Perfecting the legal corridor, promoting high-tech development
On the morning of October 31, 2025, the National Assembly listened to the Presentation and Examination Report on the draft Law on High Technology (amended).
The draft Law on High Technology (amended) consists of 6 chapters and 27 articles, reducing 8 articles and changing the structure and form compared to the current Law on High Technology. The scope of regulation is regulations on high technology activities, policies and measures to encourage and promote high technology activities.

The draft's 6 policy groups include: Completing the concept and criteria for high technology; Redesigning the system of policies and beneficiaries of priority, incentive and investment support policies; Encouraging the development of the high-tech ecosystem; supplementing regulations on high-tech park and high-tech urban models; supplementing and completing state management regulations on high technology, management, inspection, monitoring and efficiency assessment mechanisms; supplementing regulations on requirements for comprehensive digital transformation of high-tech activities.
According to the proposal, the high-tech urban area (tech city, smart tech zone) is developed on the basis of a high-tech zone as the core, with synchronous technical and social infrastructure, modern management mechanism, creating a favorable space for research, production, technology transfer and forming a high-quality living, working and creative environment...
Organizations and individuals in high-tech urban areas are given priority to participate in science , technology and innovation programs, as well as controlled pilot projects on strategic technologies, new products or policies.
The planning, construction and management of high-tech urban areas still comply with urban laws.
Minister Nguyen Manh Hung said the draft law completes the state management mechanism on high technology, requiring comprehensive digital transformation in management, inspection, supervision and evaluation of efficiency. The draft is built towards simplifying procedures, increasing post-inspection, and encouraging the attraction of non-budgetary investment for high-tech activities.
"Management thinking will change towards effective management, not process management," said the Minister.
Reporting on the review of the draft Law on High Technology (amended), Chairman of the Committee on Science, Technology and Environment Nguyen Thanh Hai stated: The Committee basically agrees with the necessity of promulgating the draft Law following a shortened order and procedure.

The content of the draft Law is basically consistent with the Party's policies, ensuring constitutionality, legality, consistency with the legal system, and compatibility with relevant international treaties. However, it is recommended that the drafting agency continue to review and compare the provisions in the draft Law with other relevant laws to ensure consistency and uniformity in the legal system.
Regarding high-tech urban areas, the inspection agency said that this is a new model in Vietnam, but it already exists in a number of countries around the world with quite diverse scales, forms, and management methods.
To ensure feasibility, suitability and avoid policy exploitation, it is recommended to consider adding regulations on the percentage of area between urban areas and high-tech zones of the project; housing ownership in CNC urban areas by experts, scientists, workers,... or only using according to the official housing regime,...
