From October 29-30, the Gulf of Tonkin will have winds of level 5-6, gusting to level 7-8; the North East Sea will have winds of level 6, gusting to level 8; the sea area from Quang Ngai to Kien Giang will have scattered showers and thunderstorms, with the possibility of tornadoes and gusts of level 7-8 during thunderstorms.

At the same time, organize forces to be ready to control and guide traffic, especially through culverts, spillways, deeply flooded areas, fast-flowing water, and high risk of landslides; resolutely not allow people and vehicles to circulate if safety is not ensured; proactively deploy measures to ensure safety for teachers, students, and educational facilities in flooded areas.
Ready to deploy measures to drain water, protect production, and prevent flooding in urban areas and industrial parks.
Inspect, review, operate and ensure the safety of reservoirs and downstream areas, especially small hydropower reservoirs and important irrigation reservoirs; arrange permanent forces to operate and regulate and be ready to handle possible situations.
Check, review, and prepare plans to ensure safety for projects under construction, especially key and vulnerable projects or projects that have had incidents due to recent floods.
At sea, provinces and cities from Quang Ninh to Kien Giang, closely monitor information and developments of strong winds at sea; notify captains and owners of vehicles and vessels operating at sea to proactively prevent and have appropriate production plans, ensuring safety of people and property; maintain communication to promptly handle bad situations that may occur.
In addition, prepare forces and means to deploy rescue work when there is a situation.
In addition, the on-duty organization must seriously and regularly report to the Standing Office of the National Steering Committee for Natural Disaster Prevention and Control and the Office of the National Committee for Incident Response, Natural Disasters and Search and Rescue.
