Voters suggest focusing on investment to improve education quality

The discussion at the Hall on the results and plans for socio-economic development, as well as the expected socio-economic development plan for 2026 on October 29-30 at the 10th Session of the 15th National Assembly attracted the attention of voters in Ho Chi Minh City. Many voters expressed their heartfelt opinions, placing great expectations on the new development step of the country.

Regarding the Government's Socio -Economic Report which recorded positive changes in the field of Education and Training, Mr. Cao Duc Khoa, Principal of Nguyen Du Secondary School (Ho Chi Minh City) said that the quality of education at all levels has been significantly improved, thanks to the attention and close direction of the Party and State and the issuance of a series of humane and practical policies.

Agreeing with Deputy Prime Minister Le Thanh Long's opinion on the Politburo 's issuance of Resolution No. 71 to create a breakthrough in education and training development, according to Mr. Cao Duc Khoa, this is a strategic turning point opening a new path for Vietnamese education in the period of deep international integration. The Resolution emphasizes the care and development of teaching staff, innovation of curriculum, arrangement of reasonable school system; the policy of a unified set of textbooks, moving towards free textbooks - considered the right direction to ensure fairness in access to knowledge.

In addition, the determination of a minimum state budget expenditure of 20% for education , focusing on investment in facilities and teaching equipment, creating a solid foundation for improving the quality of teaching and learning at all levels; the policy of granting autonomy to principals is also a breakthrough in school administration, both increasing responsibility and promoting creativity and innovation in management activities.

From his work experience, Mr. Cao Duc Khoa believes that the teaching staff is the key factor determining the success of educational reform. The increase in vocational allowances mentioned in Resolution 71 is a strong political signal, demonstrating respect for the teaching profession and is an important solution to attract and retain high-quality teachers.

“In the coming time, all levels and sectors need to focus on strongly implementing specific mechanisms and policies, quickly putting new decisions and policies into practice. If Resolution 71 is effectively implemented, Vietnam’s education will have a breakthrough development, becoming a driving force for the country’s sustainable development in the coming period,” Mr. Cao Duc Khoa expected.

Regarding the orientation of science and technology development, innovation and digital transformation identified in the socio-economic development plan for 2026 and the following years, Dr. Trinh Xuan Thang, Acting Director of the Ho Chi Minh City High-Tech Park Research and Development Center, assessed that promoting innovation is a good, creative policy and suitable for the development needs in the current period. Focusing on science and technology development is very necessary. For a developing country like Vietnam, the most important issue is to choose high and suitable technologies to put into practice to bring added value.

Dr. Trinh Xuan Thang informed that recently, the Center for Research and Development of the High-Tech Park was involved in the Project to build a mechanism to form an internationally-standardized research center (CoE) of Ho Chi Minh City. The program offers many preferential policies on salary, wages, welfare regimes for leadership positions and remuneration for performing scientific and technological tasks; prioritizes investment in facilities, laboratories, modern equipment for research activities... creating the basis and motivation for the Center for Research and Development of the High-Tech Park to develop into an internationally-standardized research center, promoting innovation, bringing science and technology into life.

Associate Professor, Dr. Nguyen Huu Huan, senior lecturer at the University of Economics, Ho Chi Minh City, is interested in the results of the implementation of the socio-economic development plan for 2025 and the plan for 2026, from the perspective of an expert with many years of research on macroeconomics. He shared that, under the "cyclical lens" of macroeconomics, 2025 shows that Vietnam has closed the output gap in a positive direction: growth returns to a high trajectory while maintaining macroeconomic stability - that is, reaching the "sweet spot" between growth and inflation. The figures for the period 2012-2025 show that fiscal-monetary policies have coordinated closely enough to support aggregate demand while not skewing major balances.

Regarding the economic development plan for 2026 and the following years, Associate Professor, Dr. Nguyen Huu Huan said that the policy targets set out demonstrate the determination to accelerate real growth; maintain price stability and improve productivity. To achieve this goal, it is necessary to continue to coordinate aggregate demand policies in a "countercyclical" but cautious manner, promoting aggregate supply drivers: infrastructure, institutions, human resources, digital-green economy, specifically programs to upgrade technological capacity - in line with the orientation of "economic restructuring, growth model innovation, infrastructure breakthroughs, institutional improvement" in the report. Success in the coming period will depend on the speed of institutional reforms, competition and property rights protection - the "structural variables" that institutional economics emphasizes.

Associate Professor, Dr. Nguyen Huu Huan said that in the coming period, to achieve rapid growth while maintaining macroeconomic stability, Vietnam needs to "upgrade" productivity and growth quality through synchronous development of infrastructure, institutions, human resources and technology. If structural reforms are implemented deeply enough, the high growth target in 2026 is feasible; more importantly, the Vietnamese economy will move closer to an innovation-based growth model - the backbone of long-term competitiveness.
