
According to information from the Standing Office of the Command for Natural Disaster Prevention (Civil Defense Command of the province), due to the influence of cold air combined with high-altitude easterly winds, the province has had heavy to very heavy rain over the past two days. The amount of rain measured at automatic rain gauges is generally from 300 - 500mm, with some places being nearly 600mm.
According to forecasts, from now until November 2, Ha Tinh will continue to have very heavy rain. Heavy rains will cause the rivers in the Ha Tinh area to possibly flood.
Rainfall measured at automatic rain gauge stations from 7:00 p.m. on October 29 to 5:00 p.m. on October 31 was generally from 300mm to 700mm (Kim Son 763mm, Thuong Song Tri 732mm, Thuong Tuy Lake 592mm, Ky Thuong 522mm, Mac Khe Lake 530mm, Ke Go 403mm, Ky Dong 392mm, Khe Xai 303mm, Khe Hao 268 mm...).

Water level at 5:00 p.m. on October 31 of some large reservoirs in the province such as: Ke Go reservoir 31.93/32.5m, capacity 323.2/345 million m 3 , reaching 93.7%; Song Rac reservoir 23.76/23.2m, capacity 124.5/124.5 million m 3 , reaching 100%; Ngan Truoi reservoir 44.86/52m, capacity 503.5/775.7 million m 3 , reaching 64.9%. Medium and small reservoirs have capacity from 90 - 100% of design capacity.
The reservoirs have been operating with overflow discharge, of which, Ke Go 500 m 3 /sec; Song Rac 452 m 3 /sec; Kim Son 50 m 3 /sec, Thuong Song Tri 100 m 3 /sec; Tau Voi 10 m 3 /sec, Khe Xai 25 m 3 /sec; Boc Nguyen 10 m 3 /sec; Da Han 48 m 3 /sec.
Ho Ho Hydropower Plant at 5:00 p.m. on October 31 had an upstream water level of 66.45m/70m, regulating through the spillway 1,206 m 3 /s.

To proactively respond to heavy rains, the Provincial People's Committee has issued a telegram on focusing on responding to the developments of rain and floods in the province. The Provincial Party Secretary, the Chairman of the Provincial People's Committee, the Vice Chairmen of the Provincial People's Committee and heads of departments and branches have inspected and directly directed localities affected by heavy rains and regulated the overflow of Ke Go reservoir.
On the morning of November 31, Deputy Prime Minister Mai Van Chinh and the Central working delegation inspected the flood situation in Vung Ang ward and presented gifts to some flooded households, then worked with the Provincial People's Committee to direct flood response work.
Due to the prolonged heavy rain, the southern localities of Ha Tinh have evacuated people from flooded areas to safety. In particular, Vung Ang ward has 184 households/484 people; Ky Thuong commune has 135 households/166 people; Ky Lac commune has 169 households/220 people; Cam Lac commune has 98 households/98 people; Ky Van commune has 317 households/991 people.
To ensure student safety, the education sector has directed 50/676 educational institutions with 36,768 students to stay home from school.


Due to the impact of heavy rain, flooding occurred in some communes and wards in the southern part of the province. Some communes and wards had flooded houses: Ky Anh commune 25 households; Ky Khang commune 130 households; Vung Ang ward 500 households; Song Tri ward 323 households; Hoanh Son ward 34 households; Ky Thuong commune 24 households; Ky Lac commune 169 households; Cam Lac commune 203 households; Ky Van commune 297 households.
Heavy rain also caused some inter-village and inter-commune roads in the localities of Cam Trung, Ky Anh, Ky Khang, Song Tri, Hai Ninh, Vung Ang, Cam Due, Hoanh Son, Ky Van, Ky Thuong, Cam Lac, Ky Hoa, Cam Binh, Ha Huy Tap... to be partially flooded.
Many provincial and national roads such as DT.551, DT.547, DT.554 National Highway 8, National Highway 12C, National Highway 15, National Highway 1 were flooded and heavily eroded. Immediately after that, the authorities mobilized machinery and human resources to clear the road and clear the traffic.
