The "key" to help people escape poverty sustainably

The Provincial Fatherland Front Committee has just disbursed and awarded support funds from the Project to replicate economic development models to help poor and near-poor households escape poverty sustainably, phase 2024-2029 (phase 1) to 444 poor and near-poor households in the province, with a total amount of VND 8.88 billion. Each household received support of VND 20 million.

This is not only capital support to help poor and near-poor households develop production, diversify livelihoods, replicate poverty reduction models to improve material and spiritual life, increase income for people, but also arouse initiative for poor and near-poor households to rise up, effectively contributing to poverty reduction work in the province.

Providing opportunities to escape poverty

After his wife passed away, Mr. Nguyen Ngoc Thai in Phuoc My village, Hoa Binh 1 commune (Tay Hoa district) has been raising 3 school-age children alone, so the family's economy is always difficult. In addition to his eldest son who has graduated from college and is working, this nearly 60-year-old man is still struggling to earn money to take care of his 2 children who are in college. In addition to 3 sao of rice fields, Mr. Thai also raises dozens of chickens. He is not afraid of difficulties or hardships with the job, he is only worried about not having enough investment capital to do it. Therefore, when the Project to replicate economic development models to help poor and near-poor households escape poverty sustainably, phase 2024-2029 (referred to as the project) supported 20 million VND to implement the cow farming model, Mr. Thai was extremely happy. “Recently, the leaders of the Provincial Fatherland Front Committee directly came to Hoa Binh 1 commune to hand over the support fund, so I immediately bought a cow for 18 million VND, and used the remaining money to buy corrugated iron to build a barn. With an additional livelihood from raising cows, I think I will be able to take care of my children's education and soon escape the near-poverty status in the near future,” Mr. Thai confidently said.

Her husband passed away in 2014, when Ms. La Thi Mai in Tan Luong village, Son Hoi commune (Son Hoa district) was not yet 35 years old, with 3 children. For more than 10 years, the mother and her children have relied on each other. In addition to the family's 8 sao of cassava, every day this Ba Na woman takes advantage of extra work such as weeding, cutting sugarcane, peeling acacia bark... Ms. Mai confided: "I have always wished to have cows to raise but did not have money to buy them. Therefore, I am very happy to receive support from the project of 20 million VND to raise cows. I bought a pregnant cow for 15 million VND, and with the remaining money I will build a barn. My mother and I will take good care of the cows to have more income."

Unlike many people, La Viet Kieu, born in 1995 in Tan Thanh village, Son Hoi commune (Son Hoa district), chose the commercial bamboo rat farming model when he received support of 20 million VND from the project. Mr. Kieu shared: “I started my family with nothing, so I am still a poor household. I already have a cow, so I want to start a business with a bamboo rat farming model through the guidance and support of Mrs. Nguyen Thi Xuan Nhon's family in the same commune - one of six models that the project chose to replicate in this first phase. My barn has been completed, now I am waiting to receive the breeding pigs. I really hope to escape poverty in the next 3 years with the support of this project.”

In the first phase, the provincial project management board disbursed VND 8.88 billion to support 444 households. Specifically, Tay Hoa district had 21 households; Son Hoa 117 households; Tuy An 28 households; Song Cau town 22 households; Dong Hoa town 26 households; Dong Xuan 59 households; Song Hinh 88 households; Phu Hoa 83 households. The households mainly participated in the model of raising breeding cows, commercial cows; raising commercial chickens, raising Egyptian chickens and raising breeding bamboo rats, commercial bamboo rats.

Towards sustainable poverty reduction

Sustainable poverty reduction is a major and consistent policy of the Party and the State, an important, regular and long-term political task of the entire political system and society, contributing to the implementation of social progress and equity, and constantly improving the material and spiritual life of the people. With the goal of supporting poor and near-poor households to develop production, diversify livelihoods, replicate poverty reduction models to improve material and spiritual life, increase income for people, limit re-poverty, and contribute to the goal of reducing the rate of poor and near-poor households in the province; on June 27, 2024, the Standing Committee of the Provincial Fatherland Front Committee issued the project.

Identifying this as a solution to help people sustainably reduce poverty, the Project Management Board has worked with localities and related sectors to survey and develop a project plan. Through implementation, it has been shown that the project has received attention and support from Party committees, authorities, the Fatherland Front, and mass organizations from the province to the grassroots.

Chairman of Tay Hoa District People's Committee Tran Minh Tri shared: The project's flexibility in approach and diversification of livelihood models has brought many positive impacts to society; at the same time, it will create a solid foundation to help poor and near-poor households not only escape poverty but also develop in a long-term, comprehensive and stable manner.

In order for the project to be effective, suitable for practice and contribute to the implementation of the local sustainable poverty reduction target, the commune-level Fatherland Front coordinates with the government and socio-political organizations at the same level to closely coordinate in the management, operation, inspection and evaluation of the project implementation. Ensuring that poor and near-poor households after implementing the project have stable jobs and their income increases by 20-25%/year.

At the programs to present financial support from the project, comrade Tran Huu The, member of the Provincial Party Standing Committee, Chairman of the Provincial Fatherland Front Committee informed the families about the meaningful and humane work as well as the goal set by the project, which is not only to support capital to help poor and near-poor households develop production, diversify livelihoods, replicate poverty reduction models to improve material and spiritual life, increase income for people, but also to help the poor confidently integrate into the community, creating a strong change in awareness: must strive to produce, raise livestock, not rely on others, be self-reliant to escape poverty, minimize the number of workers in the working age who do not have suitable jobs, take advantage of the free time to raise livestock, develop the family economy, contributing to improving income in a sustainable way.

From this support source, households participating in the project buy their own breeding stock and breeding materials. At the end of the project implementation period (36 months), households receiving capital support must repay the project 30% of the amount supported for poor households and 40% of the amount supported for near-poor households to be circulated to other poor and near-poor households.

In order for the project to be effective, suitable for practice and contribute to the implementation of the local sustainable poverty reduction target, comrade Tran Huu The noted that in the coming time, according to the policy of abolishing the district level, this project assigns the Fatherland Front at the commune level to coordinate with the government and socio-political organizations at the same level to closely coordinate in the management, operation, inspection and evaluation of the project implementation, coordinate with specialized units to provide technical support for households raising cows and bamboo rats; continue to mobilize poor and near-poor households to participate in the project seriously and responsibly to achieve efficiency. Ensure that poor and near-poor households after implementing the project have stable jobs, proactively take advantage of available local raw materials to implement the model, develop the economy, and increase the income of households participating in the project by 20-25%/year.
