
The Government issued a Resolution on solutions to overcome the consequences of natural disasters and restore production in localities in the Central region.
The Resolution stated: In late October and November, localities from Ha Tinh to Lam Dong were continuously hit by natural disasters, storms, floods, especially the historic widespread floods after storm No. 12 and storm No. 13 with strong winds "flood on flood, storm on storm", floods on rivers from Quang Tri to Khanh Hoa all exceeded alert level 2 to alert level 3, many places above alert level 3, especially heavy rains caused some rivers in Dak Lak and Khanh Hoa to exceed the historical flood level in many years. Natural disasters, storms, floods have caused flooding, heavy damage to people, houses, schools, essential infrastructure such as electricity, telecommunications, transportation, irrigation..., many residential areas were deeply flooded, separated, isolated, seriously affecting people's lives, anxiety and production and business activities, services, livelihoods, income, and lives.
The entire political system, directly led by General Secretary To Lam, the Standing member of the Secretariat, the Government, and the Prime Minister, has focused on leading and directing throughout, regularly, continuously, early, from afar, closely following the situation. The Prime Minister promptly decided to support 3,515 billion VND for 08 provinces and cities to urgently overcome the consequences of natural disasters; directly inspected the damage, visited, encouraged, and shared the difficulties, losses, and hardships of the people and businesses; directed the implementation of measures to focus on restoring production and business, stabilizing people's lives and activities after storms and floods. The Party Committees and authorities of localities, the Ministries of National Defense, Public Security, Agriculture and Environment, Construction and other ministries and branches have directed and mobilized the military, police, youth and people of localities to proactively take action and act promptly, contributing significantly to ensuring the safety of people's lives and minimizing damage to people and property caused by natural disasters.
In order to urgently overcome the consequences of natural disasters, quickly stabilize the people's situation, restore production and business, and strive for economic growth of over 8% in 2025 and 10% or more in 2026, the Government requests Ministers, Heads of ministerial-level agencies, Government agencies, other central agencies, Chairmen of People's Committees of provinces and cities affected by natural disasters (hereinafter referred to as ministries, agencies, and localities), based on their assigned functions, tasks, and powers, to urgently, resolutely, promptly, and effectively implement the Conclusions of the Politburo, Resolutions, and directions of the Government and the Prime Minister, in which it is necessary to focus on implementing the following key tasks and solutions:

Promote "national love and compatriotism", mobilize the combined strength of the entire political system, the whole society, the business community and the people. Mobilize and effectively use all resources from the state budget, funds, aid sources, sponsorships, and support from businesses and philanthropists according to the motto "whoever has something helps, whoever has merit helps merit, whoever has property helps property, whoever has little helps little, whoever has a lot helps a lot, whoever is wherever they are, help there". Ensure that relief and support work is carried out publicly, transparently, and to the right target, avoiding negativity and waste.
Closely combine disaster recovery support with production restructuring, population relocation in dangerous areas, proactive infrastructure restoration, and enhanced resilience and sustainable adaptation to natural disasters.
Do a good job of information and communication work, contribute to creating social consensus, arouse and promote the strength of great national unity and the political system, especially at the grassroots level in organization and implementation.
Scope, objects, and support time
Scope and objects of support: People, workers, vulnerable people, business households, cooperatives, and enterprises in the Central region affected by storms No. 12 and 13 and floods in October and November 2025, including the following provinces and centrally-run cities: Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Khanh Hoa, Gia Lai, Dak Lak and Lam Dong (hereinafter referred to as provinces and cities).
Support period: From now until December 31, 2025.
KEY TASKS AND SOLUTIONS
1. On social security, housing and stabilizing people's lives
1.1. Support for food and necessities
a) The People's Committees of provinces and cities continue to review and use all measures to provide relief with food, drinking water, medicine, and necessities to households at risk of hunger, absolutely not allowing people to lack food, clothing, or clean water; not allowing epidemics to break out after floods; evacuate and relocate people from deeply flooded and dangerous areas. Proactively publicize information on the need for goods that need support so that aid and support can be carried out practically and effectively.
b) The Ministry of Finance continues to issue national reserve goods to support localities, ensuring promptness, timeliness and efficiency. Directs Vietnam Airlines Corporation, Vietnam National Shipping Lines, and Vietnam Railways Corporation to provide maximum support in transporting food and goods to localities and areas affected by natural disasters, storms and floods.
c) The Ministry of National Defense and the Ministry of Public Security direct local units and forces to support localities in receiving, transporting, and distributing food directly to people in isolated areas.
d) The People's Committees of Hanoi, Ho Chi Minh City, Hai Phong City and Quang Ninh Province directly support the provision of food, clothing, medicine and medical staff to Khanh Hoa, Gia Lai, Dak Lak and Lam Dong provinces according to the direction of the Politburo in Conclusion Notice No. 99-TB/TW dated November 21, 2025.
d) Encourage localities to base on their local budget reserve balance capacity to support provinces and cities within the scope of support of this Resolution to overcome the consequences of natural disasters as prescribed in Point c, Clause 2, Article 10 of the State Budget Law No. 83/2015/QH13.
