(Baohatinh.vn) - Determining that digital transformation is not only a trend but also a requirement for sustainable local development, Ha Tinh is taking systematic and steady steps, considering digital transformation as a breakthrough in the new development stage. Reporters of Ha Tinh Newspaper, Radio and Television had an interview with Mr. Le Thanh Dong - Provincial Party Committee member, Director of the Department of Science and Technology about key orientations, bringing digital transformation truly into life.

PV : Sir, identifying digital transformation as a key task , especially after implementing the National Digital Transformation Program and Resolution 57 -NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation , what results has Ha Tinh achieved?

Mr. Le Thanh Dong: In recent times, under the strong direction of the Central Government, the Provincial Party Committee, the Provincial People's Committee and the Steering Committee for Science , Technology Development, Innovation and Digital Transformation of Ha Tinh province, together with the synchronous participation of departments, branches, localities and the efforts and determination of generations of officials in the science, technology, information and communication sectors, digital transformation in Ha Tinh has achieved many positive results. In particular, after implementing the National Digital Transformation Program and Resolution 57-NQ/TW of the Politburo, mechanisms and policies to support the construction of a digital government towards people and businesses have been issued and gradually brought into effect.

Prime Minister Pham Minh Chinh delivered a speech at the meeting of the Government's Steering Committee on science and technology development, innovation, digital transformation and Project 06.

The province has paid attention to issuing many policies to encourage people and businesses to participate in digital transformation such as: 50% reduction of fees and charges when performing administrative procedures online; free digital signatures, digital skills training and support for bringing local products to e-commerce platforms; at the same time, implementing policies to support digital transformation for small and medium enterprises, forming a team of IT specialists and community digital transformation teams at the grassroots level.

Provincial Party Secretary Nguyen Duy Lam chaired the third quarter review conference of the Steering Committee on science and technology development, innovation and digital transformation in Ha Tinh.

Along with that, the province's digital government architecture framework has been shaped and gradually completed. The specialized data transmission network of Party and State agencies has been operated relatively smoothly; the data integration and sharing platform (LGSP) has been developed; the administrative procedure information system has been deployed from the central to the grassroots level; the provincial data integration center serves to connect essential services with the national population database; the intelligent monitoring and operation center (IOC) has been piloted; the provincial electronic information portal is operating relatively effectively; a number of databases have performed quite well in directing and serving people and businesses, etc.

Ha Tinh ranked the provincial digital transformation level (DTI 2024) at 0.7629 points (ranked 7th out of 34 provinces and cities nationwide).

Up to now, 5 key information systems have been connected from the central to the commune level; 16 national integrated data services have been put into use; nearly 80% of people have level 2 electronic identification accounts. Notably, with the efforts to overcome difficulties of the entire system, in 2024, Ha Tinh's DTI digital transformation level assessment index was ranked 11th out of 63 provinces and cities by the Ministry of Science and Technology (equivalent to 7th out of 34 provinces and cities nationwide after arrangement).

Thanks to the drastic direction and synchronous implementation, Ha Tinh's digital government is gradually being perfected and operated relatively smoothly, contributing to improving the efficiency of state management and serving people and businesses better and better, especially in the context of operating a two-level government.

PV: Digital transformation is a comprehensive and long-term process, requiring large resources and synchronization in implementation. In your opinion, what are the biggest difficulties and challenges that Ha Tinh is facing in the process of realizing these resolutions?

Mr. Le Thanh Dong: Digital transformation is a long-term process and requires large resources, coordination, and synchronous participation of the entire political system and social community. In Ha Tinh, the first difficulty is the low starting point, the information technology infrastructure is not yet synchronized, especially at the commune level after the merger. Many communes in remote areas do not have enough equipment and stable transmission lines, while the commune-level government is the place that directly interacts with and serves the people.

Digital infrastructure in localities faces many difficulties.

Second, the province's shared database is incomplete; it still runs on many different software systems and is not highly integrated; this affects the ability to connect, share and exploit data throughout the system.

Another bottleneck is the digital capacity of the staff and the people. Although the rate of people with electronic identification accounts is high, the level of understanding and skills in using technology is still limited; on the other hand, there is still a mentality of "fear of digital applications" and "asking for help", especially at public administrative service centers.

