In his opening speech, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Deputy Head of the Election Steering Committee, Chairman of the Provincial Election Committee Le Hai Hoa emphasized: This is an important political event, related to the responsibilities of all levels and sectors, an opportunity for voters to promote their rights as citizens, to choose and elect exemplary representatives, worthy of representing the will, aspirations and rights of mastery in the National Assembly and People's Councils at all levels for the new term. The entire political system must uphold the spirit of responsibility, promote exemplary role, solidarity and determination to successfully organize the election in the province to ensure democracy, compliance with the law, safety, economy and truly be a "Festival of the whole people". Note that Party committees, authorities, the Fatherland Front and organizations in the political system thoroughly grasp the direction of the Central Government, strictly comply with the timelines of the National Election Council; Carry out tasks proactively, urgently, scientifically and resolutely, without being subjective or late. In his concluding remarks at the Conference, Comrade Vu Hong Quang, Deputy Secretary of the Provincial Party Committee, Deputy Head of the Election Steering Committee, proposed:
The Provincial Election Steering Committee and the Provincial Election Committee urgently deploy training on election operations for the People's Committees and Election Committees at the commune and ward levels (according to the plan at the provincial level, to be completed before November 30, 2025; at the commune level, to be completed before December 7, 2025) , and at the same time quickly establish the Information and Propaganda Subcommittees, the Security and Order Subcommittees, the Complaints and Denunciations Settlement Subcommittees and the Expert Team to assist the Election Committee. The subcommittees and election committees at all levels need to issue complete and clear detailed plans; determine progress, timelines and specific responsibilities; clearly assign people, tasks and processes; review and update promptly according to the Central's requirements and the province's direction. Strengthen inspection and supervision, avoid the situation of "reviewing only at the last minute", causing passivity. Inspection teams must work substantively, detect problems for early handling.
The Provincial Party Committee's Organizing Committee, the Department of Home Affairs, the Provincial Vietnam Fatherland Front Committee and relevant units advise on personnel preparation to ensure quality, science and compliance with regulations; must collect opinions from voters at their place of residence in a substantive, non-formal manner; be transparent and increase supervision from the people.
The Provincial Party Committee's Internal Affairs Committee and the Provincial Inspectorate advise on reviewing and thoroughly handling complaints and denunciations, especially mass petitions, to ensure compliance with legal regulations and humaneness to stabilize the area.
The Provincial Police and the Provincial Military Command must ensure absolute security and safety throughout the election process; launch peak campaigns to fight against all types of crimes... Strengthen the protection of information systems and digital data; proactively develop plans to prevent natural disasters and extreme weather.
Departments, branches and localities need to step up propaganda in accordance with the characteristics of mountainous and border areas; strengthen the implementation of mass mobilization work, promote the grassroots loudspeaker system and inter-family groups; actively propagate in ethnic languages, easy to understand, and focused; at the same time, proactively fight against distorted and untrue information.
For communes and wards need Urgently develop plans and assign tasks in accordance with local realities to ensure the election progress according to the Provincial Election Committee's plan; review the material conditions at polling stations; do a good job of mass mobilization, ensuring that all voters clearly understand their rights and obligations as citizens; proactively grasp the situation, promptly resolve petitions right at the grassroots level, not allowing them to backlog and affect personnel work; ensure security and order, fire prevention and fighting, especially at polling stations in remote areas and border areas.
