30 days and nights to change the habits of business households
Millions of small businesses are being accompanied by the tax industry in a special campaign, which is "60 days and nights to eliminate lump-sum tax and switch to declaration". The policy will officially be applied from January 1, 2026.
A journey that not only helps change the tax management model, but also aims for a fair and transparent business environment.
This week, across the country, tax authorities at all levels and technology solution providers are vigorously implementing many practical activities, accompanying and "holding hands" to each business household.
Each locality has its own way of doing things. For example, in Nghe An , instead of the "60 days and nights" campaign like other places, this locality shortened it to 30 days and nights, which is only half the time, but the goals and requirements have not decreased. Therefore, the work of supporting and guiding business households here must be faster, more in-depth, and more drastic.
Without waiting for the document to go around, right after having the plan, Nghe An tax department immediately established a working group, went to the grassroots level in each ward and commune to "go to every alley, knock on every household, "hold hands and show how to do things", instruct each business household to install the Etax Mobile application, install cash registers, and create electronic invoice accounts on the spot.
Ms. Nguyen Thi Hang - Business owner of Do Luong commune, Nghe An province said: "Tax officials and suppliers will support me if I have any difficulties. At first, I had some difficulties, but they supported me 24/7, so it was very convenient."

Nghe An Tax Department immediately established a working group to go to each ward and commune to help people access the electronic tax model more easily.
From using only notebooks and being afraid of technology, many households have now gradually become familiar with computers. For example, Mr. Hieu has a small supermarket with hundreds of products. Recently, he has become familiar with electronic invoices and has seen his revenue increase compared to before.
"Customers also trust more, goods have clear origin so we can issue invoices, with full input and output. Our store's revenue has grown more than before," said Mr. Nguyen Cong Hieu - Business owner in Do Luong commune, Nghe An province.
To carry out the "30-day and night campaign", Nghe An tax sector has mobilized all its forces, regardless of holidays, to go to each street and each household. The goal is that by the end of November, all 67,000 business households in the area will complete the conversion, earlier than the regulations, to lay the foundation for official implementation in early 2026.
Mr. Mai Dinh Tu - Deputy Head of Taxation of Nghe An province said: "The 30-day and night campaign aims to create a premise for people and business households to access the conversion model conveniently and have the earliest preparation. It does not put pressure on people, demonstrating the determination of the tax authority".
Every click and every small operation is patiently guided by tax officers. For many businesses, this is the first time they put aside their old notebooks and get acquainted with electronic tax applications and digital invoices.
Small actions but big changes in the way of doing things, so that each business household can gradually make its operations transparent, moving towards more modern and fair management.
Solutions to support business households in switching to tax declaration
Implementing the 60-day-and-night campaign to accompany business households, in Ho Chi Minh City, communes, wards and tax authorities have been implementing many programs to meet and directly contact business households at the headquarters. The goal is to answer all questions, guide and advise business households on how to help the model conversion process, and have a tax management method for business households when eliminating lump-sum tax easily and effectively.
After being guided by the tax department and the supplier, Ms. Nguyen Thi Thoa - a trader at Tan Dinh market - was able to perform the steps to issue electronic invoices on her smartphone. However, according to her, the process was quite complicated, as she had to perform a total of "21 steps" to issue an invoice.
"It's too wordy and confusing when I do it, so my memory can't remember everything," Ms. Thoa shared.
Ms. Chu Thi Nguyen Phuong - Business owner in Ho Chi Minh City also said: "Because I am old, I will not be familiar with using modern technology and information. I also hope that the government, tax officials, and departments will support me so that I can fulfill my obligations to the country."

Millions of small businesses are being accompanied by the tax industry in a special campaign, which is "60 days and nights of eliminating lump-sum tax and switching to declaration".
According to the survey, it can be seen that business households still face many difficulties in implementing the regulations on conversion procedures, or performing operations such as issuing invoices, digital signatures, and tax declarations. Therefore, in addition to the government and tax authorities, it is necessary to have support from banks providing payment solutions, technology enterprises providing software and invoice solutions. Currently, there are 110 solution providers registered with the tax industry to accompany business households. Thereby, it is possible to help business households both make payments and perform tax procedures on the same application.
Mr. Mai Son - Deputy Director of the Tax Department, Ministry of Finance informed: "We are also very fortunate that more and more solution providers are willing to provide free or maximum support for the initial time, compliance costs and initial procurement costs. This is a very positive response and we also appreciate the call from the Central Government and the Ministry of Finance".
"Deploying synchronous solutions to help customers from opening accounts, using QR codes, managing cash flow, and coordinating with partners to connect sales software with changes in account balances. We also cooperate with tax authorities and local authorities to advise on solutions that are most convenient for each business household during the conversion process, in accordance with the policies of the government and the State Bank", said Mr. Dang Cong Hoan - Deputy General Director of LPBank.
Through direct dialogue programs, local authorities and the tax sector hope to help business households quickly grasp new regulations and prepare well for the transition from lump-sum tax to declaration.
There will be a tax declaration portal dedicated to business households.
In addition to coordinating with solution providers to provide free electronic invoice software, it is expected that at the end of November, the Tax Department will open an online tax declaration portal for business households, allowing these households to experience the declaration process before officially applying it from the beginning of next year.
The tax declaration portal dedicated to business households has been upgraded from the taxpayer support portal, with new functions to help business households interact with tax officials. Before the official implementation, the tax sector will allow business households to experience the declaration portal on trial. This phase aims to help taxpayers get familiar with the process of calculating, declaring and paying taxes based on actual revenue, while receiving feedback, resolving problems and providing technical support from the tax authority.
The launch of the electronic declaration portal is an important stepping stone for the process of converting tax management methods from lump-sum to declaration for 2 million households and business individuals nationwide, a group that is still paying lump-sum tax at the prescribed rate.
It may take a few clicks to get used to, but a big step is opening up for millions of business households. "Eliminating lump-sum tax" is not only a change in the way of calculating taxes, but also a shift in management thinking, from experience to data, from manual to transparent and modern. That is the greatest meaning of the campaign "60 days and nights accompanying business households to eliminate lump-sum tax".
