Improving the quality of ethnic minority cadres has always been a priority for Party committees and authorities at all levels in the province. This has significantly contributed to enhancing the effectiveness of state management, building a strong political system, developing socio-economic conditions, and strengthening national unity.

In recent times, closely following the central government's direction on building a team of cadres in general, and ethnic minority cadres, civil servants, and public employees in particular, the Provincial People's Committee has submitted to the Provincial People's Council for promulgation a number of policies to attract and utilize talent, including those applicable to ethnic minority cadres, civil servants, and public employees. In addition, the province has focused on allocating a percentage of new recruitment quotas to recruit high-quality human resources, including ethnic minorities, to work in administrative agencies in localities, especially in areas with a large ethnic minority population.
When participating in the civil servant recruitment process, ethnic minority candidates are given certain preferential treatment. From 2010 to 2020, ethnic minority candidates received an additional 20 points added to their total exam score or were recruited according to Government Decree No. 24/2010/ND-CP (dated March 15, 2010) "Regulations on recruitment, use and management of civil servants"; from 2021 to the present, the policy of exempting the foreign language test (round 1) for ethnic minority candidates applying for civil servant positions in ethnic minority areas has been applied, and they receive an additional 5 points added to their exam score in round 2 of the recruitment examination according to Government Decree No. 138/2020/ND-CP "Regulations on recruitment, use and management of civil servants".
From 2020 to the present, the province has recruited 6 ethnic minority civil servants, accounting for 5.94% of all recruited civil servants; and 127 ethnic minority public employees, accounting for 12.13% of all recruited public employees, to work in state administrative agencies from the provincial to the grassroots level. This has increased the total number of ethnic minority civil servants and public employees working in state administrative agencies to 3,618, representing 11.12% of all civil servants and public employees in the province.

To contribute to improving the quality of ethnic minority cadres, civil servants, and public employees, every year agencies, units, and localities in the province pay attention to creating conditions for this group to participate in training and refresher courses to consolidate and improve their capacity, professional qualifications, political theory, and work skills. Accordingly, in the period 2020-2023, the entire province had 10,242 ethnic minority cadres, civil servants, and public employees sent to participate in training and refresher courses.
Ms. Bui Thi Binh, Director of the Department of Internal Affairs, stated: The team of ethnic minority officials and civil servants in the province basically meets the standards in terms of professional qualifications, political theory, state management, information technology, and foreign languages according to the requirements of their job positions, ranks, and professional titles. The majority possess the necessary qualifications, capabilities, qualities, and prestige to perform their assigned tasks well, dare to think, dare to act, dare to take responsibility, proactively update their knowledge, and improve their professional skills and public service abilities. The quality of the team is gradually being consolidated and improved, increasingly affirming its role and position in leadership, direction, management, and implementation of tasks and public service in agencies and units.
Along with recruitment and training, ethnic minority officials and civil servants are given attention in planning and appointment to leadership and management positions in agencies and units. Based on actual needs and planning resources, agencies, units, and localities have appointed and reappointed ethnic minority officials and civil servants to leadership and management positions, ensuring that they meet the conditions, standards, procedures, and regulations. Currently, the province has 100 ethnic minority officials and civil servants holding leadership and management positions in agencies, units, and localities. This group consistently demonstrates their capabilities and experience, acting as pioneers and role models, and successfully completing their assigned tasks.
Party committees and organizations throughout the province are focusing on reviewing the cadre of officials, as a basis for serving the party congresses at all levels for the 2025-2030 term. The goal is to ensure that in the next term, the number of ethnic minority cadres in the party committees is appropriate to the characteristics, ethnic structure, and specific conditions of each locality and unit.
