Pre-construction of resettlement areas is an important premise to shorten the time for land acquisition and site clearance when implementing projects.
Great need for resettlement
In May 2025, the Department of Construction issued notices inviting investors to participate in a series of infrastructure investment projects in the province, of which the majority are transport infrastructure projects.
Specifically, the transport infrastructure projects calling for investors include: extending the Ben Thanh - Suoi Tien metro line to Trang Bom; Ring Road 4 - Ho Chi Minh City (phase 1); upgrading and expanding Bui Van Hoa Street, Bien Hoa City; Cat Lai Ferry Replacement Bridge; Dong Nai 2 Bridge; the road from Ma Da Bridge to the intersection with Ring Road 4 - Ho Chi Minh City; the elevated road along Highway 51 from Vung Tau intersection to Gate 11 roundabout; Huong Lo 2 extended to Ho Chi Minh City - Long Thanh - Dau Giay Expressway.
In the above projects, most of them have to acquire land during implementation. Therefore, the need to arrange resettlement for people during the investment process of the projects is also very large.
According to Vice Chairman of the Provincial People's Committee Ho Van Ha, the location of resettlement areas must be suitable, convenient for transportation, and minimize land acquisition to build resettlement areas, leading to the situation of having to arrange resettlement for resettlement.
According to a representative of MIK Group Vietnam Corporation, the investor proposing the project, the Ring Road 4 - Ho Chi Minh City project through the province is nearly 47km long, passing through 5 districts: Vinh Cuu, Trang Bom, Thong Nhat, Long Thanh and Cam My. Preliminary calculations show that to implement the project, localities need to reclaim more than 482 hectares of land with nearly 1,700 households needing resettlement. Of which, Trang Bom district is the locality with the largest number of households needing resettlement.
Vice Chairman of Trang Bom District People's Committee Nguyen Quoc Tan said that it is expected that the locality will have to reclaim more than 175 hectares of land with more than 1,000 households having to be resettled.
Another project that also requires a large number of households to be resettled when implemented is the elevated road along Highway 51 from Vung Tau intersection to Gate 11 roundabout. Preliminary statistics show that to implement this project, Bien Hoa city must arrange resettlement for about 1,000 households.
Statistics from the Provincial Land Fund Development Center from reports of 8 localities show that from 2025-2030, the total resettlement demand of these localities is 11 thousand land lots.
According to Vice Chairman of the Provincial People's Committee Ho Van Ha, with a series of projects to be implemented by the province in the coming time, the need for resettlement arrangements for projects in the province is very large.
Resettlement must come first
Faced with the huge demand for resettlement in the province in the coming time, the Provincial People's Committee has recently requested localities to review and report on resettlement needs for projects in 2025 and expected to 2030 in the province. At the same time, there is planning and making plans to implement the construction of resettlement areas to meet the demand.
Vice Chairman of Bien Hoa City People's Committee Vu Quoc Thai said that the demand for resettlement in the city in 2025 is about 1,600 plots of land, and in 2026 it will be more than 1,400 plots of land. The city has invested in 25 projects to build resettlement areas and 15 other projects are preparing to be invested.
"The resettlement land fund in the city is currently scattered in wards and not concentrated in areas with key projects, leading to an imbalance in the resettlement land fund in areas and locations with land acquisition projects," Mr. Thai stated the difficulty.
Currently, Bien Hoa City People's Committee has proposed the Provincial People's Committee to approve investment in resettlement areas in the wards of Hiep Hoa, Buu Long, Hoa An... to serve key projects.
Meanwhile, according to the People's Committee of Long Khanh City, in order to soon implement the construction of resettlement areas, it is necessary to speed up the progress of planning, approving the planning, zoning, investment project details and investment procedures for infrastructure construction of resettlement areas, as well as balancing, arranging and mobilizing capital for construction. The planning of resettlement areas must be suitable to the characteristics of each sub-zone. After planning, it is necessary to speed up the implementation, speed up the investment process to ensure it is fast, neat and in accordance with legal regulations.
At the working session to listen to the report on resettlement needs for projects in 2025 and expected to 2030 in the province in mid-April, Vice Chairman of the Provincial People's Committee Ho Van Ha emphasized that in the coming time, Dong Nai aims to build resettlement areas before land acquisition. Resettlement areas must be built with a synchronous, spacious, and modern infrastructure system to best serve the lives of people whose land is acquired when implementing projects.
