According to a report from the representative of Vinpearl Joint Stock Company (the project investor), the company and the People's Committee of Hai Van Ward have actively coordinated in the implementation of the project; harvesting trees using state budget funds in the area of 11.11 hectares of forest land converted for other uses, in accordance with the City People's Committee's document on the plan for harvesting and utilizing ordinary timber from planted forests, where the state is the representative owner. The harvesting yield to date has reached approximately 65%.
Regarding the recovery of state assets, specifically planted trees from the state budget outside the forestry planning area, the Department of Agriculture and Environment has submitted a report to the City People's Committee, agreeing in principle to allow the Hai Van Ward People's Committee to organize the exploitation and recovery of state assets from 19.3 hectares of planted forest within the project boundary (outside the 29.73 hectares for which the Da Nang City People's Committee has converted forest land to other uses).
During the meeting, the investor's representative requested that the City People's Committee promptly agree on the policy allowing the Hai Van Ward People's Committee to quickly utilize the planted area from the state budget, located outside the area designated for forest land conversion, in order to facilitate the handover of a clean site to the investor to further accelerate construction progress.
At the same time, there was a consensus on updating the route to facilitate traffic connectivity and serve forest fire prevention and control, as well as rescue operations.
Speaking at the meeting, Vice Chairman of the City People's Committee Tran Nam Hung agreed in principle to assign the Hai Van Ward People's Committee to promptly implement the exploitation of the planted area funded by the state budget, which is outside the area of forest land converted for other purposes, covering approximately 19.3 hectares.
We request that the People's Committee of the ward coordinate with relevant units to implement the exploitation in accordance with regulations and promptly organize an auction of planted trees using state budget funds to facilitate the handover of a clean site to the investor to further accelerate construction progress. The investor must fulfill its commitment to pay the fees and plant replacement forests within the project area.
The Vice Chairman of the City People's Committee also agreed on the principle of updating the road routes to projects affecting forest land in order to resolve obstacles and align with the overall city planning to facilitate traffic connectivity, serve urgent forest fire prevention and control, and rescue operations in the areas, and conform to the 1/2000 scale ecological zoning plan for the western area.
The Lang Van tourism and resort complex project was granted investment policy approval by the Da Nang City People's Committee under Decision No. 5805/QD-UBND dated August 27, 2016; and the Prime Minister approved the adjustment of the investment policy in Decision 1432/QD-TTg dated November 20, 2024, with a total investment capital of VND 43,922 billion.
The project covers an area of approximately 512.2 hectares, including 506.9 hectares of land and 5.3 hectares of sea surface; with a population of approximately 19,000 people. It comprises villas, townhouses, social housing (land for social housing accounts for approximately 20% of the total residential land area of the project), commercial and service facilities, technical infrastructure, social infrastructure, and other structures. The project is expected to be completed in December 2027.
