According to statistics from the professional sector, the GRDP growth of the agricultural sector in recent years has reached 3.44%/year; agricultural products and OCOP products of the province have developed in both quantity and quality, gradually competing with other provinces and cities in the region and the whole country. The labor force in the agricultural sector is increasing, contributing to job creation and increasing income for rural people.
However, looking back at the 2 years of implementing Program No. 28-CTr/TU, dated July 20, 2022 of the Provincial Party Executive Committee on tasks and breakthrough solutions for agricultural development in a modern and sustainable direction until 2025 and orientation to 2030 (Program), it shows that the growth of the agricultural sector has not created a breakthrough as expected, some indicators have not reached the goals set by the Program; the province's agricultural development is not commensurate with its potential and advantages, there are still many difficulties and shortcomings...
In reality, the distribution of agricultural production areas in Ca Mau is still mixed, so although the reorganization of agricultural production has changed, it has not brought high efficiency, the linkage to consume agricultural products is not sustainable; the results of restructuring the agricultural sector are not clear, the formation of large-scale commodity production areas associated with linkage to consume key products has not been established; the quality and efficiency of the collective economic sector and cooperatives are not high, agricultural products are slow to be researched, preserved and processed deeply; the production efficiency, quality and competitiveness of some agricultural products are still low; the forms of green agricultural production, low emissions, ecological agriculture, and organic agriculture are still limited in scale.

Besides some objective reasons, it is easy to see that local agriculture is always heavily affected by climate change, drought, saltwater intrusion, environmental pollution, and epidemics. Meanwhile, investment from the State budget and economic sectors in agriculture and rural areas in recent times has been low, failing to meet development requirements.
“The potential and room for development of the agricultural sector is still very large, especially in the fields of aquaculture and processing of aquatic products, and forestry planting and processing. However, planning and adjusting planning to attract and invite investment in agriculture still face many difficulties; investment in agricultural production infrastructure has not met the requirements,” said Mr. Chau Cong Bang, Deputy Director of the Department of Agriculture and Environment.
Piloting a number of specific mechanisms and policies to create breakthroughs in agricultural development, and at the same time issuing specific mechanisms and policies according to authority to remove bottlenecks, are the next steps in the new revolutionary stage implemented by the local agricultural sector to create development momentum. According to Mr. Chau Cong Bang, there is no other direction than the development of high-tech agriculture, concentrated livestock farming, ecological, organic, circular production, high-tech application, achieving certification according to standards, towards green growth. Developing agricultural production according to the planning of each ecological region, forming a specialized concentrated commodity production linkage area, especially forming a key raw material center for aquatic products in coastal areas.
“As a key industry and the driving force of the agricultural sector, the shrimp industry will reorganize production in the direction of cooperation and association to improve productivity, output, quality and competitiveness of products, contributing to the province's GRDP growth of 8% or more in 2025 and ensuring double-digit growth from 2026 onwards,” Mr. Chau Cong Bang shared.
The importance of the shrimp industry has been concretized by Directive No. 26-CT/TU dated March 17, 2025 of the Provincial Party Committee Standing Committee on strengthening the leadership and direction of Party committees and authorities at all levels in developing breakthrough models of improved extensive shrimp farming, super-intensive farming and developing collective economy in agriculture in the province. This will be the premise, foundation and important driving force for the local agricultural sector to create breakthroughs in a sustainable direction in the era of national development, contributing to the province's economy growing by double digits or more./.
