Support business households to convert into enterprises

Participating in contributing opinions at the Dialogue with businesses and business associations to effectively implement Resolution 68-NQ/TW of the Politburo on private economic development on May 31, Dr. Can Van Luc made 7 proposals and recommendations on solutions for private economic development.

Firstly, Resolution No. 138 of the Prime Minister, Resolution No. 198 of the National Assembly and most recently Resolution No. 139 of the Prime Minister are all key orientations that need to be implemented synchronously.

Second, it is necessary to soon issue a Decree on the mechanism to support business households in converting into enterprises, moving towards applying appropriate tax payment policies for this sector, commensurate with their role and actual contributions. Because the business household sector currently accounts for about 23.5% of Vietnam's GDP.

Third, it is necessary to accelerate the amendment of a number of important laws, including the Law on Support for Small and Medium Enterprises, the Enterprise Law and the Bankruptcy Law, to create a more favorable legal corridor for the development of Vietnamese enterprises. At the same time, it is necessary to enhance the role of business associations, and move towards legalizing the activities of business associations - something that is highly anticipated by the business community.

According to Dr. Can Van Luc, currently, some localities are restructuring administrative units at the district level, leading to many associations at the district level facing difficulties in their operations, especially in Ho Chi Minh City and Hanoi . We hope that the Prime Minister will soon direct localities to find appropriate solutions to this problem.

Fourth, we need to effectively implement measures to support businesses and business households, especially in the fields of land, science and technology, capital, human resources, as well as green and sustainable transformation.

Dr. Can Van Luc proposed two key groups of solutions. In particular, it is necessary to develop the financial market in a more balanced way, especially the corporate bond market and the stock market. We hope that the Government will continue to promote the upgrading of the Vietnamese stock market this year, in accordance with the roadmap set by the Prime Minister. At the same time, it is necessary to soon establish an international financial center in Ho Chi Minh City and Da Nang, with appropriate methods and models, to create new growth momentum for the economy.

Propose that the Prime Minister allow the establishment of a Credit Guarantee Fund at the central level and restart 28 Credit Guarantee Funds for small and medium enterprises in localities.

In addition, it is necessary to soon establish a Green Transformation Support Fund, including a mechanism to support 2% interest rates for green transformation enterprises. At the same time, it is necessary to promote venture capital funds more strongly, because this is the main capital channel for science and technology development and digital transformation, and cannot rely solely on traditional bank credit sources in these areas.

It is necessary to place orders for large private enterprises to implement a number of key national programs and projects. Support should be based on the actual level of contribution of enterprises, not just on their scale. This is the way to develop a strong national enterprise force that plays a leading role in the economy.

In addition, it is necessary to support businesses to enhance connectivity in a practical way. At the recent ASEAN Forum, one of the four pillars of cooperation was "connectivity" - so how to connect? I suggest that we must strongly innovate the current method of trade and investment promotion, moving towards a promotion model that is focused, proactive, substantial and effective.

At the same time, it is necessary to increase support for Vietnamese enterprises to invest abroad, both to expand development space and to contribute to raising the country's economic position in the international arena.

Regarding the issue of public debt, Mr. Luc said that we have had very correct policies and a very good approach. However, the problem here is that the implementation needs to be improved more strongly to ensure effectiveness in practice.

In addition, it is necessary to complete the system of indicators, statistics and data for the economy in general and the private economic sector in particular. Currently, data and indicators are still inconsistent, even contradictory, between agencies. This causes great difficulties in management, especially in the context of transition to a digital economy, when accurate and synchronous data is a prerequisite.

Dr. Can Van Luc emphasized that the important solution proposed by Resolution 68-NQ/TW is to build a team of entrepreneurs who are capable, cultured, law-abiding and behave according to business ethics. This is not only a requirement of the times, but also a strategic requirement that our Party and State are placing on the business community in the process of sustainable development and international integration.

Institutionalizing the private sector, promoting the development of market economy

At the seminar, Dr. Tran Dinh Thien said that currently, Vietnam's private enterprise sector is facing difficulties, not only in terms of institutions, but also many unprecedented difficulties.

Dr. Tran Dinh Thien said that increasing the number of National Assembly deputies who are Vietnamese private enterprises will help them participate more in the law-making process. This is also related to the proposal that more scientists need to actively participate in designing laws, institutions, and strategies for the economy, especially the high-tech economy and the digital economy. No one understands the requirements of the high-tech economy and the modern market economy better than private enterprises and scientists.

Second, we see that Resolution 68-NQ/TW has demonstrated unprecedented innovation in the process of institutional reform in Vietnam and this is truly a success. With this institution, if we do well in the process of action, nothing is impossible to achieve.

Dr. Tran Dinh Thien suggested that the program to implement Resolution No. 68 should be vigorously implemented to achieve the growth target of 8% this year. We see that, in the current context of many potential risks, untying businesses and projects to achieve 8% growth and maintaining a high growth rate in the following years will create conditions for us to achieve the set target.

Third, Resolution 68 has brought about very specific, direct and breakthrough changes. But the most important thing to ensure the general environment for private enterprises to develop is a free, equal business environment with the participation of many professional entities.

In particular, the intellectual market is extremely important to the private economic sector and determines whether private enterprises can make a breakthrough or not.

According to Dr. Tran Dinh Thien, we must focus on handling issues of the land market, financial market, and real estate market so that Vietnamese private enterprises can access these resources conveniently and effectively.

Finally, he suggested that all levels and sectors pay special attention to the business sector related to innovation and high technology, because this is the decisive competitive front of the country with the world. If we delay in creating an institutional environment for the innovation sector, we will miss the opportunity. Especially in the current era, if there is no truly good legal system on intellectual property, it will become cumbersome and ineffective in the future, while in the future, the most important resource for economic development is intelligence and creativity.

In addition, it is recommended that the Government and the National Assembly have a program to build an institutional system for the future economy in a timely manner, not just stopping at a sandbox mechanism but having a good institutional system. Otherwise, we will repeat the situation of overlapping, contradictory and outdated institutional systems, making it difficult for us to compete with the world in the future.
