On the morning of August 30, Mr. Duong Ngoc Hoang, Chairman of the People's Committee of Phuc Trach Commune ( Ha Tinh Province), said that due to the influence of heavy rain, water from upstream poured down strongly, causing the spillway bridge across Ngan Sau River to enter Rao Tre village to be flooded, with some points being more than 70cm deep and the water continued to rise rapidly, completely cutting off the spillway bridge since 6 a.m. the same day.

The spillway bridge over the Ngan Sau River is solidly built with reinforced concrete, about 6-7m wide, about 120m long. This is the only route connecting the commune center to Rao Tre village and part of Hamlet 1 (bordering Rao Tre village). Therefore, when the spillway is deeply flooded, it causes separation and isolation of Rao Tre village and part of Hamlet 1 from the commune center.

Currently, on this side of the spillway, the local government has directed the military command force, the commune militia, the security and order team, and the village to set up warning signs and barricades prohibiting people and vehicles from passing through the spillway area to ensure safety. At the end of the spillway on the Rao Tre village side, the Border Guard has also deployed forces and set up barricades to guard and ensure safety.

Also according to Mr. Duong Ngoc Hoang, according to the plan on the morning of August 30, the local government will coordinate to organize a groundbreaking ceremony to build houses for the Chut ethnic people in Rao Tre village. However, due to heavy rain, the river water rose quickly, the spillway was deeply flooded, completely cut off, so it was impossible to enter the village to carry out the work.

Rao Tre village currently has 46 households of the Chut ethnic group with 161 people. Part of the area of village 1 (bordering Rao Tre village) has about 20 households with about 80 people.

On the morning of August 30, due to heavy rain, the water of Ngan Sau River poured down strongly, causing a traffic route and a spillway in Phuc Trach commune and some neighboring communes to be flooded and partially isolated. In particular, National Highway 15, passing through village 9 of Phuc Trach commune, had a section flooded with water 50cm deep.

Currently, local authorities and functional agencies have mobilized forces to set up barriers and warning signs prohibiting people and vehicles from passing through deep flooded areas to ensure safety.
