
The Standing Committee of Hai Duong Provincial Party Committee has basically agreed with the report of the Standing Committee of the Provincial Party Committee on the results of the management of riverside wharves and inland canals in the province.
To continue to effectively manage the activities of riverside wharves and inland canals in the province, the Provincial Party Committee Standing Committee requests the Standing Committee of the Provincial People's Committee to continue to strictly implement Resolution No. 36-NQ/TU, dated December 29, 2023 of the Provincial Party Committee Standing Committee on strengthening leadership and direction in the management of riverside wharves and inland canals in the province.
For ports that do not have sufficient legal procedures but are in accordance with the current planning, focus on providing guidance and removing difficulties, obstacles, and problems in completing investment procedures, other legal procedures, and granting operating licenses in accordance with the law. After December 31, 2025, if the legal documents and procedures are not completed, the operation will be required to stop.
For yards with legal procedures but not in accordance with the planning at the time of inspection, the report requests direction for review and comparison for further consideration and handling, specifically:
In case it has been added to the planning, it can continue to operate production and business according to the provisions of law.
In case it is in accordance with the previous planning phase but not in accordance with the current planning, it is required to stop operations when the project's operating period expires or until the State reclaims the land to implement the new planning, whichever comes first.
In case of non-compliance with planning at any time, request to terminate operations and organize clearance in accordance with legal regulations.
The Standing Committee of the Provincial Party Committee assigned the Standing Committees of the District Party Committees, City Party Committees, and Town Party Committees to step up inspection and supervision of wharf activities in the area; organize the clearance of existing illegal constructions and wharfs that are not in accordance with the planning; and resolutely prevent new violations from arising. At the same time, it is necessary to review and handle the responsibilities of the heads of localities and units that do not seriously implement Resolution No. 36-NQ/TU, dated December 29, 2023 of the Standing Committee of the Provincial Party Committee.
Previously, on May 8, the Standing Committee of the Provincial Party Committee reported to the Standing Committee of the Provincial Party Committee on the results of the management of riverside wharves and inland canals in the province.
According to the report, there are 448 wharves in the province, including 391 wharves along the outer river and 57 wharves along the inner canal. There are 134 wharves that are not in accordance with the planning, 314 wharves that are in accordance with the planning.
Among the yards that do not comply with planning, the authorities have terminated operations and cleared 117 yards; 17 yards that do not comply with planning but have had local legal procedures proposed to consider completing procedures to continue operating.
Of the wharves that comply with the planning, 95 have completed legal procedures, while the rest have not. Authorities have cleared about 600 structures, sheds, and fences at 187 wharves with a total area of about 32,361 m2 .
