Need to unify training levels: Streamlined and easy to connect

On the morning of May 29, the Ho Chi Minh City VocationalEducation Association held a workshop to contribute ideas to the draft Law amending and supplementing a number of articles of the Education Law and policies of the Vocational Education Law at Dai Viet Sai Gon College (Tan Binh District).

Experts and leaders of vocational training institutions in Ho Chi Minh City attended the workshop.

Sharing at the workshop, Ms. Huynh Thi Thu Tam, Vice Principal of Ho Chi Minh City International College (Binh Tan District), said that the school is proud to be the unit with 100% of students graduating from high school for 7 consecutive years. In the 2024-2025 school year, the school will enroll about 350 students, of which 40% have good academic performance. However, when training students in culture, it still has to coordinate with the district's Continuing Education and Vocational Training Center, causing many difficulties for the school.

Dr. Dang Minh Su, member of the Standing Committee of the Vocational Education Association, former Head of the Vocational Education Department of Ho Chi Minh City, said that the current Education Law does not clearly show the role and position of vocational education in the national education system, and there is no specific distinction between vocational secondary schools and vocational colleges.

The determination of the learning path between levels of education is not clear, causing difficulties in implementing integrated cultural and vocational training at vocational training institutions. Regulations on student streaming after junior high school and high school are still general encouragements, lacking specific enforcement mechanisms and resources.

Mr. Tran Anh Tuan, Vice President of the Ho Chi Minh City Vocational Education Association, proposed to merge vocational education centers, vocational education and continuing education centers and current secondary schools into a system called vocational secondary schools. Currently, secondary schools and vocational education and continuing education centers have overlapping links, causing complications in tuition and management policies.

"If not clarified and unified, people will have difficulty understanding and accessing" - Mr. Tuan emphasized.

Experts recommend clearly defining the value of a vocational high school diploma equivalent to a high school diploma.

Mr. Tran Anh Tuan said that it is time for leaders of vocational training institutions to rethink to change training programs to catch up with the digital age.

At the workshop, Mr. Tuan cited experience from decades ago, when vocational high schools had equivalent value and allowed students to transfer to universities easily. "We need to restore this clarity and continuity to create conditions for learners to continue developing," the leader of the Vocational Education Association stated.

Regarding the university education system, this expert proposed developing two types in parallel: academic universities and community universities (or vocational universities). Mr. Tuan believes that it is time to stop clinging to the concept of colleges and boldly convert qualified colleges into community universities.
