In order to fully institutionalize the Party's guidelines and viewpoints on education and the important role and position of the teaching staff, creating a solid legal basis for the development of the teaching staff, Minister of Education and Training Nguyen Kim Son presented the Submission, appraisal report of the Ministry of Justice and the Government Office , and the opinions of the Ministers and members of the Government.

After listening to the report, Prime Minister Pham Minh Chinh concluded: Agreeing with the Submission of the Ministry of Education and Training on the necessity of promulgating the Law on Teachers, on the policies expected to be included in the content of the Law. The Prime Minister assigned the Ministry of Education and Training to receive opinions from the Prime Minister, Deputy Prime Ministers, and members of the Government; coordinate with the Ministry of Justice and the Government Office to review and complete the dossier to submit to the National Assembly for consideration, and include the development of the Law on Teachers in the Law-making Program.

The Prime Minister also noted to the Ministry of Education and Training: This is a difficult law with a wide impact on society. The Ministry of Education and Training needs to focus resources, ensure the development and submission of the draft Law on schedule and with quality; pay attention to widely collecting opinions from all walks of life, experts, and scientists; at the same time, absorb the quintessence of humanity, international experience and suitability to Vietnam's conditions; overcome the dispersion and overlap in legal documents on teachers. The Ministry of Education and Training urgently carries out the work, ensuring the progress of passing the Government in March 2024 and submitting it to the National Assembly at the 8th session of the 15th National Assembly.
