Continuing the National Assembly's working program, on the morning of November 25, authorized by the Prime Minister, Minister of Education and Training Nguyen Kim Son presented the Report on Investment Policy for the National Target Program on Modernization and Improvement of Education and Training Quality for the 2026 - 2035 period.
Create a fundamental and strong shift in the quality of education and training
According to the Report, beneficiaries of the Program include: Preschool education, general education, state education and public university education institutions (excluding schools: Friendship T78, T80, Viet Bac Highland High School, University Preparatory School and boarding and semi-boarding schools for ethnic minorities invested in the National Target Program for socio-economic development in mountainous and ethnic minority areas); Children, pupils, students, learners, teachers and educational managers in educational institutions; Relevant organizations and individuals belonging to state management agencies on education.

Minister of Education and Training Nguyen Kim Son said that the goal of the Program is to standardize and modernize the entire education and training system, create a fundamental and strong change in the quality of education and training; expand learning opportunities for all people, ensure fairness in access to education, the right to lifelong learning; increasingly better meet the needs of human resources, especially high-quality human resources, for the country's rapid and sustainable development in the context of globalization, science - technology, innovation and digital transformation.
Accordingly, by 2030, strive to achieve 4 specific target groups, which are: Step by step standardizing the preschool and general education system. Key investment in 18 vocational colleges to gradually form 06 national centers and 12 regional centers to train highly skilled human resources; invest in about 30 vocational colleges to train key occupations, spearheads for regional and local socio-economic development. Step by step investing in standardizing and modernizing technical infrastructure, expanding development space for effective operation of higher education institutions. Investing in supporting the improvement of the quality and capacity of teachers, education staff and learners; proactively transforming digitally and comprehensively developing learners to meet the requirements of fundamental and comprehensive innovation in education, training and international integration.
More than 580,000 billion VND invested to improve education quality
According to the Government's Submission, the total resources mobilized to implement the Program for the 2026-2035 period are about VND 580,133 billion.
Of which, the central budget capital is 349,113 billion VND (accounting for 60.2%), local budget capital is 115,773 billion VND (accounting for 19.9%) and counterpart capital of educational institutions is 89,073 billion VND (accounting for 15.4%). Other legally mobilized capital is expected to be 26,173 billion VND (accounting for 4.5%).
The program is divided into two phases, in which the total capital for implementation in the 2026-2030 period is at least VND 174,673 billion and VND 405,460 billion for the 2031-2035 period.
The goal by 2035 is to invest in building 100% of preschool and general education facilities that meet standards in terms of facilities; 100% of preschool and general education facilities have enough teaching equipment to implement the introduction of English as a second language in schools; Review planning and complete the network of state-owned educational facilities; Review planning and complete the network of higher education facilities, continue to invest towards completing 100% of public educational facilities in the planning that meet standards; Continue to train to improve the quality, capacity and initiative of the team of teachers, educational managers and learners...
Consider the feasibility of the target of making English the second language in schools
Presenting the Review Report on the Investment Policy of the National Target Program on Modernization and Improvement of Education and Training Quality for the 2026-2035 Period, Chairman of the National Assembly's Committee on Culture and Social Affairs Nguyen Dac Vinh said that the Committee basically agreed with the Government's proposal on the name, beneficiaries, total central budget investment, goals and component projects of the Program.
However, The Committee on Culture and Society believes that the drafting agency needs to carefully study and calculate the conditions to ensure feasibility in order to consider the targets of 30% (by 2030) and 100% (by 2035) of preschool and general education establishments implementing English as the second language in schools (including facilities and sources of teachers to teach subjects in English).

In addition, the Committee for Culture and Society also proposed that the target for facilities at preschool and general education levels should be determined according to the criteria of having enough solid classrooms that meet the standards set by the Ministry; and being fully equipped with minimum teaching equipment.
Regarding the target of learners and teachers, according to the Committee, there should be a target on the number of people sent to study at prestigious, quality universities abroad using the state budget.
5 component projects under the National Target Program on modernization and improvement of education and training quality for the period 2026 - 2035
Project 1: Ensuring facilities and equipment meet the requirements for implementing preschool and general education programs;
Project 2: Modernizing vocational education to increase the scale and improve the quality of skilled human resources;
Project 3: Strengthening facilities for higher education institutions; Investing in upgrading and modernizing key higher education institutions to be on par with the region and the world, with the capacity to train high-quality human resources, making breakthroughs in science and technology development, innovation, and digital transformation;
Project 4: Developing a team of teachers, educational institution managers, educational managers and learners in the context of digital transformation, international integration and comprehensive innovation in education and training;