1.2. Emergency housing assistance
People's Committees of provinces and cities:
a) Mobilize and effectively use local budget resources, central support sources and other legal capital sources to focus on supporting people to repair houses with damaged roofs, complete according to the direction in the Prime Minister's dispatches, especially Dispatches No. 215/CD-TTg dated November 13, 2025, Dispatch No. 225/CD-TTg dated November 20, 2025 and Dispatch No. 227/CD-TTg dated November 23, 2025;
b) Proactively review and compile complete and accurate statistics to arrange and organize land for new construction and resettlement for households whose houses were swept away by floods, completely collapsed, or severely damaged, and complete according to the instructions in the Prime Minister's dispatches, including building new resettlement areas for households in De Gi commune, Gia Lai province.
1.3. Environmental sanitation, disease prevention
a) The People's Committees of provinces and cities direct environmental treatment immediately after the flood recedes in the spirit of "treating the flood as soon as it recedes", mobilizing maximum forces (army, police, youth, women, militia, students, etc.) to support people, agencies, and businesses in cleaning and sanitizing houses, roads, schools, medical facilities, offices, and factories to ensure accommodation, study, medical examination and treatment, and quickly restore production and business, completing the instructions in the Prime Minister's telegrams.
b) The Ministry of National Defense and the Ministry of Public Security direct units stationed in the area to coordinate with the People's Committees of provinces and cities to deploy forces and equipment to be ready to support people, agencies, units, and businesses in cleaning and sanitizing houses, headquarters, roads, and factories, completing the instructions in the Prime Minister's telegrams.
c) The Ministry of Health, the Ministry of Agriculture and Environment, and relevant ministries and agencies shall, according to their authority, issue chemicals and medical supplies to treat water sources, the environment, and prevent epidemics for humans, livestock, and poultry.
1.4. Social security assurance
The Ministry of Finance directs Vietnam Social Security to:
a) Make lump sum payments of 03 months of pension and social insurance benefits (December 2025, January and February 2026) in the payment period of December 2025 for 04 provinces of Dak Lak, Gia Lai, Khanh Hoa, Lam Dong to create conditions for policy beneficiaries in areas affected by storms, floods, and inundations to overcome the consequences and celebrate the Lunar New Year 2026.
b) Urgently issue and renew health insurance cards, resolve problems with health insurance examination and treatment procedures, and ensure that health insurance participants receive timely medical examination and treatment. Coordinate with the Department of Health and local authorities to guide medical examination and treatment facilities to ensure the health insurance examination and treatment rights of health insurance participants living in flooded areas.
2. On restoring essential infrastructure, health, education, and transportation
a) People's Committees of provinces and cities:
- Coordinate with the Ministry of Health and the Ministry of Education and Training to urgently restore damaged medical and educational facilities, so that people do not lack places for medical examination and treatment, and students do not lack schools and classrooms, and complete the work according to the instructions in the Prime Minister's dispatches;
- Coordinate with the Ministry of Construction to focus on quickly repairing traffic infrastructure damaged by natural disasters, especially in areas that are still isolated, ensuring smooth and safe traffic, and completing according to the instructions in the Prime Minister's dispatches;
- Coordinate with the Ministry of Agriculture and Environment to review and repair damage to irrigation works, dams, and dykes that have suffered incidents or damage, handle riverbank and coastal erosion, ensure safety of works and serve production, and complete according to the instructions in the Prime Minister's dispatches;
- Review, supplement and replace essential materials and equipment for disaster prevention and control that were damaged in recent storms and floods to be ready to respond to future natural disasters;
- Directing the lowering of water levels of hydroelectric and irrigation reservoirs to receive floods and reserve useful capacity to reduce floods downstream when heavy rain is forecast;
b) The Ministry of Finance, the Ministry of Industry and Trade, the Ministry of Science and Technology, and the Ministry of Public Security direct the following corporations and groups: Vietnam Electricity, Vietnam Posts and Telecommunications, Military Industry and Telecommunications, and MobiFone Telecommunications to mobilize maximum forces, materials, and equipment to focus on the fastest restoration of the electricity and telecommunications systems in affected areas, especially in Gia Lai and Dak Lak provinces, to complete the work as directed in the Prime Minister's telegrams.
