Specifically, the Decision allows the Institute of Archaeology to coordinate with the Department of Culture and Sports of Ninh Binh province, the Institute of History and Trent University (Canada) to conduct archaeological exploration and excavation at Ba Ngo Pagoda Area (Xuan Truong Village, Truong Yen Commune), at Thien Ton Pagoda Garden Area (Ninh My Ward), at the Citadel Area (Truong Yen Commune, Hoa Lu City), at Thung Sot and Thung Binh Area (Gia Sinh Commune, Gia Vien District), all in Ninh Binh Province. The exploration and excavation period is from May 3, 2025 to June 30, 2025.

Decision to grant permission for exploration and excavation on a total area of ​​48m2, of which the exploration area is 16m2 and the excavation area is 32m2). Specifically, granting permission for archaeological exploration at 4 pits including: At Thien Ton Pagoda Garden Area (1 pit x 04m2/pit), at Thanh Noi Area (1 pit x 04m2/pit), at Thung Sot Area (1 pit x 04m2/pit), at Thung Binh Area (1 pit x 04m2/pit). Granting permission for archaeological excavation at Ba Ngo Pagoda Area with an area of ​​32m2. The person in charge of exploration and excavation is Ms. Nguyen Thi Hao, Institute of Archaeology.

The Decision also requires that during the period of archaeological exploration and excavation, the licensed agency must pay attention to protecting the stratigraphy of the relic; be responsible for disseminating information to the People about the protection of local cultural heritage, and not announce official conclusions without the agreement of the competent agency and the Department of Cultural Heritage.

For artifacts collected during archaeological exploration and excavation, Ninh Binh Provincial Museum and Ninh Binh Provincial Department of Culture and Sports are responsible for preserving and protecting them to avoid damage or loss and reporting to the Minister of Culture, Sports and Tourism on plans to protect and promote the value of those artifacts.

After completing the archaeological exploration and excavation, the Institute of Archaeology, the Institute of History and the Department of Culture and Sports of Ninh Binh province must have a preliminary report and propose a plan to manage and protect the archaeological excavation area within 1 month at the latest and a scientific report within 1 year at the latest, sent to the Ministry of Culture, Sports and Tourism.

Before announcing the results of archaeological exploration and excavation in Vietnam, Canada and internationally, the licensed agency and organizations and individuals participating in archaeological exploration and excavation must discuss and reach an agreement with the Department of Cultural Heritage.
