Specifically, on October 26, at the Government Headquarters, Deputy Prime Minister Le Minh Khai chaired a meeting with the Ministers of Industry and Trade, Minister of Finance, representatives of the leaders of the Ministries of Planning and Investment, Construction, Government Inspectorate, Government Office and representatives of the Ministry of Justice regarding the reception and explanation of Government members' opinions on the draft Decree amending and supplementing Decree No. 95/2021/ND-CP dated November 1, 2021 and Decree No. 83/2014/ND-CP dated September 3, 2014 of the Government on petroleum trading.

The document stated that, based on the consensus of the Minister of Industry and Trade, the Minister of Finance and representatives of ministries and agencies at the meeting, Deputy Prime Minister Le Minh Khai directed the ministries and agencies attending the meeting to agree on the contents related to price formula, price management, calculation of norm items in the base price, management, use and supervision of the Price Stabilization Fund and the assignment of tasks to ministries and agencies on the above contents in the draft Decree, which was implemented according to the conclusion of the Government Standing Committee in Notice No. 172/TB-VPCP dated October 14, 2023 and inherited the provisions of Decree No. 83/2014/ND-CP and Decree No. 95/2021/ND-CP.

Deputy Prime Minister Le Minh Khai assigned the Ministry of Industry and Trade to preside over and closely coordinate with the Ministry of Finance and the State Bank of Vietnam to review and complete a number of technical contents to comply with regulations and be feasible in implementation, without arising problems. When developing a Decree to replace the Decrees on petroleum business (Quarter II of 2024), the amendment and supplementation of the above contents will be carefully evaluated and considered.

The Deputy Prime Minister requested the Ministry of Industry and Trade to urgently complete the Submission requesting the Government's opinion before 3:00 p.m. on October 26, 2023 for 02 contents as proposed by the Ministry of Industry and Trade at the meeting on maintaining, not amending or supplementing Clause 4 and Clause 5, Article 38 of Decree No. 83/2014/ND-CP, which was amended and supplemented in Clause 27, Article 1 of Decree No. 95/2021/ND-CP (due to the technical negligence of the Ministry of Industry and Trade when submitting to the Government).

Supplement regulations on the roadmap for implementing electronic invoices to suit the actual situation, not to affect the petroleum market and assign the Ministry of Finance to preside over the guidance according to the regulations as agreed by the Ministers of Industry and Trade and Finance at the meeting.