3. On restoring production, business, and stabilizing the market
a) People's Committees of provinces and cities:
- Proactively deploy solutions within authority to restore production and business activities and stabilize the market in the area;
- Coordinate with the Ministry of Agriculture and Environment to restore agricultural production (support materials, seedlings, livestock, veterinary medicine, etc.), complete according to the instructions in the Prime Minister's dispatches; restore severely damaged areas, especially coastal aquaculture areas and industrial crop areas;
- Coordinate with the Ministry of Industry and Trade to ensure balance of supply and demand, adequate and timely supply of essential goods, especially food, foodstuffs, and energy, to avoid shortages;
- Coordinate with the Ministry of Industry and Trade and the Ministry of Finance to urgently support businesses, cooperatives, and business households to restore operations, avoid disruption of supply chains and contracts, especially contracts with foreign countries.
b) Ministry of Industry and Trade:
- Preside and work directly with corporations and general companies producing construction materials to have plans to coordinate and supply goods to affected provinces and cities;
- Strengthen market management, prevent hoarding, speculation, unreasonable price increases, and avoid taking advantage of natural disasters for personal gain.
c) The Ministry of Finance shall preside over and coordinate with relevant ministries and agencies to:
- Effectively implement policies on exemption, reduction, and extension of taxes, fees, charges, land rents, etc. for those affected or damaged by natural disasters according to the provisions of law. Direct the Tax authorities to create the most favorable conditions for people and businesses when carrying out procedures for exemption, reduction, and extension according to regulations;
- Direct insurance businesses to urgently review and pay insurance benefits to affected customers, ensuring prompt, complete and timely payment in accordance with the law. In the immediate future, immediately make advance compensation payments to customers in accordance with the law.
d) The State Bank of Vietnam directs credit institutions to: promptly repair and restore operations at transaction points damaged by storms and floods; implement solutions to remove difficulties for customers such as restructuring debt repayment terms, exempting and reducing interest and fees for damaged customers according to current regulations; immediately deploy credit packages for customers in damaged localities to restore production and business with preferential loan interest rates lower than normal loan interest rates; reduce loan interest rates for existing outstanding loans of customers damaged by natural disasters.
d) Social Policy Bank:
- Use the State's development investment credit capital plan assigned in Resolution No. 347/NQ-CP dated October 24, 2025 of the Government on key tasks and solutions to urgently overcome the consequences of natural disasters after storm No. 11, quickly stabilize people's lives, promote production and business recovery, actively promote economic growth, and control inflation well (hereinafter referred to as Resolution 347) to support policy beneficiaries in localities within the scope of support of Resolution 347 and this Resolution;
- Submit to the Prime Minister for decision to reduce lending interest rates by 2%/year for customers borrowing capital from policy credit programs at the Vietnam Bank for Social Policies (including organizations and individuals as prescribed) in localities within the scope of support of this Resolution, except for localities that have been supported in Resolution 347.
The reduction in lending interest rates applies to loans with outstanding balances at the Vietnam Bank for Social Policies from October 1, 2025 to December 31, 2025, and the implementation period for the reduction in lending interest rates is from October 1, 2025 to December 31, 2025, and is guaranteed within the scope of the capital plan to compensate for interest rate differences and management fees assigned in 2025.
e) The Vietnam Cooperative Alliance and the Provincial Cooperative Alliances review and study debt relief and extension plans for loans from the Provincial Cooperative Development Support Fund; consider and support access to new loans so that cooperatives can restore production and business.
4. Ministries, central and local agencies:
a) Urgently and resolutely deploy tasks and solutions to improve response and resilience capacity at Point b, Clause 4, Section II, Resolution 347.
b) Allowed to implement solutions to reduce and simplify administrative procedures to implement support policies in Clause 5, Section II of Resolution 347.
5. Provinces and cities:
a) Issue necessary policies, appropriate to the capacity within the authority and proactively use local resources (local budget reserves, financial reserves, other legal financial sources, etc.) to implement solutions and policies to overcome consequences, support people, businesses, business households, cooperatives, and enterprises to restore production and business, promote economic growth; focus on overcoming landslides, clearing traffic routes, dredging flows, repairing dams and irrigation works as soon as possible.
b) Review and synthesize fully and accurately the damage caused by natural disasters according to the provisions of Joint Circular No. 43/2015/TTLT-BNNPTNT-BKHĐT dated November 23, 2015, and send it to the Ministry of Finance and the Ministry of Agriculture and Environment before December 8, 2025.
c) Based on the level of damage and the need for investment in long-term disaster prevention and control projects, proactively use the local budget for 2026 and the following years (Medium-term public investment plan for the period 2026 - 2030, increased revenue sources, remaining expenditure estimates of the annual local budget, etc.) and other legal financial sources for implementation.
