The Resolution requires that the objectives and tasks of Resolution No. 162/2024/QH15 be closely followed to develop solutions and mechanisms for managing and operating the Program; ensuring the implementation of the Resolution is serious, effective, of high quality and in accordance with the objectives of the Program approved by the National Assembly .

Determining the content of work must be associated with responsibilities and promoting the proactive and active role of the Program's host agency, the Ministry of Culture, Sports and Tourism, ministries, central agencies and People's Committees of provinces and centrally run cities in implementing Resolution No. 162/2024/QH15.
The Resolution clearly states 5 groups of implementation contents including: Organizing dissemination and propaganda to all levels, sectors and the People in the process of implementing the Program. Developing plans and organizing the implementation of the contents and tasks stated in Resolution No. 162/2024/QH15 of the National Assembly in accordance with regulations. Reviewing, developing and submitting to competent authorities for promulgation and promulgating under their authority legal documents, management documents, operating documents and instructions for implementing the Program. Organizing the approval and implementation of the Program in accordance with the provisions of the Law on Public Investment, the Law on State Budget and current relevant legal regulations. Strengthening inspection and supervision at all levels and sectors in the process of implementing the Program to ensure compliance with the approved goals and tasks.

The Government requests Ministers, Heads of ministries, central agencies and Chairmen of People's Committees of provinces and centrally run cities, based on their functions and tasks, to proactively and actively implement this Resolution according to assigned tasks, ensuring progress, quality and efficiency.
The Ministry of Culture, Sports and Tourism is the agency in charge of the Program, coordinating with relevant ministries and agencies to: Urgently develop and complete the Program Feasibility Study Report to submit to the Prime Minister for approval of the Program; Decision to approve the Program; promulgate regulations on principles, criteria, and norms for allocating the central budget to implement the Program in accordance with the provisions of law; promulgate a set of national criteria on comprehensive cultural development at all levels to ensure conformity with the actual conditions of each region, area, and the Party and State's policies on local government organization.
The Ministry of Finance proposes that the Prime Minister consider, consolidate or establish a new Central Steering Committee for national target programs to direct the implementation of the Program.

The Ministries of Public Security, National Defense, Home Affairs, Industry and Trade, Health, Justice, Education and Training, Agriculture and Environment, Science and Technology are assigned specific tasks under the Program, based on their management functions and tasks, in coordination with the Ministry of Culture, Sports and Tourism: Urgently develop and complete the Program Feasibility Study Report; develop principles, criteria, and norms for allocating central budget capital, and stipulate the proportion of counterpart capital from local budgets to implement the Program; National criteria for comprehensive cultural development at all levels for the 2025-2030 period; review and develop documents guiding the implementation of the Program, recommend and propose specific policies (if any).
The national target program on cultural development is implemented from 2025 to the end of 2035 with a total capital source for the 2025-2030 period of at least VND 122,250 billion, of which: central budget capital of VND 77,000 billion accounts for 63% (including development investment capital of VND 50,000 billion and public service capital: VND 27,000 billion); local budget capital of VND 30,250 billion accounts for 24.6%; other capital sources are expected to be about VND 15,000 billion, accounting for 12.4%.
