Deputy Prime Minister Mai Van Chinh works with Quang Tri leaders on flood response

Deputy Prime Minister Mai Van Chinh stated that in the long term, Quang Tri province needs to have an assessment to establish a disaster response plan suitable for each locality and region to minimize damage to people.

On the afternoon of October 30, in Dong Ha ward, Central Party Committee member, Deputy Prime Minister Mai Van Chinh had a working session with leaders of Quang Tri province on response to the flood situation in the area.

Attending the meeting were Secretary of Quang Tri Provincial Party Committee Nguyen Van Phuong, Vice Chairmen of the Provincial People's Committee, leaders of departments, branches, and leaders of communes, wards, and special zones connecting to the online meeting.

Speaking at the meeting, Deputy Prime Minister Mai Van Chinh highly appreciated the flood response work of Quang Tri province in recent times. The province has strictly complied with the Prime Minister's telegram, concretized and promptly deployed to the grassroots, and proactively implemented plans according to the "4 on-site" motto, thereby minimizing human and property damage.

Forecasting that the flood situation will become more complicated in the coming time, Deputy Prime Minister Mai Van Chinh requested that localities closely monitor, update the situation, and promptly inform people about the flood situation so that people can be proactive in all situations; provide guidance on response and handling skills for people in landslides and deep flooding situations, especially for vulnerable groups; review risky areas to have warning and barrier plans; proactively evacuate people in vulnerable areas when there is an emergency.

Units and localities must develop plans to protect dykes and dams; grasp the situation of the people to provide timely support, absolutely not letting people go hungry or sick. In particular, access difficult and deeply flooded areas to avoid isolation, not letting anyone lack food or clean water.

The Deputy Prime Minister requested localities to closely follow the situation of floods and rains, and when the floods recede, mobilize forces to support people in cleaning and sanitation, repairing infrastructure damaged by storms and rains, repairing houses, and ensuring the environment to prevent disease outbreaks.

Localities should review, compile statistics and make reports on damages to have timely support plans. In the long term, there should be assessments and summaries to establish disaster response plans suitable for each locality and region to minimize damage to people's lives and property.

Reporting to Deputy Prime Minister Mai Van Chinh at the working session, Permanent Vice Chairman of the People's Committee of Quang Tri province Hoang Nam said that from October 26-30, due to the influence of cold air combined with the East wind zone, there will be heavy to very heavy rain in the area, with common rainfall of 150-250mm, in some places over 300mm.

Water levels of Thach Han, O Lau, Kien Giang, Ben Hai rivers are all at alert level 2-3, many downstream areas of Hai Lang and Le Thuy are deeply flooded, mountainous areas have landslides and local isolation. Rain and flood developments will be complicated in the coming days.

In Quang Tri, prolonged heavy rains caused more than 700 households/2,100 people to be flooded, 137 households were safely evacuated; 18 landslides, more than 40 flooded points on National Highways, Provincial Roads and many inter-commune routes were cut off.

In addition, 5,000 students had to stay home from school, 2 people were missing. More than 100 hectares of crops were flooded, 3,500 meters of canals and 2,000 meters of river banks were damaged and eroded.

According to Permanent Vice Chairman of the People's Committee of Quang Tri province Hoang Nam, to respond to heavy rain, the province has issued an urgent dispatch, mobilizing all forces to prevent and fight natural disasters.

Provincial leaders directly inspected the scene and directed the response according to the motto of "proactive, ready, and timely". The Army, Police, and Border Guard forces participated in the rescue, evacuation of people, and traffic clearance.

In the coming time, Quang Tri province will focus on searching for missing people, supporting affected households, ensuring no one lacks food or clean water; reviewing and ensuring the safety of dams, dykes, and landslides, restoring essential infrastructure; supporting farmers to restore production and prevent epidemics after floods.

Quang Tri province also proposed investing in fundamental solutions to reduce flooding in the key area of ​​Hai Lang-Trieu Phong-Le Thuy (old); at the same time supporting equipment, vehicles, and emergency funding to repair irrigation works, dykes, traffic, and essential infrastructure.

On the same day, October 30, Deputy Prime Minister Mai Van Chinh and leaders of Quang Tri province directly inspected the flood response situation in Dien Sanh commune; visited and gave gifts to encourage people in the flood-hit area of ​​Huu Tan (Ninh Chau commune).

In the localities he inspected, the Deputy Prime Minister shared the difficulties with the people and praised the spirit of solidarity and mutual love of the local authorities and people in responding to and overcoming the consequences of natural disasters./.
