Can Tho-Ca Mau Expressway behind schedule, Ministry of Construction requests urgent transfer of workload

(Chinhphu.vn) - The Ministry of Construction has just issued a document directing the My Thuan Project Management Board to transfer the workload of the contractor that is slow and cannot be self-repaired in the construction of the Can Tho-Ca Mau expressway.

According to the Ministry of Construction, the Can Tho - Ca Mau expressway project (including two component projects: Can Tho - Hau Giang and Hau Giang - Ca Mau) is scheduled to be completed on December 19, 2025 to connect the final section of the North - South expressway in the East. The project also contributes to completing 3,000km of expressway according to the direction of the Government, the Prime Minister and the goals set out in the Resolution of the 13th National Congress of the Party.

With the strong direction of the Government and the participation of ministries, branches and localities, up to now, difficulties and obstacles in site clearance and material sources have been resolved, the project completion progress depends entirely on the construction organization of the contractors.

Project progress is still very slow.

However, according to the report of the Department of Economics - Construction Investment Management, the project progress is still slow, not meeting the committed plan. If the current construction status continues, without any changes and breakthroughs in the near future, it will not be able to complete as planned.

Faced with that situation, the Ministry of Construction requested the My Thuan Project Management Board to coordinate with the functional agencies of the provinces and cities of Can Tho, An Giang, and Ca Mau to speed up site clearance and hand over the site of the traffic monitoring and control system for the project in October 2025.

The Ministry of Construction requires the investor to base on the remaining volume, the contractor's commitments and the implementation plan as reported by the Department of Specialized Management to rebuild the detailed progress of each item by day and week of each contractor, along with the need for machinery, equipment and human resources, to ensure completion and put the main line of the project into operation on December 19, 2025.

The Director of the Project Management Board must be directly at the site to direct relevant entities to inspect and control daily output; organize meetings to review and evaluate weekly performance results.

For slow-moving jobs, contractors must be required to come up with solutions within the following week (supplementing equipment, human resources, materials, and overtime). For contractors who cannot fix the problem, they must urgently transfer the workload so as not to affect the project's progress.

The project investor was also assigned to direct functional departments to increase personnel to carry out internal work to thoroughly handle existing problems in design additions and developments, material price approval, timely acceptance, payment, and disbursement of completed work volumes, ensuring cash flow for the construction site and disbursement progress, without interrupting construction.

Ready construction materials "rolling" after unloading

On the side of the construction contractor, the Ministry of Construction requested to arrange adequate means of transportation and material storage to gather and bring all aggregate materials, crushed stone, stone for the construction of cement-reinforced aggregate layer (CTB) and asphalt concrete, and embankment to the construction site according to the plan. The goal is to organize the construction of the road surface foundation and base immediately after unloading.

Some units with large remaining volume of crushed stone and asphalt concrete construction such as: VNCN E&C Construction and Engineering Investment Joint Stock Company; Trung Nam Construction and Installation Investment Joint Stock Company, Thi Son Production and Construction Company Limited, Construction Corporation No. 1, Hai Dang Joint Stock Company, Tan Nam Construction Joint Stock Company, Bac Trung Nam Infrastructure Construction Joint Stock Company must mobilize additional construction lines, supplement asphalt concrete sources from commercial suppliers to organize construction immediately.

Truong Son Construction Corporation prepares machinery, equipment, human resources, and materials, and takes over a part of the volume of some contractors with large remaining volume and behind schedule to organize construction. Contractors that meet the plan will share and support human resources and equipment with other contractors to ensure the overall progress of the project.

The Ministry also requested that senior leaders of contractors pay due attention, directly inspect the construction site, assign construction management staff at the construction site and resolutely urge and direct the construction organization, promptly supplement equipment, human resources, and materials (if necessary) to meet daily plans.

The supervision consultant is responsible for adding additional personnel to ensure the supervision work is carried out according to the provisions of the contract; closely monitoring the mobilization of human resources, machinery, equipment, input materials, and the contractor's construction organization according to the committed plan; strictly controlling the quality of the project to ensure compliance with the design documents; and carrying out the acceptance and payment work quickly, in accordance with the correct order and procedures.

Design consultants strictly perform the responsibility of supervising the author, promptly present at the site to handle items adjusted, supplemented, arising during the construction process as required, meeting the project progress.

The North-South Expressway, Can Tho - Ca Mau section, has a total length of more than 110km, with a total investment of more than VND27,500 billion.

Of which, the Can Tho - Hau Giang section is more than 37km long, with a total investment of more than 10,300 billion VND. The Hau Giang - Ca Mau section is more than 73km long, with a total investment of more than 17,150 billion VND.
