On October 30, continuing the 10th Session, the National Assembly continued to discuss in the hall the assessment of the results of the implementation of the 2025 socio- economic development plan and the projected 2026 socio-economic development plan.

Delegate Nguyen Tri Thuc ( Ho Chi Minh City delegation) hopes that the National Assembly and the Government will have policies to support and invest properly so that the prosthetic limb manufacturing industry can develop.

According to delegate Thuc, the production of artificial limbs is an important technique to restore motor function and improve the quality of life for people with mobility disabilities, especially victims of war, traffic accidents, work accidents or people with congenital diseases.

In Vietnam, the number of people with disabilities who have access to quality prosthetic limbs and artificial legs is not large.

“Investment in the field of manufacturing artificial legs and arms in Vietnam began about 45 years ago. At that time, the Government organized for many students and engineers to study and access the world in this field. We invested in production lines that were very suitable for the world at that time,” emphasized delegate Nguyen Tri Thuc.

However, according to this delegate, from that time until now, the need for training engineers, technicians, human resources, and the production process of prosthetic legs and arms has been almost forgotten.

This person cited that Vietnam currently has about 30 establishments producing artificial legs and arms. Although they are called establishments, they are actually very small and backward workshops.

"These facilities mainly grind and chisel to fill in physical defects but cannot ensure functions in daily life" - delegate Nguyen Tri Thuc said, adding that in the world today, the technology to produce artificial legs and arms has reached a very high level.

Another issue raised by this delegate is the insurance policy for prosthetic legs and arms. In the world, the insurance coverage is 90%, the patient only pays about 10%.

Meanwhile, in Vietnam, this policy is only partially supported for meritorious people, while other subjects are almost not covered by health insurance.

From the above analysis, this delegate proposed that the Government urgently invest in and build a modern prosthetic limb production line system that is in line with world technology in big cities such as Hanoi, Ho Chi Minh City or Da Nang.

In addition, it is necessary to develop a project to train domestic and foreign human resources in this field. At the same time, it is recommended that the Government direct health insurance to cover the full cost of installing prosthetic limbs for the less fortunate.
