Resolution 226/NQ-CP takes effect from August 5, 2025, replacing Resolution No. 25/NQ-CP dated February 5, 2025 on growth targets for industries, sectors and localities to ensure the national growth target in 2025 reaches 8% or more.

Resolution 226/NQ-CP clearly states: In order to achieve the growth target of 8% or more in 2025 as directed by the Central Committee, Resolution No. 192/2025/QH15 of the National Assembly, creating a foundation for growth in 2026 to reach 10% or more, the Government requests Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities to continue to promote the spirit of responsibility, solidarity, unity, and consensus, focus on thoroughly grasping and implementing more synchronously, comprehensively, and effectively the Resolutions, Conclusions, and directions of the Central Committee, the Politburo , the Secretariat, the General Secretary and key leaders, of the National Assembly, the Government, the Prime Minister, and the Resolutions of the Government on the monthly regular Government meetings; Take advantage of opportunities and advantages, especially the effectiveness of newly issued policies and solutions and the organization of two-level local governments, exploit new development space, and make the greatest effort to promote higher growth in the third quarter, fourth quarter and the whole year of 2025.
The Government sets the main goals and guiding principles as follows:
Continue to prioritize promoting growth associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy, budget deficit, public debt, government debt, and national foreign debt within the scope permitted by the National Assembly; strive for a GDP growth rate of 8.3 - 8.5% in 2025; an average consumer price index (CPI) growth rate of less than 4.5% in 2025; total social investment in 2025 to increase by 11 - 12%; mobilize and implement social investment capital in the last 6 months of the year of about 2.8 million billion VND; continue to improve and enhance the material and spiritual life of the people.
Closely monitor, grasp the situation, coordinate closely, synchronously, comprehensively and effectively implement the tasks and solutions set out in this Resolution; promote the spirit of solidarity and unity in direction and management; have innovative and breakthrough thinking, look far and wide, think deeply and do big things, have high determination, make great efforts, act decisively, have a focus, key points, and finish each job. Organize and implement seriously and substantially with the spirit of "6 clear": clear people, clear work, clear time, clear responsibility, clear products, clear authority. Uphold the spirit of responsibility, serve the people, focus on directing the timely and effective resolution of issues and legitimate recommendations of people and businesses.
The Government's Resolution also clearly states the main tasks and solutions in the coming time:
1. Promoting growth momentum from social investment
The Government requests ministries, agencies and localities, according to their assigned functions and tasks, to have feasible and effective solutions to attract, mobilize and implement social investment capital according to the set targets, strive to achieve higher targets when conditions are favorable, in the last 6 months of the year, focus on implementing and disbursing 100% of the state budget investment capital plan for 2025 assigned by the Prime Minister, all public investment capital from increased revenue and savings in state budget expenditure in 2024 is expected to be disbursed in 2025; private investment capital is about 1.5 million billion VND; attracted foreign direct investment (FDI) capital is about 18 billion USD, realized FDI capital is about 16 billion USD; realized investment capital from other sources is about 165 trillion VND.
The State Bank of Vietnam has a firm grasp of the situation, proactively, flexibly, promptly and effectively operating monetary policy tools, closely, effectively and synchronously coordinating fiscal policies and other macroeconomic policies; stabilizing the monetary and foreign exchange markets in accordance with market conditions; directing credit institutions to continue to cut costs, strive to reduce lending interest rates to support business production and people's livelihoods, improve credit quality, limit bad debt; resolutely and proactively adjust the credit growth target for 2025 publicly, transparently, in line with inflation being controlled according to the target, promoting growth to reach 8.3 - 8.5% and meeting the capital needs of the economy; Direct credit institutions to control and direct credit to production and business sectors, priority areas, traditional growth drivers of the economy (investment, export, consumption) and new drivers (including science and technology, innovation, digital transformation, digital economy, green economy, circular economy, social housing, etc.). Carefully prepare monetary policies for the last months of 2025 and 2026, and report to the Government Standing Committee before August 20, 2025.