In addition, some basic components in the province's digital government architecture framework are still incomplete. Ensuring network information security is also a big challenge, and the deployment of investment in equipment to ensure the level has not met the requirements. Therefore, in order for the resolution to truly come into life, it is necessary to first clearly and specifically identify the difficulties and challenges and from there make efforts and determination to focus on overcoming them.

Reporter: Resolution 57-NQ/TW of the Central Committee and the Resolution of the 20th Ha Tinh Provincial Party Congress both identify digital transformation as one of the strategic breakthroughs for rapid and sustainable development. To realize these goals, what fundamental and breakthrough solutions will the Department of Science and Technology prioritize in advising and implementing in the coming time , sir?

Mr. Le Thanh Dong: Resolution No. 57-NQ/TW identifies digital transformation as a top important breakthrough, the main driving force for socio-economic development, bringing the country to breakthrough development and prosperity in the new era. For Ha Tinh, the Resolution of the 20th Provincial Party Congress also clearly identified one of the three breakthroughs for the 2025-2030 term: Promoting digital transformation on three pillars of building digital government, developing digital economy, promoting digital society and public administration, ensuring effective service to people and businesses; along with that, proposing groups of tasks and synchronous and specific solutions.

Ha Tinh launched a response to National Digital Transformation Day 2025.

To gradually realize those contents, with the role of consulting and implementing, first of all, the Department of Science and Technology will focus on analyzing and carefully evaluating favorable factors, potentials, space and also difficulties and challenges to carry out steps and methods that are certain, methodical, synchronous and truly effective.

We determined that in order to do well in digital transformation, one of the important factors is to propagate to raise awareness, gradually change perceptions and habits in approaching and applying transformation for officials, people and businesses; from there, we will closely coordinate with sectors and localities to organize many forms of "popular digital education", provide enthusiastic, hands-on, on-site guidance so that people know how to use online public services, exploit digital utilities in production, business and life.

Third, the Department will continue to research to advise on adjustments, supplements and breakthroughs, flexibility in policies on treatment, attraction and use of quality human resources in the field of transformation in the area. At the same time, it will base on the practical situation to train human resources to meet the requirements; especially focusing on solutions to be able to train on the basis of available cadres of localities and units; from the perspective of focusing on guidance, focusing on training programs associated with practice and application for commune-level cadres. Taking advantage of available human resources and on-site training will help ensure timeliness, sustainability and feasibility.

Fourth, focus on completing the province's digital government architecture framework in a synchronous and modern direction, developing key components such as: shared data warehouse, open data portal; cyber security monitoring center (SOC); gradually promoting the actual effectiveness of the intelligent operation center (IOC); upgrading the two-way online conference system... to ensure synchronization and connectivity from the Central, provincial to commune levels. We identify that building a digital database is one of the decisive factors in implementing digital transformation. In addition, we will focus on advising the province to review and increase investment in information technology infrastructure for commune levels after the merger. The goal is to build a modern, transparent, and effective administration, with people and businesses as the center of service.

Small traders exploit digital platforms in management, promotion and business.

Regarding digital economic development, the Department will coordinate with sectors and localities to promote the extensive application of technology in production and consumption of local products, promote e-commerce, online payments, develop digital services, and encourage local businesses to exploit digital platforms in administration, promotion and business.

Along with that, ensuring network information security and community digital skills is a continuous requirement; the Department will advise the province and coordinate with relevant units to gradually invest in equipment, ensuring information security for the province's shared systems according to the approved level; at the same time, organize training courses and propaganda on network safety and security, helping people and businesses feel secure when participating in the digital environment.

Ha Tinh actively implements the movement "Digital popular education".

Entering the new term, although there are still many difficulties and challenges, we believe that with the attention of the Central Government, with the strategic vision, the drastic direction of the province, the efforts of the entire political system and the pioneering spirit, setting an example, inspiring, creating motivation of the leadership team at all levels, the support and active participation of the business community and the people, Ha Tinh's digital transformation will have steps of development reaching out and firmly.
