Officers, professional soldiers, non-commissioned officers, soldiers... on duty searching for and collecting martyrs' remains are entitled to an additional monthly responsibility allowance equal to 0.5 times the basic salary.

The Government has just issued Decree No. 281/2025/ND-CP stipulating the regime, policies and assurance work for individuals and organizations performing the task of searching for and collecting martyrs' remains.
The Decree stipulates that officers, professional soldiers, non-commissioned officers, soldiers, workers and defense officials on the payroll of teams searching for and collecting martyrs' remains, during their duty of searching for and collecting martyrs' remains, in addition to the salary, allowances and other regimes according to current regulations, are also entitled to the following regimes and policies:
The monthly responsibility allowance is 0.5 times the basic salary as prescribed by the Government at the time of implementing the regime for salary earners and compared to the military rank allowance for privates for non-commissioned officers and soldiers.
The benefit period is from the actual month of performing the task of searching and collecting martyrs' remains to the month of completing the task according to the plan of searching and collecting martyrs' remains of the competent authority.
Monthly special allowance equals 20% of the salary according to the current military rank or type, group, or grade plus the leadership position allowance, seniority allowance exceeding the framework (if any) for those receiving salary or current military rank allowance for non-commissioned officers and soldiers when performing duties domestically; equals 100% of the salary according to the current military rank or type, group, or grade plus the leadership position allowance, seniority allowance exceeding the framework (if any) for those receiving salary or current military rank allowance for non-commissioned officers and soldiers when performing duties abroad.
Special allowance is calculated monthly. In case of insufficient month, it is implemented as follows: 15 days or more is calculated as 1 month, less than 15 days is calculated as 1/2 month.
Additional meals are equal to 2 times the basic meal allowance of non-commissioned officers and infantry soldiers/person/day on duty abroad. The additional meal allowance is calculated from the date of departure abroad to perform the task of searching and collecting martyrs' remains to the date of entry back to the country; equal to 1 time the basic meal allowance of non-commissioned officers and infantry soldiers/person/day on duty in the country, calculated according to the actual days of searching and collecting martyrs' remains according to the plan of searching and collecting martyrs' remains of the competent authority. The above additional meal allowance is included in the meal and is not paid in cash.

Enjoy allowance equal to 0.2 times the basic salary/person/day calculated based on actual days of surveying, verifying information, organizing search activities, and collecting martyrs' remains (including force mobilization time).
During the actual day of duty, if the duty is less than 4 hours, it is counted as 1/2 day, from 4 hours or more, it is counted as 1 day. When enjoying the above allowance regime, there is no business trip allowance regime.
Provided with specialized uniforms in kind according to regulations. Health allowance of 1.5 million VND/person (no more than 2 times/year), calculated as follows: time on duty searching and collecting martyrs' remains (including time searching and collecting martyrs' remains domestically and internationally; if interrupted, it will be accumulated) from 6 months to 12 months, allowance is paid twice; less than 6 months, allowance is paid once; when the Government adjusts the increase in basic salary, the allowance is adjusted to increase according to the increase in basic salary.
Team leaders, political commissars , deputy team leaders, and deputy political commissars of teams searching for and collecting martyrs' remains are supported with phone bills of VND 200,000/month; when the Government adjusts the increase in basic salary, the support level will be adjusted to increase according to the increase in basic salary.
Regime when on duty abroad
When performing duties abroad, the following additional benefits are enjoyed: a monthly regional allowance equal to one time the basic salary as prescribed by the Government at the time of implementing the regime for salary earners, compared to the military rank allowance for privates for non-commissioned officers and soldiers.
Regional allowances are calculated monthly. In case of insufficient months, they are calculated as follows: 15 days or more is calculated as 1 month, less than 15 days is calculated as 1/2 month. The period of benefit is from the month of departure abroad to carry out the task of searching for and collecting martyrs' remains to the month of re-entry. Support for learning Lao and Cambodian languages for forces on duty in Laos and Cambodia: Maximum level of 2 million VND/person/year (not exceeding 3 years/person).

In case of injury or illness requiring examination and treatment at medical facilities abroad, the medical examination and treatment costs shall be paid according to the regulations of the medical facilities in the host country; and the compensation and additional meals shall be paid at the level prescribed above. If the person is transferred back to the country for treatment, the transportation costs shall be paid according to actual expenses.
The time spent on the task of searching for and collecting martyrs' remains abroad is calculated by converting working time according to the coefficient of 1 year equal to 1 year and 6 months to enjoy a one-time allowance when leaving active service according to current regulations.
Regulations on payment responsibility
Regarding payment responsibilities, the Decree clearly states the regimes, policies and specialized clothing in kind provided, paid and settled by the team searching for and collecting martyrs' remains according to regulations.
The regime of responsibility allowance, special allowance and telephone support as prescribed above is paid with the monthly salary and is not used to calculate and enjoy social insurance and health insurance.
In addition, the Decree also stipulates the regime and policies for: members of the Steering Committee, Special Working Committee; Specialized Committee; Office of the National Steering Committee; Standing Agencies at all levels; people mobilized by competent authorities to perform tasks or coordinate in performing tasks of searching for and collecting martyrs' remains; people providing information about martyrs and martyrs' graves; relatives or people worshiping martyrs or people authorized to search for information about martyrs' graves...
Decree No. 281/2025/ND-CP takes effect from January 1, 2026./.
