The policy on wages and special allowances for employees in core defense industrial establishments and core security industrial establishments is stipulated in Article 11 of Decree No. 103/2025/ND-CP.
This Decree takes effect from July 1, 2025. Specifically as follows:
1. Employees in core defense industrial establishments and core security industrial establishments are subject to the same salary policies as employees in enterprises directly serving defense and security according to the provisions of the law on enterprises.
2. Policy on special allowances:
a) Employees who are officers, professional soldiers, defense workers, defense officials at core defense industrial establishments; people doing cryptographic work working at core defense industrial establishments producing products and equipment serving cryptographic activities; salaried officers, non-commissioned officers, and police workers working at core security industrial establishments are entitled to special allowances according to the provisions in the Appendix issued with this Decree;

b) Employees who are contract workers signed labor contracts by core defense industrial establishments and core security industrial establishments in accordance with the provisions of law and are arranged in defense and security production lines are entitled to special allowances. Core defense industrial establishments and core security industrial establishments establish special allowances for contract workers at this point to ensure correlation with the beneficiaries at point a of this clause and include them in the salary scale, salary table, and salary allowances of the enterprise;
c) The cost of paying special allowances to employees as prescribed in this clause is included in the product cost but is not used to calculate social insurance and health insurance contributions.

II. How to calculate benefits
Special allowances are calculated by multiplying the percentage (%) specified in Section III of this Appendix by the current salary of military rank, grade, and level plus position allowance and seniority allowance beyond the framework (if any).
