The shortcomings and limitations in the implementation of Resolution 16 were analyzed by the Provincial Party Committee (22nd term) at the recent 17th Conference.

Lack of determination in leadership

For many consecutive years, the administrative reform (PAR) and digital transformation index of Tam Ky City has always been in the group of localities with high scores in the province. Specifically, the PAR index ranked 1st in 2021, ranked 3rd the following year and ranked 2nd in 2023. From 2021 to 2023, Tam Ky ranked 2nd in terms of information technology application and digital transformation.

Notably, the results of streamlining the apparatus of Tam Ky have achieved the target of "6 reductions" (reducing focal points; reducing intermediate levels; reducing the number of leaders; reducing staff; reducing administrative procedures; reducing expenditures for the political system apparatus) and "6 increases" (increasing the scientific nature of organization; increasing the quality of cadres; increasing the effectiveness and efficiency of the political system's operations; increasing expenditures for development investment; increasing people's trust and increasing social consensus).

Tam Ky City Party Secretary Nguyen Thi Thu Lan shared that the city has had many good models and initiatives, contributing to improving efficiency and creating positive changes in administrative reform and digital transformation.

Typical examples include the model of "Citizens without writing"; receiving online applications 4 days/week; "Saturday - Digital Citizen Day"; looking up administrative procedures, submitting applications online by scanning QR codes to facilitate people...

The quality of administrative procedure settlement has been improved, there has been a strong change in the relationship between state administrative agencies and people and businesses in a professional and modern direction.

According to Vice Chairman of the Provincial People's Committee Ho Quang Buu, the Provincial People's Committee has concretized the instructions and tasks assigned by the Provincial Party Committee in Resolution No. 16 into 28 administrative reform tasks.

Among the results achieved, the Provincial People's Committee and the Chairman of the Provincial People's Committee issued a decision to reduce at least 10% of the processing time compared to the regulations for 126 administrative procedures; reduce 10% of the processing time for 224 district-level administrative procedures and 204 commune-level administrative procedures; return results on the same day for 36 administrative procedures under the authority of departments, branches and sectors; 66 district-level administrative procedures and 94 commune-level administrative procedures...

Pointing out the limitations in the province's administrative reform work, Mr. Buu said that some party committees and authorities, especially leaders, are not really determined; lack inspection, monitoring, and urging; do not have specific plans, and lack positive solutions to effectively implement Resolution No. 16.

The alarming reality is that the province's public administration assessment indexes (PAR INDEX, SIPAS, PAPI, PCI) have decreased over the years; some criteria have low scores and have not improved...

Transparency and responsibility

The shortcomings and limitations in the implementation of Resolution No. 16 were analyzed by the Provincial Party Committee (term XXII) at the recent 17th Conference. Mr. Thai Binh - Secretary of the Provincial Party Committee of the Provincial Agencies Bloc expressed that the results of the implementation of Resolution No. 16 of the Provincial Party Committee are largely related to the responsibilities of provincial agencies and units and the team of cadres, civil servants and public employees (CBCCVC) under the Party Committee of the Bloc in advising on the field of administrative reform.

The situation of "a number of civil servants still showing signs of avoiding, pushing work, and being afraid of responsibility" has been identified, but it has not been clearly stated which specific people it is associated with.

The annual staff evaluation results show that most of them have completed their tasks well or better, with few people completing and failing to complete their tasks.

The province's public administration assessment indexes (PAR INDEX, SIPAS, PAPI, PCI) have decreased over the years; some criteria have achieved low results, with no improvement, but the responsibility of any collective or individual has not been mentioned.

“The Provincial Party Committee, the Provincial People's Committee, agencies and units need to be more drastic in directing and implementing the assessment of responsibilities and the level of task completion of civil servants and public employees in a more substantial and effective manner. In directing the assessment of collectives and individuals in 2024, there needs to be specific content on this issue to detect which collectives and individuals show signs of shirking, avoiding, or fearing responsibility in order to handle and deter them,” Mr. Binh suggested.

Affirming that the Provincial People's Committee will strongly and resolutely direct the administrative reform task in the coming time, Chairman of the Provincial People's Committee Le Van Dung said that it is necessary to review the operation of the one-stop department to ensure smooth operation and timely service to the people. Currently, people are still complaining and do not really agree with the handling of administrative procedures at the "one-stop".

Some cadres have made progress, but there is still a group that works half-heartedly, is afraid of difficulties, and is afraid of making mistakes. There is still overlap and lack of coordination between departments, branches, and localities.

“The province will abolish any procedures that are not regulated by law and reduce the redundancy. The public service regime of civil servants and public employees will be more focused on transparency and clarity regarding the responsibilities of heads, heads, deputies, deputy heads of departments, and specialists in handling work; and rectify the situation where heads send deputies to meetings on their behalf…” - the Chairman of the Provincial People's Committee emphasized.

Provincial Party Secretary Luong Nguyen Minh Triet requested all levels and sectors to review and carefully evaluate the weak points, limitations, and low-scoring criteria in the ranking report on administrative reform to have drastic solutions. The indicators that are rated low in any component criteria must focus on improving that criterion.

Pay attention to promoting organizational reform, building and improving the quality of the staff doing administrative reform work, combined with increasing resources for training and fostering according to professional expertise and job requirements.

Along with that, promote, strictly and synchronously implement the work of rotating and changing work positions for civil servants and public employees according to regulations, especially in sensitive areas, positions with public opinion and problems...
