(LĐ online) - Throughout the process of leading the country, our Party has always determined that organizational apparatus work is the key of all keys, the important factor deciding the development of the country.

Over 40 years of national renovation, our Party and State have issued many resolutions, directives and conclusions to lead and direct the implementation of innovation, streamlining the apparatus and reorganizing administrative units, improving the effectiveness and efficiency of the State administration, building a contingent of cadres, civil servants and public employees with sufficient qualities and capacity, equal to the tasks. In particular, the 12th Party Central Committee issued Resolution 18-NQ/TW, after 7 years of implementing Resolution 18-NQ/TW, it has created positive changes in innovation, reorganizing the apparatus, improving the operations of agencies, units and organizations of the political system. With the great efforts and determination of the Central Committee, Party committees and Party organizations at all levels, we have accumulated experience and met the necessary conditions to bring the country into a new period of development.

Implementing Resolution No. 190/2025/QH15 of the National Assembly on handling a number of issues related to the reorganization of the state apparatus, the Resolution creates a legal basis for the reorganization of the apparatus of state agencies at the central and local levels according to the requirements of Resolution 18, the policies and directions of the Politburo and the Secretariat. Party committees, party organizations, agencies, units at all levels, sectors and localities, first of all the heads of party committees, units and localities have been exemplary, proactive, and implemented with the utmost determination, acting decisively in the assigned tasks in the spirit of "running while lining up"; identifying priority contents and tasks and coordinating smoothly in implementation, determined to complete the streamlining of the political system's apparatus according to the set goals, requirements and progress.

Lam Dong is one of the pioneering localities in implementing and achieving important results in streamlining the apparatus. From 2017 to December 2024, the results of the arrangement and consolidation of administrative organizations and public service units under the management of the State sector include reducing 1 specialized agency under the Provincial People's Committee; reducing 34 specialized departments, branches and equivalents (reaching a rate of 23.1%); reducing 23/196 deputy heads of 20 administrative organizations under the province; reducing 11/155 departments of specialized agencies under the District People's Committee; reducing 115/716 public service units of Lam Dong province.

The work of restructuring the Party and government organizations has been implemented synchronously. The management of the political system's payroll has streamlined 6,022 payrolls. Of which, the Party bloc streamlined 231 payrolls, reaching a rate of 18.63%; the State bloc streamlined 5,791 payrolls, reducing 15% of the civil servant payroll and 20% of the public employee payroll (436 payrolls for civil servants, 5,355 payrolls for public employees). Specialized agencies such as the Department of Planning and Investment have been merged with the Department of Finance, the Department of Transport and the Department of Construction have also been merged to reduce the apparatus and enhance coordination between sectors and fields. In addition, at the district level, the merger of the Propaganda Department and the Mass Mobilization Department has also been implemented, creating a streamlined apparatus, minimizing dispersion, making the work of the authorities at all levels more seamless. This is the result of the determination and long-term vision of the provincial leaders, with the desire to improve not only the structure but also the quality of work, while creating positive changes in government management and administration.

Although in recent times, the policy of streamlining the payroll and restructuring the apparatus of the political system in our country has been implemented synchronously and strongly and achieved positive results, hostile forces at home and abroad have tried to propagate and distort that the streamlining of payroll in Vietnam is just a "formal, deceiving people, not bringing about practical results but only wasting money and the budget"; the structure of the State apparatus is said to be streamlined but has not changed but only transferred people from one place to another. The enemy even tried to spread the rumor that streamlining the payroll is "fighting, power, factions", "reducing the power of one person to increase the power of another, is a way to "depose" or "consolidate" power in the Party". They also claim that Vietnam has not reduced staff or streamlined the apparatus, but that this is just a "power-sharing cake between factions"... Regarding the arrangement of administrative units at district and commune levels, bad elements have tried to spread the word that: "Rearranging administrative units is unnecessary, causing trouble for people, wasting the budget", "the arrangement of administrative units is done hastily, subjectively imposed, and not suitable to reality"...

In order to prevent and effectively combat the distortion of the policy of streamlining the payroll and rearranging administrative units at the provincial, district and communal levels in our country, all levels, sectors and localities need to continue to strengthen propaganda and mobilization work to raise awareness of cadres, civil servants, public employees and people about the position, role and importance of this policy; the goals, roadmap and methods of streamlining the apparatus and rearranging administrative units; especially the practical benefits for cadres, civil servants, public employees and people; thereby creating consensus and support from the whole society.

However, it is necessary to propagate so that cadres, civil servants, public employees and the People correctly and fully understand the content, nature and objectives of the distorted arguments about the policy of streamlining the payroll and rearranging administrative units at the provincial, district and communal levels, thereby promoting cadres, party members and the People to voluntarily participate in the work of prevention and combat; at the same time, have the ability to identify and "immune" to such propaganda and distortion. Guide and support cadres, party members and the People to access official and reliable information about the work of streamlining the payroll and rearranging administrative units at the provincial, district and communal levels in our country.
