At 8:30 a.m., the main cable on the right side of the Pa Xa Lao suspension bridge in Pa Xa Lao village, Thanh Yen commune suddenly broke, causing the bridge to collapse. At that time, a pickup truck carrying three people and a motorbike driver fell into the river. Among the people in the pickup truck was an officer from the Thanh Yen commune Economic Department who was inspecting the landslide.
Local people and storm response forces promptly responded, brought the victims to shore and provided medical care. Mr. Nguyen Ngoc Tuan, Chairman of Thanh Yen Commune People's Committee, said that four people were transferred by ambulance to Dien Bien Provincial General Hospital. Three residents are in stable health, while the commune official was seriously injured and is being monitored. The pickup truck is still in the river, and authorities are looking for a way to salvage it.
At the scene, the suspension bridge was tilted to one side, the bridge surface perpendicular to the water surface. The commune police and militia set up barricades and posted warning signs prohibiting people and vehicles from passing through to ensure safety. People were instructed to temporarily move across the iron bridge about 800 meters away.
Pa Xa Lao suspension bridge was built in 2004, 84 m long, 2 m wide, load capacity 2 tons. The bridge has a steel surface structure, two main cables attached to concrete abutments and anchors, spanning the Nam Nua River, connecting Pa Xa Lao village with Pung Pon Pa Thom and Huoi Moi villages in Thanh Yen commune.
According to the National Center for Hydro-Meteorological Forecasting, at 11am, the storm's center was located on the mainland of Hung Yen - Ninh Binh, with winds of level 8, moving towards Thanh Hoa and will weaken into a low pressure area in Upper Laos.
From this morning to July 23, the provinces of the Northern Delta, Thanh Hoa, and Nghe An are forecast to have widespread rain of 200-300 mm, locally over 500 mm. Other areas in the North and Ha Tinh will have rain of 70-150 mm, locally over 250 mm. The Meteorological Center warns of the risk of heavy rain with an intensity of over 150 mm in 3 hours, posing the risk of flooding, flash floods, and landslides in many areas.
