In Conclusion 555, dated April 21, 2025 of the Standing Committee of the Hai Phong City Party Committee and the Standing Committee of the Hai Duong Provincial Party Committee on the construction of the Project to merge Hai Duong province and Hai Phong city; the preparation work for the Congress of the Hai Phong City Party Committee after the merger, term 2025 - 2030, the two sides basically agreed on the orientation of arranging working headquarters, means of transport, housing for cadres, civil servants, public employees and workers of Hai Duong province according to the proposal of the Standing Committee of the Hai Phong City Party Committee.

At the same time, it is agreed to continue to survey the needs and research and supplement the plan to arrange a reasonable proportion of cadres, civil servants and public employees to work simultaneously at the current administrative headquarters of Hai Duong province and at the Administrative - Political Center of Hai Phong city in the initial stage of merger.

The Office of the Hai Phong City Party Committee and the Office of the Hai Duong Provincial Party Committee are assigned to preside over and coordinate with relevant agencies and units of the two localities to synthesize and make statistics on assets, means and working equipment of advisory and support agencies, press and media agencies, political schools, party committees under the Hai Phong City Party Committee and Hai Duong Provincial Party Committee and propose plans to arrange and allocate working headquarters and equipment of agencies and units under the management of the Hai Phong City Party Committee and Hai Duong Provincial Party Committee.

The Department of Finance of Hai Phong City and the Department of Finance of Hai Duong Province are assigned to preside over and coordinate with relevant agencies and units of the two localities to synthesize and compile statistics on public assets of Hai Phong City and Hai Duong Province to advise on handover according to regulations; at the same time, propose plans, arrange headquarters and working equipment for departments, branches and sectors of Hai Phong City and Hai Duong Province after the merger.
