The Office of the Ho Chi Minh City People's Committee has just issued an announcement by Chairman of the City People's Committee Nguyen Van Duoc at a field inspection of key traffic projects on May 15.
Regarding the Ho Chi Minh City Ring Road 3 project passing through the city, the Chairman of the City People's Committee emphasized that this is an important national project, a key project for the transportation sector.
The project is of great significance, bringing many economic , social and environmental benefits, contributing to improving the Southeast region, helping Ho Chi Minh City develop sustainably and become a smart, modern city.
Chairman of Ho Chi Minh City People's Committee pointed out the reasons affecting the progress of the Ho Chi Minh City Ring Road 3 project through the city.
According to Chairman of the City People's Committee Nguyen Van Duoc, the project must ensure the timeline and progress of completion according to the plan approved by the National Assembly and the Government. Key milestones include: opening the section through Thu Duc City, about 14.7km long, before December 31; opening the technical traffic section through Cu Chi, Hoc Mon, and Binh Chanh districts no later than December 31.
The Chairman of the City People's Committee acknowledged and commended the sense of responsibility of the Department of Construction, the Department of Agriculture and Environment, the Project Management Board for Investment and Construction of Traffic Works (investor) and related units in the past time, and shared the difficulties related to construction materials for the project (cost, transportation, supply mines...).
However, he emphasized that units need to be more thorough and determined in the coming time to make up for the delayed progress and complete the traffic opening according to the set plan.
In conclusion, the project progress was affected by both objective and subjective reasons. Regarding objective reasons, sand mine owners in localities have not yet implemented the committed progress (mine opening time, mining output, sand quality, etc.). At the same time, the capacity of many contractors is uneven, not implementing the spirit of "3 shifts, 4 shifts" as directed by the Prime Minister.
Subjectively, the investor has not been really thorough in managing the construction progress, especially related to the supply of materials, which affects the overall progress of the project. The investor has also not resolutely dealt with weak contractors, or given timely instructions.
Besides, city leaders and the construction industry have not closely monitored and directed the immediate handling of difficulties and problems related to materials and site clearance at the site.
Regarding some solutions, the Chairman of the City People's Committee assigned the Department of Construction to preside over and coordinate with investors and related units to synthesize problems related to material sources (with specific supporting data), price fluctuation factors (if any) and propose related solutions. This work will be completed and proposed to the City before June 5.
The Department of Construction shall preside over and coordinate with the Department of Home Affairs and relevant units to urgently advise and propose the establishment of a special working group to monitor the progress and quality of the project.
Accordingly, the Director of the Department of Construction is the team leader, with members being leaders of relevant departments and branches.
The working group periodically reports weekly to the Standing Committee of the City People's Committee on the supply of materials (sand, stone, etc.), progress, quality, and construction output of the project's packages (especially the 5 construction packages in the West), and proposes solutions to ensure completion according to the set plan...
At the same time, proactively guide and inspect technical measures to handle weak soil, solutions proposed and recommended by investors; coordinate with the Project Management Board for investment and construction of traffic works to monitor and evaluate construction contractors (subjective and objective factors, difficulties and obstacles, price slippage factors, etc.), propose appropriate solutions; promptly report to the City People's Committee...
The Traffic Department must re-establish detailed progress and strictly handle weak contractors before June 5.
The Chairman of the City People's Committee assigned the investor, the Traffic Construction Investment Project Management Board, to urgently develop a plan to control and monitor the progress, the volume of sand supplied by each mine, and the progress of each bid package. This work must be completed and submitted to the City People's Committee before June 5.
The investor strictly implements sanctions according to the contract against weak contractors (transferring volume, replacing personnel, evaluating capacity, submitting to the national bidding system, terminating contracts, etc.); submit to the City People's Committee through the Department of Construction before June 5.
At the same time, investors must proactively coordinate with relevant departments and units to guide and support contractors during the construction, acceptance and payment process. Specifically, they need to be flexible in adjusting payment timelines, closely coordinate with local authorities to promptly resolve site-related problems, and create favorable conditions for construction and disbursement.
Regarding the contractor's proposal, the Chairman of the City People's Committee assigned Vice Chairman Bui Xuan Cuong to work with the police and related provinces and cities where sand transportation routes pass through to create the most favorable conditions, ensuring progress according to the Prime Minister's direction, to complete before June 5.
The Chairman of the City People's Committee requested contractors to focus on completing items and work volume to ensure quality according to the contract signed with the investor; and be responsible before the law if they violate the signed contract.
