Strictly manage, use mineral resources economically and effectively.

The general objective of the Strategy is to basically complete the work of geological investigation and assessment of strategic and important minerals on land; geological investigation and mineral investigation in coastal and island areas; discovery and investigation of minerals in deep and offshore areas; investigation of other geological conditions to meet the needs of socio-economic development, national mineral reserves, ensuring national defense, security, and natural disaster prevention.

Exploration to meet the demand for exploitation and use of minerals by 2045 for the following minerals: coal, uranium, titanium - zircon, rare earth, apatite, copper, nickel, tin, bauxite, glass sand and some other minerals; balancing exploitation with national mineral reserves for some strategic, important, large-scale minerals (uranium, rare earth, apatite, bauxite, titanium, coal, white sand, white marble) as a basis for sustainable socio-economic development.

Strictly manage, economically and effectively use mineral resources; invest in mineral exploitation and processing technology to reach the level of advanced countries in Asia and developed countries, form an advanced and modern mining industry associated with environmental protection, a circular economic model, a green economy, adapting to climate change and aiming to achieve carbon neutrality; put an end to fragmented mineral exploitation and processing facilities, outdated technology, low economic efficiency, causing environmental pollution.

Forming an advanced mining and mineral processing industry

The goal by 2030 is to complete 85% of the land area with geological and mineral mapping at a scale of 1:50,000; complete investigation and assessment of mineral potential in prospective structures in the North Central and South Central regions.

Investigate, evaluate and map geological hazards and environmental geology in mountainous provinces and coastal areas of the Mekong Delta; investigate and map national geological heritage; complete investigation and map environmental geology in areas containing toxic and radioactive minerals; investigate and evaluate sand, gravel and construction materials in river basins.

Complete geological surveys and assess mineral potential in coastal areas with potential for mineral deposits and construction materials; conduct geological surveys at a scale of 1:500,000 in some deep sea areas and adjacent international waters, associated with searching and discovering deep sea minerals (concretions, iron-manganese shells, gas hydrates, etc.).

Form mineral processing industrial zones with advanced technology, with a scale commensurate with the potential of each type of mineral, in sync with regional infrastructure development; promote the development of mining and processing projects for a number of minerals such as bauxite, titanium-zircon, rare earth, and nickel.

Complete the comprehensive conversion of technology and equipment of small-scale mineral mining and processing facilities, and small-scale stone processing for construction materials to ensure safety and minimize environmental pollution before 2030; Develop deep processing technology for minerals on the basis of promoting internal resources, promoting cooperation in scientific and technological research, technology transfer, and training and development of human resources in geology and minerals to mainly serve the needs of the economy.

Strive to form an advanced and modern mining and mineral processing industry by 2045 associated with a circular economic model and a green economy equivalent to that of advanced countries in Asia.

Focus on investigating and forecasting geological disasters in mountainous and midland provinces.

According to development orientation, about Geology Prioritize the implementation and completion of the 1:50,000 scale geological and mineral mapping of the mainland and islands; the 1:500,000 scale geological and marine mineral survey; the investigation, discovery, and delineation of areas with mineral prospects, especially strategic and important minerals.

Focus on investigating and forecasting geological disasters in mountainous and midland provinces; establish a comprehensive remote sensing identification technology system for areas with potential risks of geological disasters, zoning risks, synthesizing and forming a geological disaster risk management model to serve the work of preventing and mitigating natural disasters. Implement monitoring and early warning of typical dangerous areas with potential geological disasters, build a national geological disaster monitoring and early warning network...

Mineral exploitation and processing must use advanced technology and equipment.

About Minerals , review and delineate national mineral reserve areas (coal, apatite, chromite, lead-zinc, titanium, bauxite, laterite iron, white marble, white sand, rare earth) must be based on the results of basic geological surveys of minerals, comply with current legal regulations; balance between planned use needs and long-term reserves for socio-economic development, ensuring national defense, security, and environmental protection. Exploration activities must comply with planning, in accordance with the potential of each type of mineral.

About Mining industry , mineral exploitation and processing activities comply with planning, use advanced technology and equipment, suitable to the potential of each type of mineral; recover maximum useful components, control and protect the environment.

For large-scale, concentrated minerals, mining projects must be associated with deep processing projects using advanced technology, modern equipment, and sustainable environmental protection.

Research and use advanced technology in exploiting construction materials at the foot of hillsides, mountains, along national and provincial highways to protect landscape, environment, security and national defense.

Mineral use must ensure balance and harmony between export and import, first of all ensuring domestic demand, providing raw materials for processing projects, only exporting processed minerals that meet export standards according to regulations, ensuring economic efficiency...
