From noon to the afternoon of November 1, in Ha Huy Tap ward, the rain was still very heavy, combined with the water from upstream pouring in quickly, causing the water level to rise, isolating many areas. According to records, by 4:00 p.m. on November 1, 100% of the residential group roads were flooded from 30 - 50 cm, in some places nearly 1 meter. Currently, there are about 200 households in the residential areas of Son Trinh, Trinh Thuong, Phai Nam, Tien Thuong, and Lien Vinh that are completely cut off and isolated. Many families have had their houses flooded. Many residential streets were flooded like rivers.

Mr. Tran Viet Phuong - Tan Tien residential group (Ha Huy Tap ward) said: "This morning, the water was a few dozen meters from the alley, but by the afternoon it was almost into the yard. If the rain is still as heavy as now in the evening, the water will definitely enter the house. My family and I put valuables and all the rice up high to protect our property. I also rowed a boat to help some houses in the residential group move their property and evacuate to overcome the flood days together." According to local people, the water level rose very quickly, especially from noon to late afternoon on November 1 and is continuing to rise, threatening to cut off many areas. The reason is partly because of the heavy rainfall occurring in the area, on the other hand, Ha Huy Tap ward is the downstream area of Ke Go lake, receiving a large amount of water from flood discharge and heavy rain upstream. Meanwhile, the area does not have a dike system, causing water to flow into residential areas very quickly, causing flooding.
