training conference, Provincial Party Secretary Vu Dai Thang emphasized: "Each cadre and each locality must clearly define their roles and tasks in the new period, promote the spirit of responsibility, pioneering and exemplary so that the government apparatus can operate effectively, smoothly, close to the people and for the people."

During the testing period, localities will review and adjust the entire administrative process, decentralize and delegate authority more clearly between the provincial and communal levels. At the same time, they will test the settlement of administrative procedures, the operation of document management software, financial and budgetary mechanisms, etc., ensuring consistency and unity from the provincial to grassroots levels.

In Cao Xanh Ward (Ha Long City), Mr. Luong Van Luan, Member of the Standing Committee of the City Party Committee, Chairman of the City Party Committee Inspection Committee - currently holding the position of Secretary of the Ward Party Committee - said: "We have fully prepared human resources, means and spirit. The goal is to comprehensively test the organizational, operational and administrative procedure handling processes, creating a solid foundation for the new government to operate effectively, serving people and businesses better."

The pilot process is not only a thorough rehearsal but also an opportunity for Quang Ninh to affirm its pioneering role in administrative reform and innovation in leadership and management methods at the grassroots level. With the motto of "a streamlined but effective apparatus", the province aims to build a professional, public, transparent, and people-friendly administration.

According to the plan, from July 1, 2025, all new administrative units after the arrangement will officially come into operation. The two-level local government apparatus in Quang Ninh will officially operate, gradually improving the effectiveness of state governance, strengthening people's trust, and promoting sustainable socio-economic development.

Although there are still many difficulties and challenges ahead, with the spirit of "Discipline and Unity", close direction from the Central Government, careful preparation and high determination of the entire political system, Quang Ninh has every basis to become a bright spot in implementing the two-level local government model, making a positive contribution to the innovation of the administrative system of the whole country.

In Lao Cai province, from June 17 to June 30, the trial was also conducted in conjunction with preparations for the operation of the new commune-level political system (48/48 new commune-level units) in the province.

The trial operation was agreed upon by the Standing Committee of Lao Cai Provincial Party Committee, based on Conclusion No. 160-KL/TW dated May 31, 2025 and Conclusion No. 167-KL/TW dated June 13, 2025 of the Politburo and the Secretariat on the arrangement of the apparatus and administrative units.

The main goal of this trial is to ensure that the apparatus of the new commune-level political system can operate stably from July 1.

To achieve this, Lao Cai Provincial Party Committee has requested agencies, units, localities and assigned personnel to preside over new communes and wards to urgently implement 135 key tasks that have been oriented.

Specifically, the district, town and city Party Committees will promptly direct the implementation of documents from the Central and the province to the personnel expected to participate in the new commune-level Party Committees, and at the same time assign specific tasks to each member. In particular, the preparation of offices, facilities, equipment and means for the new communes and wards after the arrangement needs to be urgently completed, ensuring convenience for leadership, management, operation and serving the people.

The personnel assigned by the Provincial Party Committee to preside over the new communes and wards are tasked with focusing on immediately implementing the assigned tasks, combined with trial operations to promptly adjust and perfect the activities.

This includes arranging the organization of departments, offices, and centers according to the new commune-level administrative model, and grasping the regulations on the division of authority, decentralization, and delegation of power to proactively implement tasks in all fields.

In particular, land management, finance, construction, investment, environment, and administrative procedures, in order to best serve the needs of people and businesses, without interruption. The mechanism of Party Executive Committee meetings, organizing People's Council meetings and People's Committee meetings at the commune level to resolve work will also be tested.

Provincial agencies and units, including central vertical agencies located in the area, will proactively coordinate and provide guidance on the functions, tasks and specialized operations of their sectors at the new commune level.

The Provincial Department of Finance is assigned to preside over and organize the implementation of the plan to arrange cars for general work at the new commune level, while coordinating the arrangement of drivers to ensure effective and economical management and use of vehicles.

It is expected that from June 20 to 28, 12 wards and communes in Ha Tinh will also conduct a trial operation of the new commune level.

Currently, the People's Committees of districts, cities and towns across Ha Tinh province are arranging and supplementing basic information technology equipment (computers, printers, scanners, etc.) to ensure trial operation; ensuring work requirements and tasks after official operation.

Localities are also coordinating with the Provincial Public Administration Service Center to supplement and edit organizational information, create and assign user rights, and establish processing procedures on the provincial administrative procedure settlement information system. On June 16, Mr. Truong An Ninh, Head of the Propaganda and Mass Mobilization Department of Quang Binh Provincial Party Committee, said: From today, 8 new communes and wards in Quang Binh province will organize a trial operation of the 2-level government to gain experience before officially putting it into operation from July 1, 2025.

At Dong Hoi ward (Quang Binh province) this morning, the staff here performed two tasks in parallel: receiving and handling administrative records and procedures under the authority of (old Dong Hoi city) and piloting activities according to the new ward-level model of the two-level government.

Mr. Tran Xuan Luong (a resident who came to do business) said: “Today, I came here to see the trial operation of the Dong Hoi ward government (new). I also feel that there is a gradual transfer between the old administrative unit and the new one. Hopefully, after the transfer of tasks, the two-level government will operate better and develop more.”

Here, there are about 8-10 permanent civil servants, who both perform the one-stop task and handle administrative procedures according to the authority of the city level, and transfer some tasks to the new ward. The officers are on duty to grasp the steps of handling administrative procedures so that they can operate when the new ward officially comes into operation.

According to Mr. Tran Nam Son, Deputy Chief of Office of the People's Council and People's Committee of Dong Hoi City (old), "After two days of training, I and other civil servants and public employees have approached many new contents, many important contents when operating the two-level government to perform the task of serving the people better."

Mr. Hoang Ngoc Dan, Chairman of the People's Committee of Dong Hoi City (old) said: Currently, all civil servants and public employees are ready to put the 2-level government apparatus into operation, in accordance with Conclusion No. 160-KL/TW of the Politburo and the Secretariat on the arrangement of organization, apparatus and administrative units, ensuring progress and requirements according to the resolutions and conclusions of the Central Committee, the Politburo, the Secretariat and the Central Committee's directive documents on the arrangement of administrative units and the organization of 2-level local governments.
