These are students, freelancers... hired to register a series of SIM cards, then sell them to others to use. This behavior is one of the causes of spam calls, fraud, causing disorder and social insecurity.

In addition, bad guys hire freelance workers, rural people... who lack legal knowledge, to open bank accounts in their own names for about 2-3 million VND and use that account to receive money from people who are "trapped"...

To prevent violations, in the decision to conduct a large-scale inspection of subscriber information management at the end of March 2023, the Ministry of Information and Communications affirmed that it will strictly handle those who use non-owner SIM cards, including those who hire others to register multiple SIM cards and then sell them. Along with that, the Ministry of Information and Communications also recommended that the banking industry have solutions to check and prevent non-owner accounts by synchronizing account information with the National Population Database. Recently, the Ministry of Information and Communications standardized subscriber information to match the National Population Database. Currently, more than 1 million unstandardized subscribers have been locked in both directions by network operators. This is an important direction to help prevent violations in cyberspace.

Registering accurate personal information to use mobile phone SIM cards and bank accounts is the right and obligation of citizens, helping transactions in a safe digital environment. However, in addition to the responsibility of each individual, it is necessary for management agencies to review, inspect and strictly handle the situation of "owners" but not owners.
