
Speaking at the meeting, Deputy Prime Minister Pham Thi Thanh Tra acknowledged, commended, and highly appreciated the important contributions of the Lao Cai Provincial National Assembly Delegation to the National Assembly and the province's development during the past term. The Deputy Prime Minister requested the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the Provincial Fatherland Front Committee of Lao Cai to continue to provide leadership, guidance, and the most favorable conditions for the Provincial National Assembly Delegation to operate effectively. In addition, the Lao Cai Provincial National Assembly Delegation should proactively propose and recommend to the Central Government specific mechanisms and policies to remove bottlenecks and create new space and impetus for the socio -economic development of the country, the region, and the province.
The Deputy Prime Minister requested that, in the immediate future, Lao Cai province must proactively and seriously prepare the conditions for the election of deputies to the 16th National Assembly and the election of People's Councils at all levels for the 2026-2031 term, ensuring the selection of truly outstanding deputies with strong political acumen, sufficient capacity, prestige, and worthy representation of the will, aspirations, and right to self-governance of the people in the 16th National Assembly and People's Councils at all levels. The Deputy Prime Minister also noted that the National Assembly delegation and the National Assembly deputies of Lao Cai province need to continue to uphold their role, responsibility, dedication, and experience as elected representatives; always maintain close ties with voters, listen to and fully reflect the opinions and aspirations of the people; and focus on fulfilling the important responsibilities of deputies to the 15th National Assembly as well as subsequent terms.
Responding to the directives of the Deputy Prime Minister, Comrade Trinh Viet Hung, Alternate Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Council of Lao Cai, affirmed that the Party Committee, government, and people of all ethnic groups in Lao Cai province will continue to uphold the tradition of solidarity, working together to overcome all difficulties and challenges, and build a more developed Lao Cai province. The province strives for a progressive and prosperous life for its people, and to move forward with the rest of the country into a new era of development - an era of wealth, prosperity, civilization, and happiness.
Throughout the 80 years of the formation and development of the Vietnamese National Assembly , each locality across the country has made important contributions to parliamentary activities. Over the years, the Lao Cai Provincial Delegation to the National Assembly has consistently demonstrated a high sense of responsibility, bringing the voice of the people of the mountainous region to the National Assembly.
The 15th National Assembly term was special because the Lao Cai Provincial Delegation was restructured following the merger according to Resolution 202/2025/QH15 of the National Assembly on the rearrangement of provincial-level administrative units. Accordingly, the Lao Cai Provincial Delegation initially consisted of 12 delegates, but by the end of the term, only 10 remained; including 4 central delegates and 6 local delegates, with women and ethnic minority delegates accounting for 50%.
Adhering closely to the requirement of "proactive legislation," the Lao Cai Provincial National Assembly Delegation organized 45 conferences to conduct in-depth surveys and provide feedback on 148 draft laws and ordinances, and submitted over 300 reports containing their comments. The Delegation conducted 34 monitoring and survey activities focusing on various fields; participated fully in 19 National Assembly sessions, with over 500 speeches in committees and plenary sessions. Throughout its term, the Lao Cai Provincial National Assembly Delegation consistently prioritized listening to and protecting the rights of the people. This included receiving over 1,250 citizens, reviewing and processing 559 petitions and letters; and resolving many long-standing issues, bringing peace of mind and stability to the people.
On this occasion, the Standing Committee of the National Assembly awarded the Commemorative Medal for the Cause of the Vietnamese National Assembly to 14 individuals from Lao Cai province who have contributed to the development of the Vietnamese National Assembly; the People's Committee of Lao Cai province awarded Certificates of Merit to 10 collectives and 25 individuals who have made significant contributions to the activities of the Provincial National Assembly Delegation.