The Ministry of Finance shall implement a reasonable, focused, and effective expansionary fiscal policy; strengthen revenue management, expand the revenue base, and strive for the state budget revenue in 2025 to increase by at least 25% compared to the estimate (based on developments and the situation, strive to increase revenue by more than 25%); thoroughly save regular expenditures, including saving an additional 10% of the regular expenditure estimate in the last 7 months of 2025 to support social security and build boarding and semi-boarding schools for students in remote, border, special economic zones, and islands areas; take advantage of public debt and budget deficit to mobilize more resources for investment in key projects and works on transportation, digital infrastructure, healthcare, education, and culture. Carefully prepare fiscal policies for the last months of 2025 and 2026, and report to the Government Standing Committee before August 20, 2025.
The Ministry of Industry and Trade, the Ministry of Finance, corporations and general companies prepare plans and scenarios to respond to emerging situations, increase hydropower exploitation during the rainy season, ensure the balance of domestic energy and gasoline, ensure energy security to serve production and business needs; prepare plans to supply and regulate power sources to ensure power supply during the hot season, complete investment preparation procedures, deploy and complete, put into operation large power source and transmission projects. Study and immediately adjust some of the problems of the Decrees on: the mechanism for direct electricity purchase and sale between renewable energy power generation units and large electricity users; mechanisms and policies to encourage the development of self-produced and self-consumed rooftop solar power.
Regarding promoting the disbursement of public investment capital, the Government requires ministries, agencies and localities to develop plans, progress and monthly capital disbursement targets for each investor; identify and promptly remove arising obstacles of each project; proactively have solutions to manage capital plans to ensure sufficient capital for projects that can be implemented and disbursed; ensure the progress of key and important national infrastructure projects, disburse all assigned capital plans, be determined to complete the goal of opening the North-South expressway in the East, be determined to complete 3,000 km of expressway, strive to complete 1,700 km of coastal roads in 2025; have specific plans, carefully prepare the work to break ground, start and commence the project of site clearance and resettlement of Lao Cai - Hanoi - Hai Phong railway line and the project of site clearance and resettlement of high-speed railway on the North-South axis according to regulations; projects serving APEC 2027 Conference...
The Ministry of Ethnic Minorities and Religions, the Ministry of Agriculture and Environment, the Ministry of Education and Training, ministries, agencies and localities shall accelerate the implementation of national target programs; complete the goal of eliminating temporary and dilapidated houses for people with revolutionary contributions, relatives and families of martyrs before July 27, 2025 and be determined to basically eliminate temporary and dilapidated houses nationwide before August 31, 2025; build boarding and semi-boarding schools for high school students in remote, border and island areas. The Ministry of Education and Training shall preside over the review of educational institutions, kindergartens, preschools and general schools to complete the construction, renovation and repair to meet the requirements for the opening of the 2025-2026 school year; absolutely must not have a shortage of schools and classes on the opening day.
In August 2025, the Ministry of Agriculture and Environment will submit to the Government a Resolution on specific mechanisms and policies to remove difficulties and obstacles in implementing the Law on Geology and Minerals 2024, including a mechanism to remove difficulties and obstacles related to the exploitation of minerals that are common construction materials to supply key transport infrastructure projects, important national projects and other public investment projects of ministries, branches and localities.
Ministries, agencies and localities promote decentralization, decentralization, administrative procedure reform, national digital transformation; promote private investment; effectively and thoroughly handle difficulties, obstacles and backlog projects. The Ministry of Construction, the Ministry of Agriculture and Environment and ministries, agencies and localities urgently review issues related to land and the real estate market to study and propose amendments and supplements to the Land Law, Real Estate Business Law, and Housing Law; promptly guide and remove difficulties and obstacles in the implementation of Resolution No. 201/2025/QH15 on piloting specific mechanisms and policies for social housing development; build a progress critical path, complete at least 100,000 social housing apartments in 2025, promote sustainable and healthy development of the real estate market.
The Ministry of Finance, ministries, agencies and localities have specific plans to promote the role of the owner's representative agency, direct economic groups and state-owned corporations to promote their leading role, innovate governance, improve production and business efficiency, and strive to achieve the target of increasing output or revenue by 2025 by about 10%.
