President Luong Cuong works with the Provincial Party Standing Committee on implementing the Resolution of the 11th Central Conference, 13th tenure

On June 5, at the Presidential Palace, Comrade Luong Cuong, Politburo member, President, Head of Working Group 2089 of the Politburo, chaired a working session with the Standing Committee of the Quang Ninh Provincial Party Committee to direct, guide, urge, and inspect the implementation of the Resolution of the 11th Conference of the 13th Party Central Committee in conjunction with the development and completion of documents and personnel work.

Reporting tothe President on the situation and results of the implementation of the Resolution of the 11th Conference of the 13th Party Central Committee, Comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, stated: The Standing Committee of the Provincial Party Committee has paid attention to leading, directing, and implementing the Resolution of the 11th Central Conference in a serious, responsible, comprehensive, thorough, and timely manner.

Notably, the work of disseminating, thoroughly understanding and studying the Resolution was organized seriously, synchronously and effectively, with flexible and creative forms. The work of arranging commune-level administrative units and building a two-level local government organization model was implemented drastically and methodically, ensuring the correct policies, roadmap, procedures and progress. The arrangement project was elaborately developed, with a very high consensus rate among voters (over 99%). The Provincial Party Committee Standing Committee and the Provincial Party Committee Executive Committee unanimously approved the plan to arrange 171 units into 54 units; at the same time, they discussed and gave opinions on the naming and location of the headquarters of the new commune-level administrative units.

The operations of agencies and units are maintained stably and smoothly during the preparation process for the arrangement. The transition to a two-level local government model is being carefully and urgently prepared, ensuring the necessary conditions for effective operation after July 1, 2025. The settlement of regimes and policies for affected cadres, civil servants and public employees is organized methodically, publicly, transparently, with the right subjects and procedures, contributing to stabilizing ideology and creating high consensus among cadres.

Preparations for Party congresses at all levels have been carried out seriously, closely following the Central Committee's direction and local realities. The Provincial Party Committee's political report has been carefully prepared, fully reflecting major orientations and strategic breakthroughs, in line with the new situation.

Along with implementing the organizational arrangement and preparing for the Party Congresses at all levels, the Provincial Party Standing Committee also focused on resolutely leading and directing the implementation of socio-economic development tasks. Economic growth continued to be maintained at a high level, with GRDP in the first quarter of 2025 increasing by 10.91%, exceeding the set scenario. All levels and sectors have proactively reviewed and developed growth scenarios for each quarter, focusing on directing the removal of difficulties and obstacles in public investment, planning, filling materials, site clearance, and conversion of land use purposes. The investment and business environment continued to improve, competitiveness, administrative reform, and satisfaction of people and businesses continued to be among the leading groups in the country, affirming Quang Ninh province's position as a comprehensive growth pole in the Northern region.

At the meeting, delegates discussed and evaluated the achievements, difficulties and obstacles and proposed many solutions to overcome difficulties in the preparation for Party Congresses at all levels and the arrangement of the apparatus and administrative units. At the same time, they focused on issues related to the organization of Party Congresses at communes and wards; guidance on the election of People's Council deputies at all levels and the 16th National Assembly deputies; resolving policies for cases of non-professional workers at the commune level; the model of a one-level Public Administration Service Center; ensuring the number of provincial Inspectorate staff...

Concluding the working session, President Luong Cuong commended and highly appreciated the Standing Committee of the Quang Ninh Provincial Party Committee for its serious and responsible leadership, direction and implementation of the Resolution of the 11th Central Conference. Despite the short time, Quang Ninh province completed a large amount of work and achieved good results. In particular, the project on rearranging and reorganizing commune-level administrative units and building a 2-level local government model was completed, with a very high consensus among cadres, party members and people of all walks of life. Along with that, Quang Ninh province has regularly paid attention to leading the implementation of socio-economic development tasks; Party building and rectification work has been promoted; national defense - security, social order and safety have been ensured; national border and island sovereignty and security have been maintained; foreign affairs activities have been focused on expanding and increasingly going into depth.

Comrade Tran Van Ron, member of the Party Central Committee, Permanent Deputy Head of the Central Inspection Commission, spoke at the meeting.

The President emphasized: In the coming time, the tasks are very heavy and demanding, as we must both focus on streamlining the organization and apparatus in the political system, prepare for Party congresses at all levels, and carry out regular political tasks. To complete the set tasks, the President requested the Standing Committee of the Quang Ninh Provincial Party Committee to continue to lead and direct the information and propaganda work among cadres at all levels and among the people, especially on new and core issues in amending the Constitution and building laws; in the orientation of socio-economic development; in Party building; in building the apparatus in the political system; at the same time, thoroughly grasp and integrate documents preparing for Party congresses at all levels with thoroughly grasping and implementing Resolution 11 of the Central Committee.

Regarding the organization of the two-level local government apparatus, the President requested that it must be streamlined, efficient, effective, and close to the people. The selected cadres must be truly courageous, innovative, daring to think, dare to do, dare to take responsibility, for the common good, and have the ability to organize work effectively in the context of a large area and a new model. The process of perfecting the cadres and organizing the apparatus must ensure the regular and continuous operation of agencies and organizations, absolutely without interruption, without affecting the activities of the Party, government, people and businesses.

Comrade Hoang Cong Thuy, Vice President of the Central Committee of the Vietnam Fatherland Front, spoke at the meeting.

The President also requested to strengthen the inspection and supervision of the implementation of Resolution 11 of the Central Committee. At the same time, it is necessary to have effective measures in the management of public finance and assets, avoiding waste, loss and negativity in the process of reorganizing the organization and apparatus.

Regarding the preparation for Party congresses at all levels, it is necessary to strictly implement Directive 45 of the Politburo and the directions and instructions of the Central Committee to best prepare the conditions for organizing Party congresses at all levels, towards the National Party Congress. In particular, it is necessary to pay special attention to the work of drafting documents and the quality of personnel.

The President emphasized that the goal of streamlining the apparatus and reorganizing administrative units is to promote socio-economic growth and improve people's lives. Along with the requirements and tasks in the work of reorganizing the apparatus, preparing documents for the Provincial Party Congress must focus on the task of economic development, striving to achieve the growth target of 14%; at the same time, focusing on social security, ensuring security and order, and improving people's lives.

Regarding the difficulties and recommendations, the President requested the Working Group to absorb all local opinions and forward them to relevant agencies for research, consideration and handling according to their authority.

The President believes that, with the spirit of innovation, creativity, courage and high political determination, the Party Committee, government, army and people of Quang Ninh province will continue to promote the great achievements that have been made, successfully implement the Resolution of the 11th Central Conference of the 13th tenure, build documents and personnel for the Provincial Party Congress that are truly exemplary and of high quality, contributing significantly to the success of the 14th National Party Congress.
