At that time, the Vietnam General Confederation of Labor proposed two options for increasing the minimum wage to ensure a minimum living standard for workers. Those options were an increase of 9.2% and 8.3%. The Vietnam Confederation of Commerce and Industry (VCCI) proposed an adjustment of 3% to 5%. In addition, the Council's Technical Department also proposed an increase of the regional minimum wage from 6.5% to 7%.
