The building's 'heavenly palace' apartment Burj Khalifa
According to the New York Post , this apartment is called "palace in the sky" because from inside you can see a view higher than the clouds.
Located about 700m above ground, this unfinished "raw" apartment is vacant for investors with financial resources, willing to spend millions of dollars to turn this place into a personal sky mansion.
The penthouse also holds the title of the world's highest apartment. Asad Khan of Invest Dubai Real Estate, who represented the seller, described the nearly 2,000-square -foot duplex as a "concrete skeleton" waiting to be personalized.
"Right now, we're selling the penthouse in its raw state," Khan said. "There's no room, no toilet, no bath, no kitchen, nothing. It's just concrete ceilings and floors, surrounded by glass," Khan further explained to Business Insider .
Renderings show what the apartment could look like once completed, offering 360-degree views. On a clear day, Khan says, you can see all the way to Ras Al-Khaimah.

The upper class asserts its class
The asking price also reflects the uniqueness of the apartment. "We looked at a lot of pricing strategies based on similar penthouses in the area," Khan said. "Obviously, because it's the tallest apartment in the world, and it's in the most iconic building, it's worth more. It's a one-of-a-kind asset that can't be replicated."
Finishing the space to luxury standards could cost another $10 million, Khan estimates.
"If the homeowner spends an additional $10 million to complete it, they will own a super-luxury space that no one else in Dubai has, at an extremely high level," Khan added. "I think that kind of investment is needed to ensure a profit when reselling later."
The apartment comes with many exclusive amenities such as a private indoor swimming pool, a separate elevator system - the journey from the ground to the top of the building takes about 2 minutes via two elevators - and 12 parking spaces.
"The elevators are incredibly fast," Khan said. "One takes you to the 73rd floor, and then from the 73rd floor there's another elevator that takes you to the 107th or 108th floor, each trip taking about a minute."
Khan sees the penthouse as a status symbol for the global elite, rather than a permanent residence. “I don’t think they’ll live there, because the people we deal with are people who travel all over the world,” he said.
American tourists flock to hunt
After a quiet introduction last year, the penthouse officially hit the market in early 2025, attracting unexpected interest from a country across the Atlantic.
“We got a lot of inquiries from the US, which was really surprising,” Khan said. “Initially, I thought the buyer would be a local family in the Middle East, in the UAE. But the interest from the US was so great that we were overwhelmed. They came from all walks of life. I don’t know why.”
