Are traffic police allowed to wear plain clothes when checking speed?

Pursuant to Clause 1, Article 11 of Circular 65/2020/TT-BCA, it is stipulated that: Uniforms; means of transport; means, technical equipment and weapons, support tools of the Traffic Police force:

" 1. Traffic Police Uniform

a) Traffic police when patrolling, controlling, and handling violations must wear police uniforms and People's Public Security numbers according to regulations of the Ministry of Public Security . When controlling at night or during the day in foggy or bad weather conditions that limit visibility, they must wear reflective vests;

b) In case of control through professional technical equipment and vehicles, a group of plainclothes traffic police shall be arranged to operate and use professional technical equipment and vehicles, monitor traffic order and safety, detect violations of road traffic laws and other violations of law. When detecting a violation, it must be immediately notified to the public patrol and control group to conduct control and handling in accordance with the provisions of law;

The Head of the Department of Road Traffic Patrol and Control Guidance under the Traffic Police Department (hereinafter referred to as the Head of the Department of Road Traffic Patrol and Control Guidance), the Head of the Traffic Police Department, the Head of the District, County, Town, City Police of a Province or a City directly under the Central Government (hereinafter referred to as the Head of the District-level Police) or higher shall decide to wear police uniforms or plainclothes when using professional technical equipment and means and must clearly state this in the patrol and control plan.

Thus, traffic police can wear plain clothes when on duty in some cases according to regulations. Specifically, traffic police can wear plain clothes to operate and use vehicles and technical equipment, monitor traffic order and safety, and detect violations.

Accordingly, traffic police can wear plain clothes to carry out speed shooting. This wearing of plain clothes must be clearly stated in the patrol and control plan. In addition, traffic police cannot wear plain clothes when handling violations but must use police uniforms and wear People's Public Security numbers.
