Thanh Hoa province has a large population and abundant human resources, with over 2.1 million people of working age, accounting for more than half of the province's total population. High-quality human resources play a decisive role in socio -economic development, because no matter how modern the technology and machinery, or how well-planned the projects are, people remain the main actors in building, creating, and operating them. To create a solid foundation for Thanh Hoa to break through and keep pace with the rapid development of the country, the province has issued many important plans, programs, and projects, from comprehensively reforming the education and training system, attracting and utilizing talent, to closely linking with leading research institutions nationwide to build a workforce with strong professional skills and expertise.
Education and training are the "roots" for building a high-quality workforce. Playing a core role in this, training institutions in the province have reviewed and reorganized their training specializations, while selecting and prioritizing the development of key sectors and fields. Based on this, they have focused on building high-quality programs that meet national and regional standards, and expanding international cooperation to better meet the requirements of increasingly deep and comprehensive integration. The work of attracting and developing experts and scientific and technological personnel has been emphasized, creating a core workforce for research, application, and transfer of scientific advancements. For example, the special policy of the Provincial People's Council to attract and train staff and lecturers for the Hanoi Medical University branch has clearly demonstrated its superiority in supplementing high-quality human resources, enabling Thanh Hoa's health sector to strive to become one of the high-tech medical service centers in the region. The program to improve the quality of culture, education, and health in the period 2021-2025 has created many outstanding achievements, making Thanh Hoa a bright spot on the overall development scale of the country.

Along with the development of higher education, Thanh Hoa has a fairly comprehensive vocational education system. The province has 38 higher education, vocational education, and continuing education institutions, training approximately 11,000 workers annually. During the 2020-2025 period, the province organized training and skills transfer for over 500,000 workers, raising the percentage of trained workers in the province to nearly 75%. Furthermore, Thanh Hoa has a large intellectual workforce of over 236,000 people, including 38 associate professors, nearly 500 PhDs, and over 5,000 masters. With its immense potential and advantages, especially as Thanh Hoa has been and is developing many key economic development areas, this task is given even greater importance. Because the "golden" opportunity is not a young, abundant workforce, but rather a high-quality workforce capable of adapting effectively to the ever-changing landscape of science and technology.
Developing high-quality human resources is not limited to the business sector, but also focuses on the team of officials, civil servants, and public employees. In the context of streamlining the political system, the requirements for officials and civil servants are not only political qualities and ethical conduct, but also the capacity for innovation, dedication, and action for the common good. In this spirit, Thanh Hoa places great importance on attracting and recruiting outstanding graduates and young scientists to work in its agencies and units. Thanks to these innovations, when operating a two-tiered local government, despite the new structure and geographical area, the team of officials, civil servants, and public employees quickly adapted, ensuring no disruption to work, no areas left unattended, and no impact on people's lives. A solid institutional foundation along with a streamlined, smoothly operating new apparatus has helped Thanh Hoa maintain its top ranking nationwide in many important indicators in 2025.
Thanh Hoa has been on the right track by considering high-quality human resources as its most valuable asset and the primary driving force for building a modern, knowledge-based economy. With a well-planned, synchronized investment strategy and strong political determination, Thanh Hoa will build an elite workforce capable of effectively undertaking and developing strategic projects, consolidating its position, and leading Thanh Hoa towards the goal of being "among the leading provinces nationwide by 2030; and becoming a prosperous, beautiful, civilized, and happy province by 2045".
