Aiming to become a centrally-run city before 2030, one of the tasks that Quang Ninh province is focusing on is to accelerate the progress of renovation, investment and synchronous upgrading of urban infrastructure and residential areas. Implementing the province's policy, localities in the province have simultaneously deployed the construction and renovation of cultural institutions, creating community living spaces in each village and neighborhood, contributing to improving the quality of life and the appearance of the city to become more modern and civilized.

Vang Danh Ward was established on the basis of merging 4 wards: Nam Khe, Bac Son, Vang Danh and Trung Vuong (old), with an area of ​​nearly 94km², nearly 37,000 people, including 32 residential areas. Implementing the province's policy on building civilized, modern, and unique urban and residential areas; ensuring that each village and neighborhood has at least one entertainment spot and outdoor community space, Vang Danh Ward is actively implementing many specific solutions, suitable to the actual conditions of the locality. Currently, the whole ward has 32 cultural houses built in the period 2013 - 2020, basically meeting the needs of daily life and physical exercise of the people. However, some cultural houses in Vang Danh 1 and Vang Danh 2 neighborhoods have degraded and need to be invested and renovated to better meet the needs of community activities in the new period.

Comrade Nguyen Thi Thanh Giang, Vice Chairman of the People's Committee of Vang Danh Ward, said: The ward proactively reviewed and assessed the current status of cultural activity venues and identified areas that need priority investment and renovation, in order to gradually improve cultural infrastructure, meeting the increasing needs of the people. In particular, after the conference to disseminate the implementation of key tasks organized by the Provincial Party Standing Committee on October 15, the ward urgently sought widespread opinions from the people on the needs for entertainment, physical education and sports in each neighborhood.

On that basis, the ward proposed to invest in building entertainment venues and cultural institutions in Dong Bong - Mieu Than area, aiming to create a living space connecting cultural and sports activities of ethnic minorities. To realize this goal, Vang Danh ward plans to propagate and mobilize people to participate in socializing investment resources, gradually perfecting cultural infrastructure, improving the quality of living space, contributing to building a civilized urban appearance.

For Lien Hoa ward, in order to improve the quality of urban areas and residential areas, the ward is focusing on reviewing, investing in and renovating infrastructure associated with improving the quality of people's lives, contributing to the goal of building Quang Ninh province into a centrally-run city before 2030. Lien Hoa ward has proposed that the province pay attention to investing in many important traffic infrastructure projects, serving the socio -economic development tasks of the locality, including: Project to complete Phong Hai intersection; the road connecting Ha Long - Hai Phong expressway to Nam Tien Phong Industrial Park (phase 2); the road from Dam Nha Mac intersection to Bac Tien Phong Industrial Park (phase 2) and the lighting system from Cho Roc intersection to Phong Hai. At the same time, the ward is also reviewing and developing a project to upgrade and renovate urban infrastructure, handle flooding and environmental pollution in the period of 2025 - 2030 according to the direction of the province.

Along with investing in and completing traffic infrastructure and urban beautification, Lien Hoa ward focuses on developing cultural institutions and community living spaces, contributing to improving spiritual life and building a civilized and modern urban appearance. Through review, the whole ward currently has 31 residential areas, of which 29 areas have cultural houses, the remaining 2 areas have planned land funds for construction in the coming time. The ward has 3 entertainment spots concentrated at the Cultural and Sports Center and 18 spots with investment conditions, upgraded into outdoor sports spaces to serve the people.

Comrade Vu Khac Hoan, Vice Chairman of Lien Hoa Ward People's Committee, said: The ward is directing specialized agencies to coordinate with neighborhoods to proactively review land funds, mobilize people to participate in socialization to form entertainment spots suitable to the cultural characteristics of each locality. The planning, upgrading and effective exploitation of public land funds not only contributes to improving the quality of life for people, but also creates a civilized and modern urban environment, in line with the sustainable development orientation of Quang Ninh province.

Implementing the sustainable urban development orientation, together with localities such as Vang Danh ward and Lien Hoa ward, Quang Ninh province has directed the simultaneous completion and upgrading of existing residential areas from now until the end of 2025, focusing on key and practical tasks. Specifically, building civilized, modern residential areas with identity, in which a clear goal is set: Each village and neighborhood has at least one playground and outdoor community space, meeting the needs of people for sports practice, entertainment. Along with that, reviewing and effectively exploiting public land funds and surplus land from the arrangement of the two-level government model to plan and form public spaces, cultural activity spots, playgrounds, parking lots, trees, creating a spacious and sustainable urban appearance.

Besides developing cultural institutions, the province also requires localities to step up the renovation and improvement of traffic infrastructure and drainage systems in residential areas, ensuring drainage and preventing flooding in low-lying areas and important traffic intersections.

New projects will be built according to the 2026-2030 roadmap, aiming to complete the framework infrastructure, in sync with the province's general planning. The province also encourages the socialization of resources, mobilizing people and businesses to participate in upgrading cultural and sports facilities in residential areas; at the same time, building regulations for effective management and operation of community activity points.

Accelerating the progress of improving the quality of urban areas and residential areas not only contributes to improving infrastructure and people's lives but also affirms the province's high political determination in realizing the goal of becoming a centrally-run city by 2030.

As soon as they heard about the province's plan to expand and complete urban infrastructure and cultural institutions, the villagers were very excited. People believe that when infrastructure is invested, roads are expanded, drainage and lighting systems are completed, daily life will be more convenient, and the living environment will be cleaner and more beautiful.

