Immediately after the merger, organizational stabilization, standardization of functions and tasks, and streamlining of the apparatus were identified as key requirements, crucial to the center's ability to perform its duties in the next phase. With the close guidance of the City Party Committee, the City People's Council, and the City People's Committee, and the unity of the leadership, staff, and workers, the center implemented many fundamental solutions in a coordinated manner.
One of the priority tasks is to streamline the organizational model towards greater efficiency and effectiveness. To date, the center has basically completed its organizational model, comprising a Board of Directors, four specialized departments, and twelve regional branches; clearly defining authority, responsibilities, and scope of coordination, ensuring systematic, unified, and consistent execution of tasks.
In addition, the center has issued important regulations on organization, finance, workplace culture, and democratic principles to create a unified operational framework, enhance administrative discipline and order, and foster a sense of responsibility in the performance of official duties. The improvement of the system of procedures and professional standards in the fields of compensation, resettlement support, surveying and mapping, and land use rights auctions contributes to professionalizing operations, shortening processing times, increasing transparency, and improving coordination with relevant units.
Building upon these foundations, the center has gradually stabilized its organization, strengthened its implementation capacity, and completed a large volume of tasks in 2025.
* In 2025, the unit's public investment disbursement rate reached nearly 90%, a fairly high figure compared to the general average. Could you share some solutions, especially regarding accelerating compensation and resettlement support, minimizing complaints, and aiming to achieve 100% disbursement before January 31, 2026?
In 2025, the city will implement many key projects requiring land clearance within a short timeframe, directly impacting people's lives. To meet this requirement, the center will implement a comprehensive set of solutions that are both decisive and prioritize transparency, openness, and social consensus. The center will establish a task force to address obstacles and promptly resolve difficulties in compensation work; at the same time, it will strengthen personnel for land clearance hotspots of urgent projects.
During implementation, the center focused on dialogue and communication, publicly disclosing compensation and resettlement plans to minimize prolonged complaints and lawsuits, ensuring a balance of interests between the state and the people. This is an important solution contributing to maintaining social stability and creating favorable conditions for the implementation of key urban development and infrastructure projects in the city.
In particular, the "90-day and night" emulation campaign was launched, creating momentum and motivation to complete tasks on schedule. By December 24, 2025, the disbursement of public investment capital reached 89.5%, and the goal is to complete 100% before January 31, 2026.

* In 2026, the City People's Committee requested increased land development, accelerated auctions, enhanced transparency, and the application of technology. So, in what direction will the center implement this task, sir?
Land development and land use rights auctions are important tools for generating resources for investment and development, while also opening up new opportunities in urban spaces. In 2026, the center has identified three key task groups to focus on.
Firstly, the center aims to improve the quality of its advisory services and the organization of land use management in a proactive, long-term manner, aligned with urban development goals. Currently, the center is responsible for 118 projects covering over 600 hectares of land and with a total investment exceeding 5 trillion VND. For large land plots currently used as temporary parking lots, in accordance with the city's policy, the center has advertised short-term land leases for 14 plots, with projected revenue of approximately 14.398 billion VND per year. Efficient land use management not only generates revenue but also contributes to enhancing the city's competitiveness and attracting investment.
Secondly, it is necessary to improve the coordination mechanism between departments, agencies, and localities to minimize intermediaries, shorten processing times, and overcome overlapping or shirking of responsibility in the land sector. Clearly defining responsibilities at each stage will help improve the quality of governance and increase transparency.
Thirdly, we will promote digital transformation in records, surveying data, compensation, resettlement, and land auctions to build a digital platform for management, operation, and support for citizens and businesses. By 2025, the center will have implemented 100% digital signatures and electronic document systems; in 2026, we will continue to digitize data and move towards a higher level of information transparency.
* What is the long-term direction for the center to become a professional and modern unit in land management and development, sir?
The center has set a long-term goal of building a modern, professional, and transparent governance model that meets the requirements of smart cities and sustainable development. This goal is implemented in three directions: continuing to play a core role in land clearance; managing and exploiting land resources in line with urban development strategies; and investing in digital transformation, standardizing processes, and standardizing operations.
With a proactive spirit, a strong sense of responsibility, and high determination, the center strives to work with the city to achieve the goals of 2026 – a pivotal year in realizing the urban development strategy and creating sustainable resources for the next phase.