2. Promote consumption, effectively exploit the domestic market
The Government assigned the Ministry of Industry and Trade to carry out trade promotion activities and distribute goods via digital platforms, striving to increase e-commerce growth by over 25% for the whole year; support the provision of market information and legal advice to businesses to open up the domestic market; promote the campaign "Vietnamese people prioritize using Vietnamese goods", build a distribution system of "Quintessence of Vietnamese goods", "Proud of Vietnamese goods"..., contributing to increasing consumers' access to domestic goods. Initiatives are needed to create trends and movements for consuming goods produced in Vietnam.
The Ministry of Industry and Trade, the Ministry of Finance, the Ministry of Public Security, ministries, agencies and localities develop specific plans and regularly, continuously and effectively implement the work of combating and repelling smuggling, trade fraud, counterfeit goods, fake goods, poor quality goods, intellectual property violations, etc.
Ministries, agencies and localities closely monitor price and market developments, regularly update inflation scenarios to have appropriate price management solutions, avoid shortages, disruptions in supply, sudden price increases; strictly handle violations of price laws, speculation, hoarding, price manipulation.
The Ministry of Culture, Sports and Tourism and localities should promote tourism, develop diverse and high-quality tourism products for each tourist season and key areas, effectively exploit international and domestic tourist seasons, enhance experiences and increase average spending of tourists, strive to reach at least 25 million international tourists and 150 million domestic tourists for the whole year; strengthen inspection and management of the market, prices of accommodation services, food and beverage, food hygiene and safety, especially in key tourist areas; strengthen linkages in tourism development, combine tourism with consumption of OCOP products and local specialties.
The Ministry of Public Security and the Ministry of Foreign Affairs, according to their assigned functions and tasks, shall preside over and coordinate with the Ministry of Culture, Sports and Tourism to develop a convenient and flexible visa policy for tourists and improve visa approval procedures for tourists entering Vietnam.
3. Promote exports and develop harmonious trade with other countries
The Ministry of Industry and Trade shall preside over and coordinate with ministries, agencies and localities to continue to proactively and actively implement negotiations on a reciprocal trade agreement with the United States under the direction of competent authorities, ensuring the harmony of interests of both sides.
Effectively exploit signed FTAs. Immediately implement negotiations and soon sign new FTAs, especially with countries in the Middle East, India, Africa, Latin America, upgrade the ASEAN Trade in Goods Agreement, etc.; proactively implement trade promotion solutions, support businesses to access and boost exports for each key industry, key markets, niche markets, potential markets, and make the most of the peak consumption season of major markets at the end of the year.
The Ministry of Industry and Trade, the Ministry of Agriculture and Environment, the Ministry of Health, and the Ministry of Finance, according to their assigned functions and tasks, shall focus on thoroughly handling within their authority and report to the Prime Minister in cases beyond their authority to handle difficulties and problems regarding regulations and conditions for import and export, etc., especially recommendations from businesses and associations that have not been handled for many years; promptly review and eliminate unnecessary, overlapping, and duplicate customs regulations and specialized inspections; create conditions for export enterprises to switch to the domestic market; speed up customs clearance, reduce logistics costs, and facilitate businesses, in which priority is given to customs clearance for agricultural and forestry products, especially goods that are at the main harvest time and are easily damaged.
4. Promote new growth drivers
Ministries, agencies and localities continue to resolutely, synchronously and effectively implement the Politburo's "four pillars" Resolutions (Resolutions No. 57-NQ/TW, 59-NQ/TW, 66-NQ/TW, 68-NQ/TW), new development drivers, including science and technology, innovation, digital transformation, development of high-quality human resources, and effectively exploit the advantages of deep international integration.
Promote the implementation of solutions to promote the development of digital economy; green economy; circular economy; new business models; emerging industries and fields such as artificial intelligence (AI), big data, cloud computing, cultural industry, entertainment industry...