In case of unbalanced resources, urgently review and propose support needs from the central budget. In particular, for the need for investment support for infrastructure, specifically report the list of projects and the amount of capital needed for support, prioritizing projects that have issued emergency orders for implementation or projects that have investment procedures.
6. Ministries, agencies and localities, according to their assigned functions and authorities, continue to implement solutions to stabilize the macro-economy, control inflation, ensure major balances, and strive for economic growth of over 8% in 2025 and 10% or more in 2026, specifically as follows:
a) The Ministry of Finance shall preside over and coordinate with ministries, agencies and localities to:
- Synthesize the situation and extent of damage and propose financial support from the central budget of localities, report to the Prime Minister for consideration and decision;
- Develop short-term and long-term support plans to adapt to climate change, prevent, combat and overcome consequences of natural disasters, riverbank and coastal erosion, drought and saltwater intrusion according to regulations;
- Assess the impact of natural disasters, storms and floods on GDP growth in the fourth quarter of 2025, the whole year of 2025 and 2026, review the remaining growth potential from now until the end of the year to propose solutions to achieve the set growth target;
b) The Ministry of Finance and the State Bank of Vietnam study insurance policies and other financial and credit policies to minimize risks, prevent, combat and overcome natural disasters, storms and floods.
c) Ministries, agencies and localities:
- Grasp the market situation and commodity prices to have appropriate and effective solutions to stabilize the market. Promote production, ensure adequate supply of goods; strengthen inspection and supervision of the implementation of regulations on price management, stabilize prices of essential goods and raw materials for people's lives and production and business; strictly handle according to the law acts of speculation, hoarding of goods to increase prices, and price manipulation;
- Boost agricultural production, ensure abundant food supply, especially in areas heavily affected by storms, floods and natural disasters, absolutely do not let food shortages occur in the last months of the year and during the 2026 Lunar New Year;
- Thoroughly save regular expenditure to reserve resources for social security, overcoming the consequences of natural disasters, supporting people and investing in development. Resolutely speed up the construction progress of important, key national projects, inter-provincial, inter-regional, connecting the country, region and the world;
- Continue to diversify export markets and supply chains, prioritize exploitation and make the most of opportunities from key and strategic export markets and signed Free Trade Agreements (FTAs); promote negotiations and signing of new FTAs, and expand new markets;
- Renewing traditional growth drivers and strongly promoting new growth drivers; maximizing external support resources to promote innovation, digital economic development, digital transformation, green transformation, new industries and sectors such as semiconductors, clean energy, hydrogen, etc.
Urgently organize and implement synchronously, promptly and effectively support solutions and policies.
The Government requests Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities to focus on thoroughly grasping, urgently organizing synchronous, timely and effective implementation of support solutions and policies, ensuring strict compliance with legal regulations, strengthening inspection and supervision, preventing loss, waste, negativity and group interests; proactively handling difficulties, problems and issues arising within their authority, reporting to competent authorities on issues beyond their authority.
The Ministry of National Defense and the Ministry of Public Security continue to maintain necessary forces and means in key areas to support localities in search and rescue, overcome consequences, and ensure security, order, and social safety.
The Ministry of Agriculture and Environment reviews, evaluates, and studies upgrading the current forecasting and early warning system for natural disasters, especially the application of science and technology, integration of meteorological, hydrological, and geological data, etc. onto the national digital platform and the application of artificial intelligence (AI) to forecast storms, heavy rains, currents, flood and landslide risks in real time; coordinates to continue strengthening the capacity of communities and local authorities at two levels, especially at the commune level, on natural disaster prevention in the new situation.
Vietnam Television, Voice of Vietnam, Vietnam News Agency, and press agencies fully propagate the developments of the situation, the close and drastic instructions of the Party and State leaders, the results of the localities' efforts, and the participation of the people and businesses in the spirit of "national love and solidarity".
The Government respectfully requests the Central Committee of the Vietnam Fatherland Front and its member organizations, socio-political organizations, and the Vietnam Red Cross Society, in accordance with their duties and powers, to proactively promote international cooperation, continue to promote advocacy, call for support, promptly allocate resources, and organize programs to visit, encourage, give gifts, and support people affected by natural disasters, storms, and floods, especially vulnerable groups, while urging and inspecting the support to ensure it is timely, effective, and targeted.