Currently, in the village, the living and playing conditions of the people, especially children, are still lacking. If the village has a community space, playground, and outdoor sports ground, it will not only help people have a place to exercise but also increase community cohesion and preserve the national cultural identity. The people are very in agreement with the way the state and the people work together, both mobilizing social resources and promoting the spirit of solidarity and initiative of the people. I am willing to donate land, contribute working days, and help renovate village roads and alleys, and hope that the province and commune will continue to support with materials, techniques and guidance so that the projects can be implemented soon and achieve high efficiency.

The people of Me Xa 1 area completely agree and highly agree with the correct and practical policy of the province on improving the quality of existing residential areas and urban areas, associated with building each village and area with at least one outdoor playground and community activity spot. This is a meaningful orientation, contributing to improving the quality of life, building a green - clean - beautiful living environment, a cohesive, civilized and modern community. Currently, Me Xa 1 area has 282 households with 905 people. In the past time, the area has taken advantage of the cultural house campus as a place for children to play, practice sports and organize community activities. However, many outdoor facilities have deteriorated after more than 2 years of use, affecting the quality and efficiency of serving the people. In response to practical requirements and closely following the province's direction, I understand that the construction and upgrading of entertainment venues and community living spaces is a key task to improve the spiritual life of the people. The area will focus on building green spaces, arranging harmonious landscapes, using sustainable materials, and equipping entertainment and exercise equipment suitable for all ages. With a sense of responsibility and high determination, the leaders of the area actively propagate and mobilize people to participate, and at the same time mobilize social resources to join hands to realize this policy, contributing to building an increasingly spacious, civilized, modern residential area, improving the lives of the people.

Mrs. Phun Sat Mui, Song Mooc village, Hoanh Mo commune: " Improving people's quality of life"

In recent years, people in remote, border and island areas of the province in general and ethnic minorities in Hoanh Mo commune in particular have received much attention from the Party, the State and Quang Ninh province in investing in transport infrastructure, schools, medical stations and supporting people to borrow preferential loans for economic development. Now, the province has allocated funds to invest, improve and enhance the quality of existing urban areas and residential areas associated with each village and neighborhood with entertainment spots and outdoor community activity spaces to serve the people. This is truly a blessing, and has been agreed upon, supported and welcomed by the people.

Currently, residential areas, especially ethnic minority areas, have poor infrastructure, almost no drainage, few centralized waste bins, inadequate public lighting systems; public activities and entertainment venues are not invested in a synchronous manner, not meeting the needs of enjoyment and preservation of cultural traditions of the people. In the future, the locality will invest in many cultural works, roads... which will help improve people's lives, and people will have more opportunities to exchange and preserve the cultural traditions of their ethnic groups through cultural and artistic exchange activities.

Ms. Pham Thi Huyen, Ha Phong 5 quarter, Ha Tu ward: " People really enjoy the fruits of development"

In the 2025-2030 term, the Ward Party Committee is determined to build a model Ha Tu, rich, beautiful, civilized, and affectionate in the new era - the era of national development. Therefore, the policy of improving the quality of urban areas and residential areas to realize the goal of making Quang Ninh a centrally-run city before 2030 is not only in line with the people's wishes, with the people's support, agreement, and high consensus, but also contributes to building the locality in accordance with the goals set out in the Resolution of the Ward Party Congress.

I know that currently, many projects and works have been planned for construction and will be implemented in the ward in the near future, such as: Social housing, road renovation and upgrading, construction of Vu Van Hieu High School... Therefore, the people are extremely excited and proud. The projects and works not only meet the needs of the people, promote local socio-economic development, improve the urban appearance, but also create leverage for Ha Tu ward to maximize development advantages. From there, the people will truly be prosperous, full and happy, as well as enjoy all the fruits of development.

In recent years, the province and Ha Long City have paid attention to and invested in relatively adequate infrastructure systems in the highlands such as roads, electricity grids, schools, medical stations, etc. People have better living conditions and economic development. However, spiritual and cultural life, especially the need for entertainment and community activities for children, teenagers and the elderly, still has many gaps. Therefore, the province's continued investment in public cultural works is very correct and has long-term significance. Common activity areas will not only be places for entertainment and health training, but also contribute to preserving local cultural identity and increasing community cohesion. I hope these works will be designed to suit the actual conditions of each village, and have clear management and maintenance plans for effective and long-term use. This is a very appropriate new development step for the highlands.

Ms. Truong Khuu, Dai Lang village, Van Don special economic zone: "Correct policy, meeting people's expectations"

In recent times, Van Don special economic zone has undergone many remarkable changes, with increasingly spacious traffic infrastructure and urban spaces, and people's lives constantly improving. However, in some areas, localized flooding still occurs during heavy rains, especially in low-lying areas, affecting daily life, the environment and urban aesthetics. I understand that Quang Ninh province is implementing a policy to improve the quality of urban areas and residential areas. This includes investing in projects to overcome and completely handle flooding in urban areas, densely populated areas, low-lying areas, traffic intersections and important routes. This is a very timely policy and I fully support it, because this is not only a short-term solution to overcome flooding but also a long-term step to build a civilized, modern urban area that adapts to climate change. I hope that the infrastructure improvement and upgrading projects in Van Don special economic zone will be implemented quickly and effectively, with close supervision to ensure construction quality and avoid wasting resources.