In addition, the Ministry of Health and the Ministry of Education and Training urgently complete the Politburo's Resolutions on breakthroughs in public health care, meeting the requirements of national development in the new era; modernizing and making breakthroughs in education and training development.
The Ministry of Finance completes the Projects to report to the Politburo on state economic development and attracting new-generation FDI; implements measures as prescribed to upgrade the stock market from a frontier market to an emerging market, closely coordinates with relevant ministries and agencies to promptly remove difficulties and obstacles to meet the upgrading criteria, develop the capital market towards international practices; coordinates with ministries, agencies and localities to implement the National Assembly's Resolution on international financial centers, build free trade zones and border economic zones in some key economic localities; proactively implements solutions to attract and effectively use indirect investment capital into Vietnam, improve the economy's ability to absorb indirect investment capital; reviews the National Master Plan to maximize the potential and advantages of the new development space after merging localities.
The Ministry of Public Security shall preside over, together with the Ministry of Agriculture and Environment, the Ministry of Industry and Trade, the Ministry of Construction, Hanoi, Ho Chi Minh City and other major cities, to develop a roadmap and plan to implement Directive No. 20/CT-TTg dated July 12, 2025 of the Prime Minister on a number of urgent and drastic tasks to prevent and resolve environmental pollution, ensuring rationality, efficiency and suitability with the socio-economic development conditions of the locality. Research and have support and incentive policies for businesses and individuals operating in the field of green transport development.
5. Ensure smooth and effective operation of two-level local government
Ministries, agencies and localities, according to their assigned functions and tasks, continue to review, implement the arrangement and completion of the organizational apparatus of the political system in 2025 according to Resolution No. 18-NQ/TW, the conclusions of the Central Executive Committee, the Politburo and the Secretariat, ensuring the operation of the two-level local government is interconnected, unified, effective and efficient; carefully and thoughtfully prepare and effectively organize Party Congresses at all levels towards the 14th National Party Congress.
Closely monitor the activities of local governments at two levels and the implementation of 28 decrees on decentralization, delegation of power, and assignment of authority to promptly remove difficulties and obstacles in the implementation process.
The Ministry of Science and Technology, the Ministry of Public Security, and the Ministry of Home Affairs effectively carry out digital transformation tasks to serve the operation of the two-level local government model.
Building a team of grassroots cadres with qualities, ethics, capacity, close to the people, solving problems right at the grassroots.
The Ministry of Finance, ministries, agencies and localities shall fully and promptly arrange funding sources to pay for policies and regimes according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP and tasks serving the arrangement of administrative units and the implementation of two-level local governments; promptly and fully resolve policies and regimes for cadres, civil servants and employees in the arrangement of the organizational apparatus, especially those who have decided to resign.
Ministries and localities urgently develop growth scenarios with solutions for the last months of the year.
The Government requests ministries, agencies and localities, based on the results of the implementation of growth targets of sectors and fields in the first 6 months of the year, the ability to mobilize resources, the driving forces and development space in the last 6 months of the year, to urgently develop growth scenarios with solutions of sectors and fields for the remaining months and quarters of the year to strive to achieve and exceed the targets in Appendix II of this Resolution.
Regarding the GRDP growth target, localities direct specialized agencies to closely coordinate with statistical agencies, based on estimated GRDP data for the first 6 months of the year, the ability to mobilize resources, driving forces, and development space in the last 6 months of the year, to urgently review and develop GRDP growth scenarios by economic sector and product tax minus product subsidies and by level 1 industry for the remaining quarters of the year, along with solutions to strive to achieve and exceed the targets in Appendix III of this Resolution.
Ministries, agencies and localities shall send the Ministry of Finance scenarios for implementing growth according to assigned targets before August 15, 2025 for synthesis and monitoring.
Ministries, agencies and localities shall proactively carry out tasks and solutions within their authority and study and propose specific mechanisms, policies, tasks and solutions in cases exceeding their authority, and send them to the Ministry of Finance for synthesis and reporting to the Government and the Prime Minister in order to promptly remove difficulties and obstacles, promote growth, complete the assigned targets in this Resolution and strive to exceed targets in more favorable conditions.
