National institutions are needed for digital transformation.

It cannot be called true digital transformation (DX) when it is still misunderstood as "digitizing" data and operations while keeping the same processes, procedures and regulations.

The digital transformation process has been launched in Vietnam since 2018, but perhaps it has never been talked about as much as it is now. Digital transformation is one of the foundations that helps streamline the apparatus and reorganize administrative management units at all levels nationwide to be easier, more convenient and smoother. Specifically, without digital transformation solutions with the support of artificial intelligence (AI) and big data, state agencies cannot quickly and accurately process the volume of data after consolidation and adjustment. Chairing the conference to review the work of the first 6 months of 2025 of the Central Steering Committee on science - technology development, innovation and digital transformation, and deploy tasks for the last months of 2025, General Secretary To Lam emphasized: "Digital transformation is the vital bridge between the province and the commune in the new operating model. Digital transformation must become a data brain to synthesize, analyze, and warn of the situation early, not allowing information gaps to occur."

In reality, in operating digital transformation, there are still many shortcomings. Behind the computers, digital devices and applications are still manual operations, old ways of thinking and doing things.

Obviously, in the digital environment of digital transformation, there needs to be a new institution suitable for the new period. The institution here must be at the national level, not just built by ministries, branches and localities, which will then encounter problems and inconsistencies when connecting data.

Many people have reported that when accessing the internet to perform administrative procedures on the electronic public service portal, they still have to follow the same processes and procedures as when there was a "paper version". While in reality, the necessary data information is already available in national databases, which should only require logging in with a personal identification code to have everything available according to each procedural requirement.

According to international digital transformation experts, digital transformation is not only about technology or tools but also includes processes, methods, and organization. Digital transformation not only creates a new management ecosystem but also requires a way to manage and operate it in a comprehensive, unified, and smooth manner.

Mr. Wim Vanhaverbeke - Professor of Digital Innovation and Entrepreneurship, Faculty of Business Economics - University of Antwerp (Belgium), - in a recent international conference in Hanoi, noted: "The technology is ready but the key lies in governance and social organization - that is from people. Digital transformation is not a technical issue but a management issue".
